所以第一点不应有家长式的立法\sonopaternalistlegislation,numberone.
第二点不应有道德式的立法\Numbertwo,nomoralslegislation.
很多法律试图提高公民的品德\Manylawstrytopromotethevirtueofcitizens
或者试图树立\ortrytogiveexpressiontothemoralvalues
