工程勘察设计管理办法

第一章总则

第一条为加强和规范公司（以下简称“公司”）工程勘察设计管理，保证工程设计质量和进度，推行设计创新与优化，根据有关法律法规、电力行业有关规定，结合本公司实际情况，制定本办法。

第二条本办法对工程勘察设计管理的原则、设计单位的选择、初步设计、设计优化、施工图会审及设计交底、设计变更、竣工图编制等主要管理工作提出了明确要求，项目公司应严格按照国家、电力行业和公司有关要求，认真抓好各项工作的管理，确保各项工作高质量按期完成。

第三条本办法适用于公司全资、控股的新建、扩建及改建的项目，其他项目可参照执行。

第二章组织体系和责权划分

第四条公司对勘察设计文件实行分阶段、分级评审管理体系。

（一）公司工程建设部负责部分勘测设计重要阶段和环节、非国家有关部门评审（包括受集团公司委托评审）设计文件的组织工作；

（二）公司工程建设部制定公司电源建设项目的设计技术路线，指导项目公司做好勘测设计工作的管理。

第五条项目公司是工程勘察设计管理工作的主体，对

工程设计质量、进度、安全和造价等各方面负有具体的协调和管理职责。

（一）在充分考虑设计单位的资质、业绩、质保体系、服务质量、资源保证、价格等方面因素的基础上，通过招标择优确定工程勘察设计单位；

（二）通过招标、合同谈判将勘测设计费用控制在合理的范围之内；

（三）在安排工程总体进度时，应根据勘察设计工作对总体进度的制约关系同步安排勘察设计进度；

（四）设计工作贯穿工程全过程，涉及工程建设各方面。

项目公司应主动配合勘测设计单位，及时准确提供应由项目公司提供的各种设计资料，保证工程建设的顺利进行。

第六条工程设计单位是工程勘察设计工作的实施主体，对其正式签署并交付使用的勘察设计成品负有全面责任。

（一）勘察设计的成品要符合国家、行业有关的法律、法规、规程，同时必须满足国家行业在环保、消防、劳保、安全、卫生、土地、水资源等各方面的强制性规定，符合国家的产业及技术装备政策；

（二）勘察设计各阶段工作的深度应满足电力行业的相关规定及勘测设计合同和项目的特殊性要求；

（三）积极采用国内外成熟先进的设计思路、设计手段和设计方案，积极运用节能环保新技术进行设计优化，提高电厂的综合水平；要节约用地、用水、降低燃料消耗和运营

第七条选择确定工程设计单位应遵循以下原则：

（二）工程勘察设计单位的确定一般情况下可分为两个

阶段：

可行性研究阶段及以前，初步设计阶段及以后。

在技

术力量、服务质量和价格相当的情况下，可以优先考虑采用

同一家勘察设计单位；

（三）一般应通过招标选择设计单位。

第三章工程设计管理的内容

第八条火电工程勘察设计的主要阶段包括：

初步可行

性研究、项目建议书、可行性研究、初步设计、施工图设计、竣工图设计。

第九条水电工程勘察设计的主要阶段包括：

预可行性

研究、可行性研究、招标阶段设计、施工图设计、竣工图设

计。

第十条设计优化工作要贯穿到工程建设的全过程。

在

保证工程安全、质量、进度的前提下，通过实地调研、多方
