FIDICwasfoundedin1913bythreenationalassociationsofconsultingengineerswithinEurope.Theobjectivesofformingthefederationweretopromoteincommontheprofessionalinterestsofthememberassociationsandtodisseminateinformationofinteresttomembersofitscomponentnationalassociations.
菲迪克（FIDIC）是由欧洲三个国家的咨询工程师协会于1913年成立的。

FOREWORD前言
TheseConditionsofContracthavebeenpreparedbytheINTERNATIONALFEDERATIONOFCONSULTINGENGINEERS（FIDIC）andarerecommendedforengineeringandbuildingworkofrelativelysmallcapitalvalue.However,dependingonthetypeofworkandthecircumstances,theConditionsmaybesuitableforcontractsofgreatervalue.Theyareconsideredmostlikelytobesuitableforfairlysimpleorrepetitiveworkorworkshortdurationwithouttheneedforspecialistsub-subtract.
国际咨询工程师联合会（FIDIC菲迪克）已编写本合同条件，建议用于投资金额相对较小的工程项目和建筑工程。
根据工程的类型和具体情况，也可以适用于金额较大的合同。
本条件可能最适用于不需进行专业分包的相当简单或重复性的工程或工期短的工程。
Themainaimhasbeentoproduceastraightforwardflexibledocumentwhichincludesallessentialcommercialprovisionsandwhichmaybeusedforalltypesofengineeringandbuildingworkwithavarietyofadministrativearrangements.Undertheusualarrangementsforthistypeofcontract,theContractorconstructstheWorksinaccordancewithdesignprovidedbytheEmployerorbyhisrepresentative（ifany）.However,thisformmayalsobesuitableforcontractswhichinclude,orwhollycomprise,contractor-designedcivil,mechanicaland/orelectricalworks.
主要上的是编出一个简明、灵活的文件，包括所有主要的商务条款，可用于多种管理方式的各类工程项目和建筑工程。

菲迪克认为正式的和权威性的文本应是英文版本。
TheintentionisthatallnecessaryinformationshouldbeprovidedintheAppendixtotheAgreement,thelatterincorporatingthetenderer’sofferanditsacceptanceinonesimpledocument.TheGeneralConditionsareexpectedtocoverthemajorityofcontracts.Nevertheless,userswillbeabletointroduceParticularConditionsiftheywish,tocaterforspecialcasesorcircumstances.TheGeneralConditionsandtheParticularConditionswilltogethercomprisetheconditionsgoverningtherightsandobligationsoftheparties.
编写意图是所有必要的信息应在协议书的附录中给出，协议书把投标人的报价和雇主的接受编入一个简单的文件。
通用条件应能覆盖多数合同，如果用户需要，他们可以加入专用条件以适应特定情况或条件的需要。
通用条件和专用条件将一起构成决定各方权利和义务的条件。

TheattentionofusersisdrawntotheFIDICpublication“TenderingProcedure”,whichpresentsasystematicapproachtotheselectionoftenderersandtheobtainingandevaluationoftenders.
