基层党组织建设年活动方案

XX中学开展基层党组织建设年活动的

实施方案

   为深入贯彻落实中央、省委、市委关于开展基层党组织建设年的部署要求，推动创先争优活动深入开展，充分发挥党员在促进教育科学发展，办人民满意教育实践中的战斗堡垒和先锋模范作用，根据《市普教系统关于在创先争优活动中深入开展基层组织建设年活动的实施方案》的精神，结合我校实际，制定我校开展基层组织建设年活动的实施方案。

一、指导思想

以邓小平理论和“三个代表”重要思想为指导，深入学习实践科学发展观，贯彻落实我市教育工作会议精神，紧紧围绕建设人民满意教育的目标，进一步推动教育教学改革，加强校园文化建设，大力加强学校党组织建设和党员队伍建设，充分发挥学校党组织的战斗堡垒作用和共产党员的先锋模范作用，推进学校科学发展。

二、活动目标

力争党建工作进一步提升，师德师风进一步加强，党支部战斗力进一步提升，党员队伍生机活力进一步提升，实现学校教育教学质量大提升、队伍素质大提升、组织形象大提升。

三、领导机构

　　学校成立基层组织建设年活动领导小组，校长XXX（书记）任组长，XXX（副校长、支部副书记）任副组长，XXX（副校长、支部委员）、、XXX（办公室主任、支部委员）XXX、XXX、XXX、XXX（党小组长）为成员。

领导小组全面负责、统一领导和协调指导基层组织建设年活动，对活动开展情况进行督促检查，及时总结检查，认真解决问题，确保基层组织建设年活动真正取得成效。

四、活动主要内容

（一）在加强组织建设和党员队伍建设上创先争优

以“强组织、增活力，创先争优”为主题，以创先争优为动力，着力增强我校党组织的创造力、凝聚力、战斗力，充分发挥党组织在学校教育教学的政治核心作用，全面落实党组织建设年各项任务。

1.完善党组织设置。

一是尽力落实“八个一”标准。

即有一块牌子、有一面旗子、有一个班子、有一个活动室、有一个宣传栏、有一套制度、有一系列活动、有一套完备资料；二是提高党建工作保障水平。

2.加强党员队伍建设。

一是加强领导班子建设，党支部书记素质进一步提升。

二是推进学习型党组织建设。

以中国特色社会主义核心价值体系教育为重点，采取讲座、辅导报告、专题讨论等形式，强化党员政治学习和理论武装。

开展“读书月”活动，力争为党员“月荐一本书”（政治、经济、法律、科技、传统文化、公文写作、信息网络等各种知识书籍）。

开展“日读一小时、月读一本书、半年一交流”等系列读书活动，学习新知识，研究新问题。

学校领导班子开展集体学习活动每年不少于12次，党组织集中学习含党小组学习活动不少于6次，党员平均每季度参加教育培训时间不少于18学时，其中领导班子成员不少于32学时。

三是完善规章制度。

强化党务政务校务公开、民主评议党员等制度，建立党内激励关怀帮扶机制；改进“三会一课”，坚持每月召开一次支委会、每两个月上一次党课，党支部（党小组）每月过一次组织生活。

四是探索党员教育与实践方法。

做好理想信念、根本宗旨、廉洁从政“三项教育”、建立健全党员与教师结对、切实为群众排忧解难，以实际行动践行党的宗旨。

五是学习贯彻落实党的十八精神。

六是有计划做好党员发展工作。

3．着力培养学校党小组长，学校党支部的四个支委各挂点一个党小组，具体分工是XXX校长挂点高一A级、XXX挂点高一B级、XXX副校长挂点高二级、XXX副校长挂点高三级，在学校四个党小组中开展工作交流评比活动（如党务知识竞赛、文体活动比赛等）。

（二）在岗位奉献上创先争优

1、举办党员骨干教师“精品展示课”、实施以老带新的“拜师结对工程”，引导和激励争创一流业绩，争做先进模范，不断提升党员干部职工业务技能和服务水平。

2、开展“文明、诚信、廉洁、优质”服务竞赛争创活动。

形成为师生服务创先争优的良好风气。

开展“做人民好公仆，一走进一贴近”（走进课堂、贴近师生）活动，把学校领导的主要精力集中到教育教学上来，把教育管理的着力点凝聚到关注校园、关注课堂、深入课堂教学、走进课堂抓质量，进入师生身边、关注贴近师生。

做到党员领导带头、师生齐上，提高教育质量，努力办好人民满意教育。

3、推行党员服务学生。

落实党员学习困难学生帮扶对象。

每名学校党政班子成员和普通党员教职工分别联系结对学生不少于2人和1人。

按照一周一次电话加强联系、一月一走访了解情况、一学期一慰问解决困难“三个一”要求，及时了解并尽力协调解决结对学生的实际困难。

4、坚持做好对困难、生病教职工的关心、帮扶工作。

（三）围绕“20XX年全面开展校风建设年”活动创先争优

1.学习提高，强化师德师风修养。

认真组织学习教育法、教师法、中小学教师职业道德规范等法律法规，在党员中开展重温入党誓词活动，切实做到真学、真懂、真做。

2.树良好师德，做人民满意教师。

开展“树优良师德师风、做人民满意教师”、“好教师在我身边”“三爱一奉献”（即“爱国爱党爱人民，为建设幸福东莞做奉献”）主题实践活动，促进优良校风、教风、学风形成，使我校广大教师真正静下心来教书育人，造就一支忠诚教育事业、受学生爱戴、让人民满意的教师队伍，树立教师良好形象。

3、多种形式开展学风建设专题教育。

一是充分利用国旗下讲话、校会、班会等开展文明礼仪和“学雷锋、做传人、树新风”专题教育；二是结合唱读讲传活动，充分利用展板、橱窗、专栏、广播、专题网站、制作多媒体课件等普及文明礼仪教育；三是充分利用各种重大节日、纪念日庆祝活动加强文明礼仪教育；四是结合“当雷锋传人，做社会好人”活动，开展文明礼仪标兵、文明礼仪之星评比工作，对开展文明礼仪教育作出贡献的个人和班集体进行表彰。

五、活动步骤

（一）制定方案，动员部署。

4月上旬，学校党支部组织制定基层组织建设年工作方案，召开动员会，采取多种形式宣传发动，把基层组织建设年工作动员部署到每一个党员。

（二）调查摸底，找准问题。

4月中下旬，党支部开展自查，对党组织进行一次全面调查，重点检查组织设置、班子建设、制度建设、活动场所的落实、党小组长的作用发挥情况，切实摸清底数、掌握情况、找准问题。

在充分调研分析的基础上，结合调查摸底、群众评议开展支部自评。

（三）整改提高，解决问题。

4～6月，党组织针对存在的问题，对照“五个好”标准，召开党员大会讨论，明确加强组织建设的目标、任务和措施，制定整改提高方案，明确责任、要求、措施和时限，并作出公开承诺。

党支部至少整改1～2个突出问题。

（四）提档升位，创先争优。

7～10月，党支部再次开展自查自评，采取组织党员群众评议方式，对党组织进行检查评价。

同时结合创先争优活动专项表彰，对成绩突出先进个人进行表彰，树立典型。

激励广大党员学先进、见行动、出业绩。

（五）认真总结，健全制度。

支部确定专人，及时把活动开展情况及好的做法整理上报市教育局创先争优办公室。

11～12月，总结、规范、完善党建工作制度机制。

总结成绩，找出问题，制定整改措施。
