 ItisaninevitablechoicebasedonitsnationalconditionsthatChinapersistsunswervinglyintakingtheroadofpeacefuldevelopment. Duringthe100-oddyearsfollowingtheOpiumWarin1840,Chinasufferedhumiliationandinsultfrombigpowers.Andthus,eversincetheadventofmoderntimes,ithasbecometheassiduouslysoughtgoaloftheChinesepeopletoeliminatewar,maintainpeace,andbuildacountryofindependenceandprosperity,andacomfortableandhappylifeforthepeople.Althoughithasmadeenormousachievementsindevelopment,China,withalargepopulation,aweakeconomicfoundationandunbalanceddevelopment,isstillthelargestdevelopingcountryintheworld.ItisthecentraltaskofChinatopromoteeconomicandsocialdevelopmentwhilecontinuouslyimprovingitspeople'slife.TosticktotheroadofpeacefuldevelopmentistheinevitablewayforChinatoattainnationalprosperityandstrength,anditspeople'shappiness.WhattheChinesepeopleneedandcherishmostisapeacefulinternationalenvironment.Theyarewillingtodotheirbesttomakeenergeticcontributionsforthecommondevelopmentofallcountries.

中国实行改革开放政策29年来，经济和社会发展取得了举世瞩目的成就。

但是，中国人口多，底子薄，发展很不平衡，仍然是发展中国家，实现现代化还有很长的路要走。

我们面临着两大任务，一是集中精力发展社会生产力，一是推进社会公平正义。

要实现这两大任务，必须推进两大改革，一是以市场为取向的经济体制改革，一是以发展社会主义民主政治为目标的政治体制改革。

中国在发展中存在资源、能源、环境等瓶颈制约，但经过多年努力，我们找到了一条发展的新路子，这就是树立和落实科学发展观，建设资源节约型、环境友好型社会，促进经济社会全面协调可持续发展。

GreatachievementshavebeenmadeinChina'seconomicandsocialdevelopmentsincethecountryembarkedonthereformandopening-upprogram29yearsago.However,withahugepopulation,weakfoundationandimbalancesinregionaldevelopment,Chinaremainsadevelopingcountry.Chinahasalongwaytogobeforeitcanrealizemodernization.WeinChinanowhavetwomajortasks:

Focusingonboostingsocialproductiveforcesandpromotingsocialfairnessandjustice.Toaccomplishthesetwotasks,weneedtoadvancereformontwofronts:

market-orientedeconomicreformandreformofthepoliticalsystemaimedatdevelopingsocialistdemocracy.InspiteofthemanybottleneckconstraintsonChina'sdevelopmentintermsofresources,energyandtheenvironment,wehaveovertheyearssucceededinembarkingonanewpathofdevelopment,namely,toputintopracticeascientificthinkingondevelopmentandbuildaresource-conservingandenvironment-friendlysocietywithall-round,coordinatedandsustainablesocialandeconomicdevelopment.Chinamainlyreliesonitselfinpursuingdevelopment.AsChinadevelops,itwillcontributeitsduesharetothedevelopmentofitsneighborsandtheworld.Wearepursuingscientific,harmoniousandpeacefuldevelopmentandstrivingtoturnChinaintoaprosperous,democratic,culturally-advanced,harmoniousandmodernizedcountry.

LadiesandGentlemen,

Letmestartbyextending,onbehalfoftheChineseGovernmentandinmyownname,warmcongratulationsontheopeningoftheWorldEconomicForumSummerDavos2007inDalianandcordialgreetingstoyou.

Ithasbeen36yearssincetheinceptionoftheForumin1971.Startingfromthisyear,theForumwillholdanannualSummerDavosinChina.Thisshowstheworld'sincreasinginterestinChina'seconomicdevelopmentandthegrowingcooperationbetweenChinaandtheForum.ThekeytothesuccessoftheForumisthatpoliticalandbusinessleaders,expertsandscholarsfromvariouscountriesparticipateintheForumwithsincerewishesforequalityandmutualrespect.Withastrongsenseofresponsibilityandmission,theyarecommittedtodiscussingmajorandpotentialissuesoftheworldeconomy,payinggreaterattentiontounderdevelopedregionsandpeopleinpoverty,andplayinganactiveroleinpromotingdevelopment,progressandharmonyoftheworld.ThisshouldbethespiritoftheWorldEconomicForum.

Thenameofthismeeting,namely,"TheInauguralAnnualMeetingoftheNewChampions-FromDavostoDalian"andthecontinuedthemeof"ShiftingPowerEquation"arefittingonesandhighlyrelevant,astheyreflectboththeinternationalcommunity'sfocusonthefastgrowingcompaniesandregionsanditsstrongdesiretoestablishanewinternationaleconomicorder.

SinceChina'seconomicdevelopmentishighonthemeeting'sagenda,IwishtotalktoyouabouttheprogressinChina'sdevelopmentendeavors.

