　　itgivesmegreatpleasuretomeetyouhereintianjinattheeighthannualmeetingofthenewchampions,orthesummerdavosforum.onbehalfofthechinesegovernment,iwishtoextendwarmcongratulationsontheopeningoftheforumandacordialwelcometoallofyouwhohavecomefromafar.

　　thethemeforthisyear'sforum,namely"creatingvaluethroughinnovation",isamostrelevantone.innovationisaneternaltopicofthehumansocietyandaninexhaustibleenginedrivingeconomicandsocialdevelopment.innovationisvitaltothesteadyrecoveryoftheworldeconomy.innovationisalsoessentialtoupgradingthechineseeconomyandimprovingitsperformance.anditisthankstoreformandinnovationthatthechineseeconomyhasinrecentyearsmaintainedsteadyandsoundgrowth.

　　theglobaleconomicenvironmenthasremainedanintricateonesincethebeginningofthisyear.theroadtorecoveryindevelopedcountrieshasremainedbumpy5.growthinemergingmarketeconomieshassloweddown,andthechineseeconomyfacesgreaterdownwardpressure.facingthischallengingenvironment,wehavecontinuedtofollowthegeneralprincipleofmakingprogresswhilemaintainingstability.wehavestayedthecourseandpursuedaproactiveapproach.insteadofadoptingstrongeconomicstimulus6oreasingmonetary7policy,wehavevigorouslypromotedreformandeconomicreadjustment,andmadeeffortstoimprovepeople'slives.asaresult,wehavemaintainedsteadyeconomicperformance.inthefirsthalfoftheyear,thechineseeconomyregistereda　percentgrowth,andcpirisewaskeptat　percent.despiteeconomicslowdown,betweenjanuaryandaugust,thesurveyedunemploymentratewaskeptataround5percentin31bigandmedium-sizedcities.morethan　millionurbanjobswerecreated,whichisoveronehundredthousandmorecomparedwiththesameperiodlastyear.

　　despitegrowingdownwardpressureontheeconomy,morejobswerecreated,thankstonewstepsofreformtaken.sincethebeginningofthisgovernment,wehaveadvancedthereformoftheadministrative8reviewandapprovalsystem.governmentdepartmentshaveremovedordelegatedtolowerlevelsadministrativeapprovalonover600items,andthisyear,thebusinessregistration9reform,amongothers,hasbeencarriedoutnationwide.thishasloweredthethresholdforstartingbusinessesandremovedrestrictions10onthem,thusgivingagreatboosttobusinessdevelopmentinthewholecountry.betweenjanuaryandaugust,theamountofnewlyregisteredmarketentities11wasmorethaneightmillion,andfrommarchtoaugust,withthebusinessregistrationreform,thenumberofnewlyregisteredbusinessesgrewby61percentoverthepreviousyear,allpointingtoamassiveupsurgewhichhasgeneratedmorethan10millionjobs.inadditiontoreformingthebusinessregistrationsystem,wehavealsointroducedreformstoinvestmentfinancing,taxation12andlogisticssystems,andfurtheropenedthegateforthedevelopmentoftheservicesector13andotheremergingindustries.allthesemeasureshavebeenvitalinfosteringandincreasingjobopportunities.

　　thepositivechangesinchina'seconomyarenotonlyreflectedintheincreaseofjobsandresidents'incomes,butalsointhestructural14upgrading.wehavestreamlinedadministration,delegatedpowerstothelowerlevels,andadoptedfiscal16,taxationandfinancialmeasuressuchastargetedtaxreductionandtargetedreductionofrequiredbankreserveratio.allthesemeasureshavespurredthegrowthoftheservicesector,agriculture,ruralareaandthewelfareoffarmers,aswellassmallandmicro-businesses,privatebusinessesandemergingindustries.inthefirsthalfoftheyear,newbusinessesandnewbusinessmodelssuchaslogistics,expressdeliveryande-commercealldevelopedfast.thenumberofnewlyregisteredservicebusinessessurgedbymorethan70percent.thetertiaryindustrycontinuedtooutperformthesecondaryindustryintermsofgrowthrateandshareofgdp,andisaleadingsectoroftheeconomy.theshareofprivateinvestmentinfixed17assetinvestmentincreasedby　percentagepointsyearonyear.high-tech18industriesandequipmentmanufacturinggrewfasterthantheindustrialaverage.

　　deepeningstructuralreadjustmenthasimprovedthequalityofeconomicgrowth.onthebasisofcarryingoutreformandinnovation,wehavereducedovercapacity,eliminatingoutdated19capacityinparticular,andfosterednewgrowthareas.inthefirsthalfoftheyear,thegrowthofinvestmentandproductionofindustrieswithhighenergyconsumptionandemissions21noticeablysloweddown.theperunitgdpenergyconsumptiondroppedby　percentyearonyear,andcarbonintensity22wascutbyabout5percent,thelargestdropinmanyyears.

