Goodafternoon.Iwanttobeginwithacoupleofschedulingannouncementsorupdates.

First,regarding(关于)someenergyeventsthisweekforthePresident,thePresidentthisweekwillmaketwotripsashecontinuesspeakingdirectlywithAmericansabouthislong-termplantoprotectconsumersagainstrisingoilpricesanddecreaseoilimportsaswellaskeycomponentsofhisbroaderenergyplan.

OnWednesday,asyouknow,thePresidentwilltraveltoPhiladelphia–rather(当然了),tothePhiladelphiaarea--toholdatownhalldiscussionwithworkersatGamesaTechnologyCorporation’swindenergyturbinemanufacturingfacilityinFairlessHills.Thisfacilityemploysapproximately300workersandwasbuiltataformerU.S.Steelindustrialsite.

OnFriday,thePresidentwilltraveltoIndianapolis,wherehewilltourthefacilitiesofAllisonTransmissionbeforespeakingtoworkersthere.

AllisonTransmissionisaleaderinhybrid(混合,杂种)technologyandtheworld’slargestmanufactureroffullyautomatictransmissionsformedium-andheavy-dutycommercialvehicles,tacticalmilitaryvehicles,andhybridpropulsionsystems.

InJune2010,Allisonannouncedthededicationofanewhybridfacility,which,oncefullyoperational,willhavethecapacitytoproduce20,000commercial-dutyhybridpropulsionsystemseachyear.

Separately,Iwouldalsoliketoinformyouthatearliertoday,invitationswereextendedtoSpeakerBoehner,SenateMajorityLeaderReid,ChairmanDanInouye,andChairmanHalRogerstoameetingtomorrowattheWhiteHousewiththePresidenttodiscussongoing(不间断)negotiationsonafundingbilltobringusthroughtheendofthisfiscalyear.

ThePresidenthasmadeclearthatweallunderstandtheneedtocutspending,andsignificantprogresshasbeenmadeinagreeingthatwecanallworkoffthesamenumber--$73billioninspendingcutsinthisyearalone.

Withtheprocessrunningshort(用完)ontime,thePresidentwillurgeleaderstoreachfinalagreementandavoidagovernmentshutdownthatwouldbeharmfultooureconomicrecovery.

Thosearemyannouncements.Iwilltakeyourquestions.Julie.

QQuickly,onthemeetingtomorrow,isthePresidentstillconfidentthatCongresscanreachanagreementonthebudgetbyFridayandavoidtheshutdown?

Heremainsconfidentthatifwe,together,rollupoursleevesandgettoworkveryquickly,thatwecanfindacompromisethatreducesspendingby$73billion;

protectstheinvestmentsthataresokeytoourfutureeconomicgrowth,allowingustoinnovate--out-innovate,out-educate,andout-buildtherestoftheworld--yes,hebelievesthatcangetdone.Buttimeisoftheessence,andthatiswhyheiscallingthismeetingfortomorrowanditiswhyhemadesomecalls,asyouknow,overtheweekendtoSpeakerBoehnerandLeaderReid.

QAndthenshortlybeforewecameouthere,weandothernewsorganizationswerereportingthattheadministrationisgoingtotryKhalidSheikhMohammedinamilitarytribunal(法庭)atGuantanamoBay(弯),notinNewYorkorotherciviliancourts.NowthatthePresidentisofficiallyrunningforreelection,howdoesheexplainthisreversaltohissupporters,manyofwhomvotedforhiminpartbecauseofhiscommitmenttoclosingGuantanamo,toendingthemilitarytribunals?

Well,asyouknow,Julie,thePresident’scommitmenthereisthatthosewhoaresuspectedandaccusedofparticipatinginthoseheinousattacksbebroughttojustice;

thatishisprimaryconcern.FordetailsonthisdecisionIthinkyouaregoingtohearfromtheAttorneyGeneralat2:

00p.m.today,whowillhavealotmoretosayaboutthis.SoIdirectyoutothatpressconference.

QButintermsofwhatthePresidentwillsaytohissupporterswhowilllookatthisandsaythatheisgoingbackonapromisehemadeduringhis2008campaign,what’shismessagegoingtobe?

Again,Iwouldreferyouto(使求助,委托)theAttorneyGeneral’sstatementlatertoday.ButIthinkthatthePresident’sprimaryconcernhereisthattheperpetrators,theaccusedperpetratorsofthatterribleattackontheAmericanpeoplebebroughttojusticeasswiftly(快速的)aspossibleandasfairlyaspossible.

QAndifIcouldaskonemoreonreelection--asthePresidentsaidonFridaywhenthejobsnumberscameout,thereisprogressontheeconomy,butit’snotprogressfastenoughforhim.Iftheadministrationisevensayingthat,howcanyouexpecttheAmericanpeopletoreward(酬谢)himwithreelectionifthatprogresshasn’tcomefastenough?

Well,buthe’sfocusedontheworkthatpeopleelectedhimtodo.Andhehasajobandhe’sworkingfull-time,wakingupeverymorningwiththatforemostinhismind--whatcanwedotoday,thisadministrationworkingwithCongress,workingwithpartnersintheprivatesector,toincreasegrowth,increasejobcreation,makeAmericacompetitivesoitcanwinthefutureinthe21stcentury.Thatishisjob.Thereisplentyoftimewelldowntheroadforpolitics,butheisfocusedonthat.Andwhenhesaysthathe’snotsatisfied,ofcoursehe’snot.Thereismoreworktobedone.Progressisbeingmade.

Wearenow--theeconomyisshowingrealsignsofstrengthwiththenumbersyoutalkedabout--thesignificantprivatesectorjobcreationwesawonFriday;

therevisalupwardsofnumbersfromtheprevioustwomonths;

thefactthatwe’vehad13straightmonthsofprivatesectorjobcreation.Westartedoffinaverydeephole.Thereismoreworktobedoneandthat’swhatthePresidentisfocusedon.

QOkay.Onthebudgetnegotiations,youdidsayyou’resomewhatconfidentofadealbeingreachedifalleffortsarebroughttobear(施加).AndthePresidentisgoinganextramilebybringingthelawmakers(立法者)in-housetotalk.ButareyouactuallyseeingasubstantialnarrowingofthedifferencesalreadybeforethePresidentsitsdownwiththesefolks?

Andcanyoutalkalittlebitabouttheeconomicconsequencesofagovernmentshutdown?

Therewasworkovertheweekend,includingthephonecallsthatthePresidentmade.Butothershavebeenworking--rollinguptheirsleevesandworking,includingrepresentativesoftheWhiteHouse,theadministration,peopleontheHill.ThePresidentmadethosephonecallsandiscallingthismeetingpreciselybecauseheisconcernedthatweneedtoreachafinalagreement.Timeisoftheessence.

Andintermsof--Idon’twanttospeculateabouttheconsequencesofnotgettingthisworkdone,excepttosaythatnobodybelievesthatitisgoodfortheeconomy,goodforthekindofrecoverythatwe’veseentakingroot,torunagovernmentinawaywhereitstops,starts,fundingisdependenteverytwoweeksonthesekindofnegotiations.Weneedtogetthisworkdone.

QAndthere’sbeenquiteabitoftalkabouttheU.S.governmenthavingshiftedstance(立场,姿态)on--inits--onYemen’sPresidentSaleh,andthatit’snowquietlydecidedthathemustleaveofficebecausehewillnot--couldnotbetrustedtobringaboutnecessaryreforms.Isthatinfactthecase?

WeareobviouslyconcernedaboutandaremonitoringthesituationinYemen.We’veseenreportsoffurtherviolence,andthatisaconcern,andwe’vebeenveryclearaboutourviewsontheneedthatallsidesrefrain(克制,避免)fromviolence,thattherebeanopenprocessthataddressesthelegitimateneedsandaspirations(愿望)oftheYemenipeople.

Wesupportadialogue,apoliticaldialogue,andPresidentSalehhaspubliclyindicatedhiswillingnesstoengageinapeacefultransitionofpower,andwebelievethetimingandformofthattransitionshouldbeaccomplishedthroughdialogueandnegotiation.Soweurgethatprocesstocontinue.

QTheWhiteHousehasrepeatedlysaidthatPresidentSalehisakeyallywhenitcomestocombatingterrorism,especiallyinthefightagainstalQaedaintheArabian(阿拉伯)Peninsula(半岛).IftheadministrationisnowsupportingatransitionprocessinYemen,howconfidentistheWhiteHouse,howconcernedistheWhiteHouse,thatwhatevercomesnextwillnotbeas(同样)helpfultotheUnitedStatesinfightingterrorism?

Jake,ourpositionwithregardstoworkingwiththegovernmentofYemenoncounterterrorism(反恐)effortsisthatitisnotandhasnotbeenfocusedononeperson,norshoulditbe.

WeareobviouslyconcernedthatinthisperiodofpoliticalunrestthatalQaedaandothergroupswillattempttotakeadvantageofthatpowervacuum,andthat’soneofthereasonswhyweurgepoliticaldialoguetotakeplaceandatimetableforthistransitionthatPresidentSalehhastalkedabouttobebegun.

And--butwebelievethatwecanandwillworkwiththegovernmentofYemenontheseveryimportantmatters.AndlikeIsaid,they’renotfocusedononeindi
