优化发展环境,完善服务体系

——力促中小企业发展

上海市徐汇区经济委员会

近年来,在徐汇区委、区政府的领导下,在各部门的大力推动下,徐汇区着力创造公平发展环境和促进建立中小企业社会化服务体系,充分利用各种社会资源,支持和引导中小企业持续健康协调发展。

全区中小企业保持了持续、快速、健康的发展势头,中小企业数量不断增长,吸纳就业能力逐步增强,总体实力不断壮大,为区域经济增长、社会稳定、市场繁荣做出了重要贡献。

一、徐汇区促进中小企业发展的主要做法

1、不断优化经济发展环境

徐汇区委、区政府把促进中小企业发展放在重要位置,加大行政推动力度。

2004年,区委、区政府重新制定了《关于进一步加快发展非公有制经济的若干意见》,成立了非公有制经济工作协调办公室,建立了中小企业服务平台,重点为中小企业发展创造公平的市场环境。

2005年,区经委遵照公开、公平、公正的原则,继续构建对包括中小企业在内的所有企业一视同仁的政策环境和管理平台,完成了“徐汇经贸网”的改版,新增了“徐汇美食”和“漫游徐家汇”两大栏目。

区工商分局在推行规范与服务并举的同时,开展了走访百家企业活动,主动上门服务企业,大大提高了工作效率。

税务分局落实

一系列措施,开展政策宣传和咨询,促进政务公开,提高办事效率,提高对企业的服务质量。

区国资办将深化企业改革和国有资产布局结构调整相结合,在做大、做强区属重点企业的同时,为中小企业和民营经济发展腾出空间。

区财政局在小企业贷款信用担保工作方面,积极缓解小企业融资瓶颈问题,积极支持民营科技企业的科技创新,完善科技中介机构服务功能,加强对科技企业的分类服务和指导,建立知识转移和知识服务中心,提高企业核心竞争力。

各部门发挥自身优势,为徐汇区中小企业发展营造良好的环境,促进了中小企业的发展壮大。

2、切实解决融资难问题

为帮助中小企业解决融资难的问题,2003年,经区国资办批准授权,由区国有资产投资经营有限公司投资组建了徐汇区第一家从事信用担保业务的机构----上海恒洋投资担保有限公司。

公司以政府产业政策为导向,为具有发展潜力的中小企业、民营企业、高新技术企业提供融资担保、履约担保、投资担保等多种担保服务,协助企业获得银行的信贷支持,构筑企业融资平台,还通过对担保客户的资信评估、保后跟踪等一系列规范化的市场运作和严格管理,为推动区域经济持续健康稳定发展、提高区域经济整体竞争力发挥积极作用。

2005年,它为徐汇区的民营企业上海家饰佳实业有限公司担保18800万元,为企业的二次发展缓解了难题;还为上海光桥科技有限公司担保2500万元。

3、积极鼓励科技人员创业

徐汇区科技人员下海创业的比较多。

为了帮助科技人员干事业,区政府先后制定了扶持软件、生物制品产业发展的规定,并为科技人员提供创业资金。

区政府出资1500万元,组建中小企业风险贷款担保资金;出资5000万元,与高校和投资企业共同组建1.5亿元的风险投资公司;与市有关部门共同出资组建了3500万元的生物医药发展资金。

同时,为打开科技人员创业的大门,在市工商局的支持下,徐汇区率先放开科技人员市场准入政策,准许科技人员使用自然人投资者的身份,在参与创办公司制的科技型企业时,可免交“不在职”的证明,为科技人员从事第二职业打开了大门。

孵化基地、扶持政策、准许科技人员办科技型公司,三管齐下使徐汇区科技资源优势的能量得到释放。

短短几年内,科技型企业迅速发展到2000多家,经国家认定的高新技术企业就有100多家。

4、建立健全诚信服务平台

2004年,区信息化委员会作了进一步规定,建立一个平台,确定三个服务对象,即建立诚信体系平台,确立企业、政府、中介机构作为服务对象。

明确工商、税务等15个职能部门进行信息采集,并实时调用,提供的信息供政府、中介机构查询和企业自查。

同时,确立配套的制度建设,并要求机关带头使用信息产品,并出台《企业信用产品使用暂行办法》。

5、逐步提高企业发展水平

各部门坚持从实际出发,因势利导,大力扶持,促进中小企业经济发展。

一是组织中小企业学习考察温州等中小企业经济发达地区

的成功经验,解放思想,更新观念,增强实干的信心和决心。

二是组织引导中小企业参与经贸洽谈、招商引资等活动,为企业发展提供平台。

三是推行商标发展战略,促进中小企业改进经济增长方式。

区经委积极支持中小企业实施创品牌战略,明确凡获得国家级驰名商标、市级著名商标的企业,区产业发展资金将给予一次性奖励。

四是支持实施知识产权战略。

区经委充分利用现有产业结构调整资金和产业发展资金,重点支持和推进中小企业实施知识产权战略,鼓励企业通过自主创新,开发自主知识产权的技术和产品,提高企业的核心竞争力。

