TheDutchgiantElsevier,whichclaimstopublish25%ofthescientificpapersproducedintheworld,madeprofitsofmorethan£

InBritainthemovetowardsopenaccesspublishinghasbeendrivenbyfundingbodies.Insomewaysithasbeenverysuccessful.MorethanhalfofallBritishscientificresearchisnowpublishedunderopenaccessterms:

eitherfreelyavailablefromthemomentofpublication,orpaywalledforayearormoresothatthepublisherscanmakeaprofitbeforebeingplacedongeneralrelease.

Yetthenewsystemhasnotworkedoutanycheaperfortheuniversities.Publishershaverespondedtothedemandthattheymaketheirproductfreetoreadersbychargingtheirwritersfeestocoverthecostsofpreparinganarticle.Theserangefromaround£500to$5,000.Areportlastyearpointedoutthatthecostsbothofsubscriptionsandofthese“articlepreparationcosts”hadbeensteadilyrisingatarateaboveinflation.Insomewaysthescientificpublishingmodelresemblestheeconomyofthesocialinternet:
