Fitness-For-ServiceAPI579-1/ASMEFFS-1,June,2016IntentionallyLeftBlankAPI579-1/ASMEFFS-12016Fitness-For-ServiceiiiForewordIncontrasttothestraightforwardandconservativecalculationsthataretypicallyfoundindesigncodes,moresophisticatedassessmentofmetallurgicalconditionsandanalysesoflocalstressesandstrainscanmorepreciselyindicatewhetheroperatingequipmentisfitforitsintendedserviceorwhetherparticularfabricationdefectsorin-servicedeteriorationthreatenitsintegrity.Suchanalysesofferasoundbasisfordecisionstocontinuetorunasisortoalter,repair,monitor,retireorreplacetheequipment.ThepublicationoftheAmericanPetroleumInstitutesRecommendedPractice579,Fitness-For-Service,inJanuary2000providedtherefiningandpetrochemicalindustrywithacompendiumofconsensusmethodsforreliableassessmentofthestructuralintegrityofequipmentcontainingidentifiedflawsordamage.APIRP579waswrittentobeusedinconjunctionwiththerefiningandpetrochemicalindustrysexistingcodesforpressurevessels,pipingandabovegroundstoragetanks(API510,API570andAPI653).ThestandardizedFitness-For-ServiceassessmentprocedurespresentedinAPIRP579providetechnicallysoundconsensusapproachesthatensurethesafetyofplantpersonnelandthepublicwhileagingequipmentcontinuestooperate,andcanbeusedtooptimizemaintenanceandoperationpractices,maintainavailabilityandenhancethelong-termeconomicperformanceofplantequipment.RecommendedPractice579waspreparedbyacommitteeoftheAmericanPetroleumInstitutewithrepresentativesoftheChemicalManufacturersAssociation,aswellassomeindividualsassociatedwithrelatedindustries.ItgrewoutofaresourcedocumentdevelopedbyaJointIndustryProgramonFitness-For-ServiceadministeredbyTheMaterialsPropertiesCouncil.Althoughitincorporatedthebestpracticesknowntothecommitteemembers,itwaswrittenasaRecommendedPracticeratherthanasamandatorystandardorcode.WhileAPIwasdevelopingFitness-For-Servicemethodologyfortherefiningandpetrochemicalindustry,theAmericanSocietyofMechanicalEngineers(ASME)alsobegantoaddresspost-constructionintegrityissues.Realizingthepossibilityofoverlap,duplicationandconflictinparallelstandards,ASMEandAPIformedtheFitness-For-ServiceJointCommitteein2001todevelopandmaintainaFitness-For-Servicestandardforequipmentoperatedinawiderangeofprocess,manufacturingandpowergenerationindustries.Itwasintendedthatthiscollaborationwouldpromotethewidespreadadoptionofthesepracticesbyregulatorybodies.TheJointCommitteeincludedtheoriginalmembersoftheAPICommitteethatwroteRecommendedPractice579,complementedbyasimilarnumberofASMEmembersrepresentingsimilarareasofexpertiseinotherindustriessuchaschemicals,powergenerationandpulpandpaper.Inadditiontoownerrepresentatives,itincludedsubstantialinternationalparticipationandsubjectmatterexpertsfromuniversitiesandconsultingfirms.InJune2007,theFitness-For-ServiceJointCommitteepublishedthefirsteditionofAPI579-1/ASMEFFS-1Fitness-For-Service.The2016publicationofAPI579-1/ASMEFFS-1includesanumberofmodificationsandtechnicalimprovements.Someofthemoresignificantchangesarethefollowing:
