1.GENERAL

1.1Scope

(1)Thisspecificationcoverstherequirementsofthelayoutofprocessunitandassociatedfacilitiesandalsoforthespacingofequipmentandstructurestoprovideforsafeandeasyoperation,maintenanceandconstructioninPhiferLTDNingboPlant.

(2)Clearanceandaccessforoperationandmaintenanceofequipmentfurnishedasaregularpartofproprietaryequipment(orpackageunit)maybeinaccordancewiththeequipmentmanufacturerstandards.

Unlessotherwisespecified,metric,Celsiusunitsshallbeappliedasthemeasurementsystem.Nominalsizesofpipingshallbeinaccordancewithinchsystem(").

2.2LayoutPhilosophy

2.2.1SafetyConsiderations

(1)Equipmentwhichcouldbeconsideredaspossiblesourcesofhazardshouldbegroupedtogetherand,wherepossible,locatedseparatelyfromotherareas.

(2)Theoccupiedbuildingssuchascontrolroom,laboratoryshallbelocatedinnon-hazardousarea.

(3)Roadsshallbearrangedtorealizeeasyaccessoffireengineanddeadendshouldbeavoided.

2.2.2OperationalConsiderations

(1)Forequipmentrequiringfrequentattendancebyoperatingpersonnel,theshortestorthemostdirectroutefromthecontrolroomshouldbeconsidered.

(2)Controlroomandswitchroomshallbeadjacenttotheroadtokeepeasyaccessandemergencypedestrianescape.

2.2.3MaintenanceConsiderations

(1)Fortheequipmentrequiringreplacementofinternals,spentcatalyst,etc.orfrequentinternalcleaning,themaintenanceworkareashallbeconsidered.

(2)Whenthemobilecraneisrequiredformaintenanceofequipmentsuchasheatexchangers,ejectors,filters,etc.,accessforthecraneshallbeconsidered.

2.2.4MaterialFlowConsiderations

Equipmentshallbearrangedtobesuitedforthematerialflowinordertoprovideaneconomicalfacility,safeandeasyoperationandmaintenance.

2.2.5EconomicConsiderations

Compactnessandintegratedarrangementofunitsandequipmentshallbeconsidered.

2.2.6Appearance

(1)Buildings,structuresandgroupsofequipmentshouldformaneat,symmetricalbalancedlayout.

(2)Pipewaysshouldbelaidoutinanorderlyarrangementasthebackboneoftheplant.

3.SITELAYOUT

3.1DescriptionofFacilities

Thesiteareashallbedividedintofollowingunit/facilitiesareabyroadsand/orfences.

(1)Processunitarea(On-site)

(2)Associatedfacilitiesarea

3.2LayoutofProcessUnitArea

3.2.1General

(1)Theprimaryconsiderationinarrangementofunitandequipmentinon-siteistoprovideasafeandeasyoperationandmaintenancewithsatisfyingprocessrequirements,suchasgravityflowforliquidorsolids.

(2)Thearrangementofunitandequipmentshouldpreferablybecompactandintegrated.Andalso,thearrangementshouldrealizeeaseofidentifyingandisolatingaffectedareasfromtherestintheeventofanemergency.

3.2.2LayoutofMainprocessUnit

(1)WhenProcessunitconsistsofsomesection,andwherethereisamaterialflowbetweenindividualsection,thelayoutofsectionshouldbe,asfaras,economicalinalogicalorderofflow.

(2)Sectionconsideredasaspecialtoxichazardorhavingthecapacitytoproduceamajorflammablevaporreleaseshallbelocatedtominimizetheeffectofanyinadvertentreleaseoffluidonpersonnelwithinthesiteandalsoonactivitiesoutsidethesiteboundary.Theeffectoflocaltopographicalfeaturesandprevailingwindshallbeconsideredinselectingthemostsuitablelocation.

3.2.3LayoutofStorageTanks

(1)General

Allstoragetanksshallbegroupedandlocatedtogether.

(2)TankSpacing

Forfixedorfloatingrooftankscontainingflammableorcombustibleliquid,thespacingbetweentankandtank/otherobjectshallbeinaccordancewithGB50160-92.

(3)TankDikedesign

(a)FixedorfloatingrooftankscontainingflammableorcombustibleliquidshallbesurroundedbydikeinaccordancewithGB50160-92.

(b)Whererequired,intermediatedikeswillbeprovidedfordividingtanksintosmallgroups.

3.2.4ControlBuilding

(1)Controlbuildingshouldbelocatednearthemainroadwithkeepingsafetydistancefromotherfacilities.

(2)Controlbuildingshallbelocatednearbymainprocessunit,butinnon-hazardousarea.

(3)Controlbuildingshallbelocatedtoallowunobstructedemergencypedestrianescapetosafelocation.

