QCVN24:

2009/BTNMTwascompliedbyDraftingCommitteeofnationaltechnicalregulationsonwaterquality,submittedbyVietnamEnvironmentAdministrationandDepartmentofLegislationandpromulgatedinlinewithCircularNo.25/2009/TT-BTNMTdatedNovember16,2009issuedbyMinistryofNaturalResourceandEnvironment

1.GENERALPROVISIONS

1.1.Scopeofregulation

Thisregulationprovidesformaximumallowablevaluesofpollutionparametersinindustrialwastewaterdischargedintoreceivingfacilities

1.2.Subjectsofapplication

1.2.1.Thisregulationappliestoindividualsandorganizationscarryingoutactivitiesrelatedtothedischargeofindustrialwastewaterintoreceivingfacilities

1.2.2.Wastewaterofsomeindustriesandfieldofparticularactivitiesshallberegulatedseparately

1.3.Interpretationofterms

Inthisregulation,thetermsbelowareconstruedasfollows

1.3.1.Industrialwastewatermeanssolutiondischargedfromindustrialmanufacturing,processing,tradingandservicingpremisesintowastewater-receivingfacilities

1.3.2.Kqmeansdischargecoefficient/volumetriccapacityofthereceivingfacilitiescorrespondingtoflowdischargeofriver,stream,spring,canal,channel,streamlet,rilletandvolumetriccapacityofreservoir,lake,pondandswamp

1.3.3.Kfdischargecoefficientofwastewater-dischargingsourcesofindustrialmanufacturing,processing,tradingandservicingpremisesintowastewater-receivingfacilities

1.3.4.wastewater-receivingfacilitiesmeanssurfacewaterbodiesorcoastalwaterareasusedwithparticularandspecificpurposewhereindustrialwastewaterisdischargedinto

1.TECHNICALREGULATION

2.1.Theallowablemaximumvalueofpollutionparametersinindustrialwastewateriscalculatedasfollows:

-Cmaxisallowablemaximumvalueofthepollutionparameterinindustrialwastewaterdischargedintoreceivingfacilities,measuredinmilligramperliter(mg/l);

-Cisvalueofpollutionparameterinindustrialwastewaterstipulatedatsection2.3

-Kqisdischargecoefficient/volumetriccapacityofthereceivingfacilitiesstipulatedatsection2.4

-Kfisdischargecoefficientofwastewatersourcestipulatedatsection2.5

2.2.Cmax=C(withoutcoefficientofKqandKf)isappliedtoparameters:

temperature,pH,odour,colour,Coliform,Grossαactivityandgrossβactivity

2.3.TheCValueofpollutionparametersinindustrialwastewaterisstipulatedatthetableNo.1below:

-ColumeAstipulatesvalueCofpollutionparameterinindustrialwastewaterdischargedintoreceivingfacilitiesusingforsourcesofdomesticwatersupply

-ColumeBstipulatsvalueCofpollutionparameterinindustrialwastewaterdischargedintoreceivingfacilitiesnotusingforsourcesofdomesticwatersupply

-Parameterofchlorineshallnotbeappliedtoreceivingfacilitieswhicharebrackishandsaltwater

2.4.Dischargecoefficient/volumetriccapacityofreceivingfacilitiesKqisstipluatedasfollows

2.4.1.CoefficientKqcorrespondingtoflowdischargeofreceivingfacilitieswhichsareriver,stream,spring,canal,channel,streamlet,rilletisstipulatedatthetableNo.2below:

2.4.2.CoefficientKqcorrespondingtovolumetriccapacityofwastewaterreceivingfacilitieswhicharereservoir,lake,pondandswampisstipulatedatthetableNo.3below:

Qiscalculatedinaveragevalueofvolumetriccapacityofeservoir,lake,pondandswampduring03driestmonthsof03successiveyears(dataissuedbymeteorological-hydrologicalagency).IfthereisnodataonvolumetriccapacitythevalueKq=0,6shallbeappliedorDepartmentofNaturalResourceandEnvironmentmanagingareaswherewastewater-dischargingsourcesarelocatedshallappointaunitwithappropriatefunctiontodefineaveragevalueofvolumetriccapacityduring03driestofyearforthebasisofdefiningcoefficientKq

2.4.3.Regaringthereceivingfacilitieswhicharecoastalareasnotusingforthepurposeofaquaticorganismprotection,watersportorrecreation,Kq=1,3shallbeapplied.Regaringthereceivingfacilitieswhicharecoastalareasusingforthepurposeofaquaticorganismprotection,watersportorrecreation,Kq=1,3shallbeapplied

2.5.DischargecoefficientKfofwastewaterdischargingsourcesisstipulatedatthetableNo.4below

2.6.Inthecasethatwastewaterstoredindumpingpondwithinareaofwastewater-creatingpremisesandusedforthepurposeofirrigation,thewaterinthepondmustcomplywiththeNationalStandardTCVN6773:

3.METHODOFDETERMINATION

3.1.Methodfordefinitionofpollutionparametersinindustrialwastewatershallbecarriedoutinaccordancewithnationalstandardsbelow:
