VTSCentermanagesvesseltraffic,providesvesselstrafficserviceandsupportsjointactioninsideDalianVTSAreainaccordancewiththeMaritimeTrafficSafetyLawsofP.R.C,theSafetyManagementRegulationsofVesselTrafficServiceofP.R.Crelevantlaws,rulesandregulations,andtheSafetyManagementRegulationsofDalianVesselTrafficService.

在大连VTS区域内实施了如下的管理规定：

《大连港大三山水道通航分隔制》、《老铁山水道船舶定线制》、《老铁山水道船舶报告制》、《老铁山水道船舶定线制实施细则》等。

FollowingregulationshavebeenimplementedinsideDalianVTSArea:

DasanshanChannelTrafficSeparationSchemeinsideDalianPort,Ship’sRouteinginsideLaotieshanChannel,ShipReportingSchemeinsideLaotieshanChannel,theImplementationRegulationofShip’sRouteinginsideLaotieshanChanneletc.

系统概况

SystemIntroduction

1.大连VTS的组成

ComponentofDalianVTSSystem

大连VTS由VTS中心,和大港雷达站、黄白嘴雷达站、矿石码头雷达站、大窑湾雷达站、老铁山雷达站、三羊头雷达站6个雷达站组成。

DalianVTSconsistsofDalianVTSCenter，andaseriesof6radarstationslocatedatDagang,Huangbaizui,MineralTerminal，DayaoWan，LaotieshanandSanyantou.

2.大连VTS系统构成及性能：

（1）雷达监控子系统：

30海里作用距离具有跟踪重放功能

（2）AIS子系统：

6.大连VTS区域

DalianVTSArea

大连VTS区域（简称VTS区域）包括大连港VTS区域和老铁山水道VTS区域。

DalianVTSArea（referredtoasVTSArea）includesDalianPortVTSAreaandLaotieshanChannelVTSArea.

大连港VTS区域的范围指以大三山岛灯塔（38°

51.9′N，121°

49.5′E）为中心、半径13海里以内水域。

大连港VTS区域分为大连湾分区和大窑湾分区，两个分区以大三山岛灯塔为边界线，该灯塔以西水域为大连湾分区，该灯塔以东水域为大窑湾分区。

老铁山水道VTS区域的范围指以老铁山灯塔（38°

08.1′E）为中心、半径20海里以内水域。

7.在VTS区域内，以下水域雷达不能有效覆盖：

（2）大五航道部分区域;

PartialareaofDawuFairway;

（3）大窑湾口门附近水域部分区域;

（4）蛇岛西北附近水域。

8.大连VTS用户

DalianVTSusers

大连VTS用户包括在VTS区域内或拟进入该区域航行、停泊、作业的船舶、海上设施（以下简称船舶）,以及相关单位和人员。

DalianVTSusersincludeshipsorfacilities（hereinafterreferredtoasships）,whicharesailing,berthing,andoperatinginsideVTSArea,andrelevantunitsandpersonnel.

下列船舶在大连港VTS区域内应按规定向VTS中心报告：

FollowingshipsshouldreporttoVTSCenterwhentheyareinsideDalianPortVTSArea:

（1）客船；

Passengers；

（2）危险品船舶；

Shipscarryingdangerousgoods；

（3）从事拖带作业或操纵能力受到限制的船舶；

Shipsengagedintowingorrestrictedinherabilitytomaneuver；

（4）外国籍船舶；

Foreignships；

（5）20米及以上的其他中国籍船舶。

OtherChineseshipslongerthan20meters.

下列船舶在老铁山水道VTS区域内应按规定向VTS中心报告：

（2）300总吨及以上的其他船舶；

（3）300总吨以下自愿加入报告制的船舶

Pre-arrivaldeclarationforChineseshipsengagedindomestictrade

中国籍内贸船舶进入VTS区域前（过路船除外），应提前24小时（航程不足24小时的，应在离开最后港口时），由船公司或者代理，在互联网上进行申报，提交国轮抵港报。

Chineseship，whichengagesindomestictrade，beforeenteringVTSArea（exceptfortransitingship），shouldsubmitdeclarationontheInternetnotlessthan24hours（oronherdeparturefromthelastportofcallifthevoyagetakeslessthan24hours）beforearrivalthroughshippingcompanyoragent.

进入船舶申报系统，输入用户名和密码后登录，点击“国轮抵港报”，如实填写好申报内容后提交,审核通过后船舶可进入VTS区域。

申报内容包括：

船名，呼号，IMO编号，载重吨，出发港，预靠港，预靠时间，预离时间，进港/出港吃水，进港目的，装载货物名称，数量等相关信息。

Ship’sname,callsign,IMOnumber,deadweight,lastportofcall,destination,estimatedtimeofarrival,estimatedtimeofdeparture,maximumdraftofarrivalanddeparture,purposeofentry,nameandquantityofcargoetc.andrelevantinformation.

国际航行/三通直航

进口岸申报

Pre-arrivaldeclarationforforeignshipsorChineseshipscomefromabroadorshipsengagedinThree-waydirecttransportation

外国籍船舶或中国籍船舶来自外国港口,以及从事三通直航的船舶，在进入VTS区域前（过路船除外），应提前72小时（航程不足72小时的，应在离开最后港口时），由船公司或者代理，在互联网上进行申报，提交国际航行进口岸申报或三通直航进口岸申报。
