1.1INTRODUCTION

ThisDesignReporthasbeenpreparedtoillustratetheprojectscopefortheredevelopmentoftheWaiganiNationalCourtsComplex.

TheprojecthasprogressedthroughthedesignstageincloseconsultationwiththeChiefJusticeandseniormanagementfromtheNationalJudiciary司法的StaffServices.Inaddition,detailedconsultationwithbothinternalandexternalprojectstakeholdershasbeenundertakentodeveloptheFunctionalBriefandtheplanningarrangements.Projectdefinition,planninganddesignprincipleswereestablishedinvariousplanningstageandendorsed批注bytheChiefJusticeofPapuaNewGuineainSeptember2014.

Theprojectsupportsthekeyprioritiesofdevelopingafacilityofnationalsignificancesuitableforaccommodatingthejudicialstructureofthecourtsintothethreejurisdictions司法oftheNationalCourts,CourtofAppeal地区法院andtheSupreme至高的Court.

Thispackageofworkformsthemainnewcourtscomplexandwillbefollowedbyaseparaterefurbishment整修worksprojectfortheexistingSupremeCourtscomplex.

Earlyworksconstructionisunderwaytoprepareclearareasforthemainprojectconstructionworks.Theseworksincludetemporarybuildingsforcourtactivities,administrativeservicesandpubliccarparking.

TheNewWaiganiNationalCourtsComplexisdesignedasacampusenvironment,whichaddstoandextendsbeyondtheexistingSupreme&NationalCourtsbuildingtotheWestandSouthofthesite.Threenewbuildingshouse:

TheCourtsandJudiciary法官inonebuildingtotheNorthwest;theadministrationfunctionsoftheCourtsinanotherbuildingtotheSoutheast;and,thearrivalandpublicsecurityscreeningbuildingtotheSouthwest.