Sinceitembarkedonthepathofreformandopening-upnearly30yearsago,Chinahasseenprofoundeconomicandsocialchanges.Chinahassucceededintransformingitselffromaclosedandsemi-closedplannedeconomyintoanopensocialistmarketeconomy.TherehasbeenagreatchangeinthelifeoftheChinesepeople,fromlackofbasiclivingnecessitiestomoderateprosperity.Chinahasalsomadeimportantprogressinpolitical,culturalandsocialreformsandremarkableachievementsinitsmodernizationdrive.From1978to2006,China'sGDPregisteredanannualgrowthrateof9.7%.Duringthisperiod,itsimportandexportsurgedtoUS$1.76trillionfromUS$20.6billion,thepercapitaconsumptionofitsurbanandruralpopulationincreasedbyover4timesinrealterms,andthepoorruralpopulationdroppedto20millionfrom250million.TheseachievementsarepossiblebecausewehaveembarkedonacorrectpathofdevelopmentthatissuitedtoChina'sparticularconditionsandisinkeepingwiththetrendofthetimes.

Ontheotherhand,IwanttotellyoufranklythatChinaisstilladevelopingcountrywithalargepopulation,weakeconomicfoundationandunderdevelopedproductivity.Thisisarealitythathasbasicallyremainedunchanged.AlthoughtheoverallsizeofChina'seconomyislarge,itspercapitaGDPisrankedbehindover100countries.Unevendevelopmentbetweenurbanandruralareasandamongdifferentregionsisstillanacuteproblem.China,abigcountrywithoveronebillionpopulation,hasencounteredahostofintertwinedproblemsanddifficultiesinthecourseofsocialtransformation.Modernizationremainsalong-termgoalforChina.

China'seconomyisonthewholeingoodshape,markedbysustainedandfasteconomicgrowth,soundfinancialperformance,growingtradeandrisinglivingstandards.Butproblemssuchasunstablefactors,imbalancesandlackofsustainabilityalsoaffectChina'seconomicdevelopment.Theyincludeexcessivelyrapideconomicgrowth,acutestructuraltensions,theinefficientpatternofgrowth,depletionofresourcesandenvironmentaldegradation,mountingpressureonpriceandentrenchedstructuralandinstitutionalobstacles.Toresolvetheseproblems,weareputtingintopracticethescientificthinkingondevelopmentandpursuinganinnovation-basedmodelofdevelopment.Wearecommittedtoacomprehensive,coordinatedandsustainablepathofdevelopmentthatputspeople'sinterestsfirst.Specifically,wearefocusingoureffortsonthefollowingareas:

--Maintainfastyetsteadyeconomicgrowth.Excessivegrowthofinvestmentinfixedassets,oversupplyofcreditandloansandsizabletradesurplusaremajorproblemsinChina'scurrenteconomicdevelopment.Toresolvetheseproblems,wemustgivetopprioritytomacro-regulationtopreventanalreadyfastgrowingeconomyfrombecomingoverheated.Wewillcontinuetoworktostrikeabalancebetweenpromotingeconomicgrowthandimprovingeconomicstructure,betweeninvestmentandconsumptionandbetweendomesticandexternaldemand.Wewilldeepenreformofthefinancialsectortodevelopamodernbankingsystem,acomprehensivemonetaryregulatorymechanismandmulti-tieredcapitalmarket.WewillcontinuetoreformtheRMBexchangeratemechanismtoincreaseflexibilityintheRMBexchangerate.Weareconfidentthatwithenhancedmacro-regulation,thegiantshipofChineseeconomywillcontinuetosurgeaheadsteadily.

--Speedupchangingthepatternofeconomicgrowth.ToaccelerateeconomicadjustmentandraisethequalityandefficiencyofeconomicdevelopmentisanurgenttaskfacingChina.Wewillfollowanewpathofindustrializationbyupgradingandimprovingindustrialstructure.Wewilltakeenhancingcapacityforindependentinnovationasakeystepinchangingthepatternofeconomicgrowth,strengthenIPRprotectionandspeedupscientificandtechnologicaldevelopmentandimproveindustrialperformanceinanall-roundmanner.TheChineseGovernmenttakesproductqualityandfoodsafetyveryseriously.Weareworkinghardtoadoptrelatedlegislations,improvethesystemofqualitystandardsandstrengthenqualitycontroltoeffectivelyresolveproblemsinthisarea.Toenhanceproductqualityandfoodsafetyisacommontaskfortheinternationalcommunity.Wewillcontinuetoworkwithothercountriestoimproveproductqualityandfoodsafety.

--Promotecoordinateddevelopment.Toaddressimbalancesandlackofcoordinationindevelopmentisalongandarduousstrategictask.Followingtheprincipleofmakingoverallplanningtoensurecoordinateddevelopment,wearet