　　wehavemanagedtoensuresteadygrowthandimprovethequalityofthechineseeconomybytakingtargeted,range-basedmacro-controlmeasures.withfocusonkeyareasandweaklinksofchina'seconomicandsocialdevelopment,wehaveusedmorereformandinnovationmeasurestoincentivizemarketentities,strengthenweaklinks,boosttherealeconomyandensurethatoureffortsarewell-targeted.thisapproach,whichwasalsostructuraladjustmentinnature,involvedbothreformandreadjustments.wehavestrivedtoremovemarketobstaclesandmakethemarketplayadecisiveroleinresourcesallocation.wehavealsoendeavoredtoimprovetheroleofthegovernmentandpromotesocialequity23.wehaveworkedactively24tobalancedomesticandinternationaldemands,coordinate25regionaldevelopment,narrowthegapbetweenruralandurbanareasandstabilize26agriculturalsupplyanddemand.wehavestrengthenedtheconstructionofrailwaysincentralandwesternchina,therenovation27ofrundownareas,aswellaspollutioncontrolandpreventionandotherlivelihood28anddevelopmentprojects.wehaveactivelytackledthebottlenecks29thathavelongconstrained30china'sbalanceddevelopment.allofthesehavevigorouslysupportedtheprocesstowardanewtypeofindustrializationandeffectivelyincreasedthesupplyofpublicgoods.

　　facingthenewnormalstateoftheglobalandthechineseeconomy,wehaveremainedlevel-headedandtakenstepstotackledeep-seatedchallenges.wefocusedmoreonstructuralreadjustmentandotherlong-termproblems,andrefrainedfrombeingdistractedbytheslightshort-termfluctuations31ofindividualindicators32.injulyandaugust,electricityconsumption,freightvolumeandotherindicatorsfluctuatedsomewhat.thatwasinevitable33andwithinourexpectation.itwasbecausethedomesticandinternationaleconomicsituationwasstillcomplexandvolatile34andbasefiguresforthesecondhalfoflastyearwererelatively35high.whenobservingthechineseeconomy,oneshouldnotjustfocusonitsshort-termperformanceortheperformanceofaparticularsector.rather,oneshouldlookattheoveralltrend,thebiggerpictureandthetotalscore.judgingbytheprincipleofrange-basedmacro-control,webelievetheactualeconomicgrowthrateiswithintheproperrange,evenifitmightbeslightlyhigherorlowerthanthe　percenttarget.inparticular,weshouldrealizethatanimportantgoalofmaintainingstablegrowthistoensureemployment,andtheflooroftheproperrangeistoensurerelativelyadequateemployment.astheeconomicaggregate36continuestoexpand,andinparticular,astheservicesectordevelopsrapidly,growthwillmeanmorejobsandtherewillbegreatertolerance37tofluctuations.weshouldalsobeclearthatchina'seconomyishighlyresilientandhasmuchpotentialandamplespacetogrow,andwehaveafullrangeoftoolsofmacro-controlatourdisposal.themeasureswehavetakenaregoodbothfornowandforlonger-terminterests,andwillthereforeenableustopreventmajorfluctuationsandmakea"hardlanding"evenlesspossible.however,thisisnotdenyingthatourdevelopmentfacesdifficultiesandchallenges.onthecontrary,weareindeedconfrontedwithenormousdifficultiesandchallenges.

　　inthefourmonthsahead,wewillcoordinatetheeffortstostabilizegrowth,promotereform,readjustthestructure,improvepeople'slivelihoods38andpreventrisks.wewillcontinuetoimproveandinnovate39inthethinkingandapproachesofmacro-control,strengthentargetedmacro-controlonthebasisofrange-basedmacro-control,promotestructuralreformandreadjustments,carryoutreformsinkeyareasofsystemicimportancewitheverydeterminationtoforgeaheadandfocusonaddressinglong-termproblems.first,wewillcontinuetopressaheadwithrevolutionizingthegovernmentitselfandfurtherintensify40effortstostreamline15administrationanddelegatepowers.wewilldeepenfiscalandtaxationreform,promotereformofthebudgetarymanagementsystemsoastousepublicfundsinanequitable41andeffectiveway,andcontinuetoexpandthepilotprogramsforbusinesstaxtovat1reformwhichisconducive42tothedevelopmentoftheservicesector,particularlyther&dcompanies.wewilldeepenfinancialreform,promotethepilotprogramsfornon-stateownedbanks,sortoutandstandardize43thelimitrequirementsonaccesstothefinancialsectoranddevelopamulti-tieredcapitalmarket.wewilldeepenthereformofstate-ownedenterprises.wewilldeepenpricereformandimprovethepricingmechanisms44forenergyproducts,medicineandmedicalservices.wewilldeepenreformoftheinvestme
