1前言
1.1公司概况
西门子电气传动有限公司（SEDL）是西门子（中国）有限公司与中方合作伙伴天津百利机电控股集团有限公司（BENEFO）及天津电气传动设计研究所（TRIED）合资建立的生产工程型全数字控制的交流和直流传动产品及电机的基地。
公司组建于1995年初，注册于天津高新区。
采用西门子公司的最新技术成果，SEDL与西门子在欧美的其它生产厂按相同的功能、设计、及质量标准制造传动产品、电机及发电机。
从1996年初至今相继引进了全数字交直流调速装置和传动成套产品和机车牵引变频器，牵引交流电机，工业电机及风力发电机。
从而向着成为亚太地区工程传动产品第一生产厂的目标迈近了一步。
现在已有几十万台SEDL生产的传动产品在国内外各地运行，广泛应用于冶金、矿山、石油化工、起重、电梯、造纸、纺织、轨道交通及风力发电等领域。
2005年3月9日，西门子宣布投资5.5亿人民币建立SEDL的新工厂。
其目标是把座落在天津的西门子电气传动有限公司建设成为生产电机、驱动产品及发电机的全球化工厂，并为亚太市场提供服务。
公司新工厂坐落于天津高新区华苑产业区海泰创新五路1号。
厂区总面积为18万平米，其中厂房建筑面积6.5万平米。
公司厂区包括1号厂房（电机生产机加工车间P3-M），2号厂房（装置装配车间P1），3号厂房（电机生产绕线车间P3-W），4号厂房（电机生产总装车间P3-A），5号厂房（柜体装配车间P2），6号建筑物（办公楼及餐厅），8号厂房（原材料库LC-WA），9号厂房（包装车间和成品库LC-PS）8个主要建筑物，以及35KV电站、固体废物存放场、热力间、消防泵房和门卫室等公共和辅助设施。

1.2EHS管理手册发布令
发布令
为了规范公司EHS管理工作，根据ISO14001：
2004《环境管理体系要求及使用指南》和OHSAS18001:
2007《职业健康安全管理体系—规范》，我公司编制了《EHS管理手册》，本手册是西门子电气传动有限公司EHS管理工作的纲领性文件，用以统一、协调全公司的EHS管理活动，现予以颁布实施。
请公司全体员工，从本手册颁布之日起认真贯彻实施。
本手册可作为向外界展示EHS管理体系符合性和第三方审核使用。

SiemensElectricalDrivesLtd.（SEDL）isajointventureproductionbaseforfullydigitalcontrolledACandDCdrivesandmotorsownedbySiemensLtd.,ChinaanditsChinesepartnerswhichareBENEFOandTRIED.SEDLwassetupatthebeginningof1995,registeredinTianjinHigh-TechPark.
Basedonthestate-of-the-arttechnologyprovidedbySiemensGermany,SEDLmanufacturesdrives,motorsandgeneratorsofthesamefunctionality,designandqualityastheSiemensfactoriesinEuropeandAmerica.Fromthebeginningof1996tillnow,wehavebeenproducingthedigitalAC&DCdrives,tractionconverters,tractionmotors,industrymotorsandgeneratorsinourthreeworkshops.AbigstephasbeenspannedtothegoalthatbeingtheNo.1drivesmanufacturerinAsia-Pacific.NowhundredsofthousandsofSEDLproductshavebeenusedbydomestic&overseascustomers,suchlikeinthefieldsofmetallurgy,steel,mine,petroleumchemicals,heavy-lifting,elevator,paper,textile,railwaytransportsandwindpower.
OnMarch9th,2005,Siemensannouncedamajorinvestmentofupto550millionRMBtobuildSEDL’snewfactory.ThegoalistodevelopSEDLinTianjinintoaglobalfactoryformotors,drivesandgeneratorsthatservestheAsia-Pacificmarket.
ThenewfactoryislocatedatNo.1,Haitaichuangxin5throadHuayuanIndustryDevelopmentArea,TianjinHi-TechIndustryPark.Totalareais180,000squaremeters;theconstructionareaisaround65,000squaremeters.Thereareeightmainbuildingsinthenewfactory—No.1building（MotorMachiningWorkshop,P3-M）;No.2building（ChassisworkshopP1）;No.3building（MotorWindingworkshopP3-W）,No.3building（MotorAssemblyworkshopP3-A）;No.5building（CubicleProductionWorkshop,P2）;No.6building（officeandcanteen）;No.8building（RawmaterialwarehouseLC-WA）;No.9building（PackingWorkshopandDeliveryWarehouseLC-PS）;andsomepublicandauxiliaryfacility,including35KVTransformerSubstation,wastestation,heattransferroom,pumproomforfirefighting,guardhouseetc.Companylayoutreferstoannex5.8:

1.3适用范围和手册管理
1）本公司EHS管理体系的覆盖范围：
位于天津高新区华苑产业区海泰创新五路1号西门子电气传动有限公司内调速电气传动产品、电机和发电机的制造、交付和服务。
2）本手册适用于西门子电气传动有限公司实施EHS管理体系的建立、实施、保持、审核和评审。
3）本手册可向相关方展示本公司具有的EHS管理水平和能力。
4）EHS管理者代表负责组织EHS管理体系文件的编制、审定、实施，各相关责任部门负责具体落实。
5）EHS管理手册由EHS管理者代表审核，总经理批准。
6）EHS管理手册的编写、发放、修订、换版等，按照《EHS文件控制程序》执行。
7）EHS管理手册的解释权在西门子电气传动有限公司。

其他习惯性名词及用语等同于西门子电气传动有限公司内部的定义或具体定义。