二、徐汇区进一步促进中小企业发展的基本思路

1、加大扶持力度,进一步提供政策支持和制度保障

具体包括:

一是切实作好各项扶持政策的兑现工作,落实各项配套扶持资金;二是对现有政策的执行和兑现情况进行调查,避免政策放空现象;三是进一步加强政策立法工作,强调依法行政;四是完善法制环境,加强执法力度,保护企业的各项创新活动和合法权益。

（2创造宽松的外部发展环境

政府各部门服务中小企业具有多重性、交叉性和相关性的特点,容易造成服务工作和管理上的模糊、重复和脱节。

通过进一步深化服务意识,完善工作制度,规范工作流程,改进工作作风,不断调整和理顺部门之间的相互关系,从规范边缘、相关、交叉等关系中建立为中小企业服务的无缝工作流程,逐步实现服务工作流程中不越位、不

错位、不缺位。

2、改进服务方式,进一步优化服务功能

（1加强集聚区的服务功能

徐汇区一万平方米以上的商务楼集聚了众多民营的现代服务业企业,都市型工业园区集聚了众多的IT、生物制品及文化创意行业的中小企业和创业企业。

集聚区将鼓励留学归国人员和大中专毕业生自主创业,积极开展各类创业服务,引导民营中小企业以资金、产品、技术和品牌为纽带进行联合重组,为中小企业发展壮大创造更为有利的条件。

（2推进信息化建设

徐汇区将依托信息化建设,落实优化服务的长效机制。

以信息化为手段。

积极推进流程再造,简化企业办事程序,做到当场受理、核准、当场发照。

（3拓展企业综合服务平台的功能

徐汇区将进一步拓展企业综合服务平台网络系统的信息服务功能,将此平台精心打造为徐汇区政府为企业服务的品牌。

一是将服务对象覆盖徐汇区内全部企业,面向全球来华投资者,真正体现徐汇区公共政府的形象,提高徐汇区投资环境的知名度。

二是严格按照ISO9001质量管理体系的标准,规范为企业服务的三个工作流程,提高平台的办事效率和解决问题的能力,形成一口受理、内部流转、限时处置、反馈企业的长效服务机制。

三是根据企业的需要,将平台的服务功能,从受理企业服务事项,进一步拓展为民营中小企业服务的

信息交互功能。

（4发挥徐汇区各地在沪企业协会的服务功能

徐汇区将深化区域合作交流,充分发挥徐汇区各地在沪企业协会的服务功能。

根据徐汇的优势和特点,进一步加大与外省市的交流和合作,扎实有效地加大区域经济联系。

同时,进一步做好为全国各地企业来沪来徐汇区发展的服务,更多的吸引各地企业总部、营运中心、采购中心和研究发展中心落户徐汇。

充分发挥徐汇区各地在沪企业协会的服务功能,为各地在沪企业排忧解难。

（5加强引导和培训

利用徐汇区内众多培训机构的优势,提供面向不同层次的职业培训,培养和输送高素质的商务、技术、管理等各类人才,帮助企业创业者提高管理水平,使中小企业加快发展。

TheXuhuiDistrictCommissionoftheCommunistPartyandPeople’sGovernmentlaidpromotionofdevelopmentofthemediumandsmallenterprisesatanimportantposition.In2004theyre-compiledthe[Somecommentsonfurtherspeedingupdevelopmentofnonstate-ownedeconomy]andestablishedanonstate-ownedeconomyworkcoordinationofficeandsetserviceplatformsforthemediumandsmallenterprises,criticallycreatingfairmarketenvironmentfordevelopmentofthemediumandsmallenterprises.In2005theXuhuiDistrictCommissionoftheCommunistPartyfollowedopen,fairandequitableprinciplestosuccessivelyconstituteequalpolicyenvironmentandmanagementplatformsforallenterprises,includingthemediumandsmallenterprisesandtorevisethe“XuhuiEconomicTradeWebsite”andadd“XuhuiNiceFood”and“TourXujiahui”,twopanels.Thedistrictcommercialchamber,whilesupplyingregularizationandservice,practicedanactivitytovisit100enterprisesandpositivelyservetheenterprisesonsite,whichgreatlyraiseworkefficiency.Thetaxationbranchpracticedaseriesofmeanstoexertpolicydisseminationandconsultancyand

promoteproceduresopenandraiseworkefficiencyandservicequalityfortheenterprises.Thedistrictstateassetofficewillcombinedeepeningenterprisereformandadjustmentofstate-ownedassetarrangementandstructure,whileexpandingandstrengtheningthedistrictaffiliatedkeyenterprises,leavespacefordevelopmentofthemediumandsmallenterprisesandprivateeconomy.

