Thisruleismeanttoaddressthedifficultythatstudentsfromimpoverishedorchaotichomesmighthaveincompletingtheirhomework.Butthepolicyisunclearandcontradictory.Certainly,nohomeworkshouldbeassignedthatstudentscannotcompleteontheirownorthattheycannotdowithoutexpensiveequipment.Butifthedistrictisessentiallygivingapasstostudentswhodonotdotheirhomeworkbecauseofcomplicatedfamilylives,itisgoingriskilyclosetotheimplicationthatstandardsneedtobeloweredforpoorchildren.