Theseescaperoutesshallnotcrossanyfireriskareaandshouldnotpassthroughamainprocessunitarea.

4.ARRANGEMENTOFEQUIPMENT

4.1General

(1)Equipmentshouldbearranged,asfaraseconomical,inalogicalorderofmaterialflow.

(2)Equipmentandstructuresshallbearrangedtopermitmobilecraneaccesstocompressorsandmajorequipmentpartsnotprovidedwithbuilt-inmaintenancefacilities.

(3)Equipmentcontainingstrongacidoralkalis,certaintoxicorothercorrosivechemicalsshouldbegroupedtogether,providedthisispracticalandeconomical.

(4)Equipmentandstructuresshallbearrangedtopermitequipmenttakingoutforexchangeandmaintenance.

4.2Pumps

(1)Pumpsshallbelocatedascloseaspossibletothesuctionvesselsinordertorealizetheshortestpossiblerunofsuctionlines.

(2)Pumpsshallbelocatedneardrainagetrench,ifpossible.

(3)Pumpsshallgenerallybeplacedongroundandadequateclearanceshallbeprovidedaroundthepump,motorandtheirauxiliaryunit.

(4)Pumpsshouldpreferablybelocatedunderoverheadpiperackinordertosavetherequiredunitarea.

(5)Pumpsshallgenerallybelinedupparalleltopiperacktomaintainauniformityoflocation.

4.3HeatExchangers

(1)Ingeneral,heatexchangersshouldbelocatedclosetotherespectiveequipment.

(2)Indecidingthelocationofheatexchangers,requiredareaforthemaintenanceshallalsobeconsideredsoasnottoprojectintoanescaperouteoranyroadwithunrestrictedvehicleaccess.

(3)Heatexchangerswithremovabletubebundlesshouldbelocatedtorealizetubebundleremovalworks.

(4)Spaceshallbeprovidedforwithdrawingbundles,removingandtemporarilystoringchannelcover.

(5)Heatexchangerswithoutremovabletubebundlesshallbearrangedsothattheycanreadilybedismantledforcleaningandmaintenance.

5.PIPEWAYS

5.1General

Pipewaysshallgenerallybeoverheadpiperacksintheplant.Overheadpiperacksshallgenerallynotcontainmorethanfourlevelsofpiping.

5.2Height

Heightofthelowestdecksofpiperacksshallbedeterminedtosatisfythefollowingconditions.

(1)Tokeeptheoverheadclearanceforhangingequipment(pumps,channelcoversofheatexchangers,etc.)toberemovedforthemaintenance,ifrequired.

(2)Tokeeppipingspacetobeconnectedtovesselsandheatexchangersinstalledunderpiperack.

(3)Tokeepaccessspaceunderpiperackformaintenancevehiclesuchasaforklift,ifrequired.

(4)Tokeepaccessspaceforautomobiles.

5.3FutureSpace

A25%ofsparespaceforfutureinstallationsshallbeprovidedforallpiperackswithintheplant,Forthemultilevelpiperacks,thesaidpercentageisbasedonthetotalwidthofalllevels,butnotonthewidthofeachlevel.

6.ACCESSWAYS

6.1General

(1)Foroperationandmaintenanceoffacilities,operatoraccesswaysshallbeplanned.

(2)Pedestrianaccessforfirefightingandescapingatemergencyfrom/toallroadsaroundtheplantshallalsobeconsidered.

6.2Width

Theminimumwidthofaccesswaysshallbeasfollows.

(1)Accesswaysatgrade:

0.8m

(2)Elevatedaccesswaysandstairways:

0.75m

(3)Walkwaysonpiperacks:

0.6m

(4)Overbridgesacrosspipesleepers:

0.6m

6.3OverheadClearance

Theoverheadclearanceaboveaccessways,stairwaysandwalkways(onpiperack)shallgenerallybeminimum2.5m.

Theareaswhichrequireisverylimitedaccessofpersonnelmaybeprovidedwith2.1moverheadclearance.

6.4AdditionalRequirementsforSafetyAccess

6.4.1Platforms

(1)Toeplatedshallbeprovidedontheedgesofallplatformareasandaroundplatformopenings,exceptattheplatformentranceandexitlocation.

(2)Standardhandrailshallbeprovidedonopensideofallplatformareasandstairways.

6.4.2Stairways

Theminimumwidthofstairwaysshallbe750mm.

6.4.3Ladders

Raillessladdersshallnotbeapplied.

7.SAFETYDISTANCEGUIDE

7.1General

(1)Safetydistancefromcertainfacilitiesorequipmentintheplanttopublicbuildings,roads,etc.,shallgenerallybeinaccordancewiththe