Thedistrictfinancebureaupositivelylessensfinancingbottleneckproblemsofthemediumandsmallenterprisesinloanguaranteeofthemediumandsmallenterprises,topositivesupportsci-techinnovationoftheprivateenterprisesandperfectservicefunctionoftheintermediaryagencies,toreinforceclassifiedserviceandinstructionsforsci-techenterprises,tobuildknowledgetransferandservicecentersandtoraisecorecompetitiveabilityoftheenterprises.VariousdepartmentsexerttheirownadvantagetoformniceenvironmentforthemediumandsmallenterprisesinXuhuiandtoescalatedevelopmentandgrowingofthemediumandsmallenterprises.

2Practicallyresolvedifficultiesinfinancing

Inordertoassistthemediumandsmallenterprisestoresolvedifficultiesinfinancing,in2003,approvedandauthorizedbythestateassetoffice,thedistrictstateassetinvestmentmanagementco.ltd.investedtoorganizethefirstagencyinXuhuitobeengagedinloanguaranteebusiness----ShanghaiHengyangInvestmentGuaranteeCo.,Ltd.Ittakesthegovernmentalindustrialpoliciesasadirectiontosupplyfinancingguarantee,performanceguaranteeandinvestmentguaranteeetc.multipleguaranteeservicesforthemediumandsmallenterprisesandprivateenterpriseswithdevelopmentpotential,toassisttheenterprisestogetloansupportfrombanksandconstituteanenterprisefinancingplatform.Itmayalsofollowcreditassessmentandafter-guaranteetraceetc.,aseriesofregularizedmarketoperationandfirmmanagementfortheguaranteedclients,toplayapositiveroleinpromotingdistricteconomicsustainable,healthyandstabledevelopmentandraisingdistrictgeneralcompetition.In2005,itsuppliedguaranteeof188.00millionCNYfortheXuhuiprivateenterprise,ShanghaiHomeValueIndustrialCo.,Ltd.,tolessendifficultiesforitssecondarydevelopment,andalsosuppliedguaranteeof25.00millionCNYfortheShanghaiGuangqiaoSci-TechCo.,Ltd.

3Activelyencouragepioneeringofsci-techworkers

Manyofthesci-techworkersinXuhuichangedtocommerce.Inordertohelpthesci-techworkersfortheirbusiness,thedistrictgovernmentsuccessivelysetassistanceregulationsforsoftwareandbio-productindustrialdevelopmentandsuppliedpioneeringcapitalforthem.Thedistrictgovernmentinvested

15.00millionCNYtosetguaranteefundsofriskloanforthemediumand

smallenterprises;50.00millionCNYtoorganizea150millionCNYriskinvestmentcompanymutuallywithuniversities;35.00millionCNYbio-pharmacydevelopmentfundswithrelatedmunicipaldepartments.

Besides,toopenthegateofthesci-techworkerspioneering,undersupportofthemunicipalcommercialchamber,theXuhuifirstlyopenedmarketentrypoliciesforthesci-techworkerstopermitthatthesci-techworkersadoptednaturalpersoninvestoridentityandmayexemptsubmissionof“Non-employed”certificateswhileparticipatingcreationofcompany-systemsci-techenterprises,whichopenedthegateforthesci-techworkerstobeengagedinthesecondjobs.Cultivationbase,assistancepolicyandpermissionforthesci-techworkerstocreatesci-techcompanies,threemeans,makeenergyoftheXuhuisci-techresourceadvantagereleased.Withinafewyears,thesci-techenterpriseshavebeendevelopedtoover2,000companies,amongwhichtherewereover100hi-techenterprises,authenticatedbythestate.

4Establishcompleteandhonestyserviceplatforms

In2004,thedistrictinformatizationcommissionmadeafurtherregulation,set

aplatformanddeterminedthreeserviceobjects,i.e.,establishmentofhonesty

systemplatformanddeterminationthattheenterprises,governmentsandintermediaryagenciesareserviceobjects.15commercialandtaxationfunctionaldepartmentswereclarifiedtocollectinformationandrecallactuallyandinformationsuppliedareforcheckofthegovernmentsandintermediaryagenciesandselfcheckfortheenterprises.Meanwhile,matingsystemswerebuiltandthegovernmentalofficesweredemandedtouseinformationproductsandthe[Temporarymethodsofenterpr
