本项目以弘扬中国历史文化为目的,以大事记文化长廊、古代制品展示、真实体验区等为表现形式,采用市场运作模式。

1.项目范围

本报告是对“中国历史再现与文化体验馆建设项目”进行可行性研究。

就项目的背景、可行性、必要性、市场分析与建设规模、环境保护与劳动安全、组织形式和劳动定员、项目

进度安排、投资估算、资金筹措、财务与敏感性分析等方面进行合理的分析研究,为项目实施提供可靠依据。

本项目建设选址在重庆市江北区,占地总面积为100平方米。

3.项目目标

项目建设期限为4个月。

本项目以挖掘、保护、展示、传承、弘扬中国历史文化为发展

理念,集真实性、系统性、独特性、直观性、艺术性、体验性于一体,把中国历史文化分阶

段、分板块、有层次、有重点、有特色地进行展示和体验,让历史与现代重叠,文化性和经

济性交融,从而开发出文化产业的新生点。

4.项目投入总资金和效益

项目规模总投资300万元,资金来源为申请银行贷款300万元。

项目建成后经济效益和

社会效益明显,预计年综合收入可达到180万元,年利润总额120万元,上缴各种税金35.4

万元。

①文化产业的发展顺应时代的号召。

经历了农业和工业时代,人类在21世纪终于进入知识经济时代。

被誉为21世纪“朝阳”

产业的文化产业,作为一种无烟工业,在经济效益、社会效益和生态效益方面都极具可持续

发展性。

文化产业顺应了时代的要求,发展前景必将一片光明。

放眼全球,世界许多国家越来越重视物质和非物质文化遗产的保护、开发、传承、弘扬,

并且早已投入文化产业发展的潮流中去。

特别是一些发达国家,如美国、日本、韩国等,充

分展示了他们的灵敏嗅觉,已走在发展前沿。

②中国浓厚的文化底蕴是本项目建设的坚实基础。

中国是世界四大文明古国之一。

五千年的悠久历史沉淀了其深厚的文化底蕴。

纵横古今,

博览文理,中国历史文化覆盖范围广,发展程度深,虽然其丰富多样性也导致了其复杂性,

但也正是因为这种复杂性让中国历史文化其极具开发魅力和开发价值。

丰富的文化内涵和文化内容是中国发展文化产业的坚实基础和天然优势。

中华儿女更是

要利用这种优势,抓住时代发展的契机,让中国历史文化走向世界,在国际化道路中开放中

国经济新的增长点。

③国家政策支持和行业前景是本项目可行性研究的基本条件

目前,我国正在大力支持文化产业的发展。

除了形式上的导向和号召,在政策、法律法

规方面也给予了许多实实在在的支持。

比如对文化产业项目的减税、免税政策、低利息贷款

等等,以及相关知识产权法律法规的完善。

重庆作为中国四个直辖市之一,也是国家发展文化创意产业的重点基地。

2008年重庆

创意产业增加值达240亿元,同比增长近30%,从业人员超过15万人,形成了一定的产业

规模和发展基础。

近几年来重庆又重点打造了17个各具特色的创意产业基地和文化创意集

聚区。

重庆文化创意产业发展前景可谓乐观。

④以展示、体验中国历史文化为主题的人性化设计是本项目可行性研究的重要保证

本项目以中国历史文化为内容,以展示、体验为表现形式,在产品和服务设计上都极具

人性化。

一是顺从了文化产业的人文特性;二是文化与市场经济协调平衡的体现;第三,它

更是一种新的创业视点、营销模式和消费领域的开发。
