Withstudentcomplaintsatarecordhigh,universitieswillhavetoraisetheirgameoncetuitionfeesrise

Twouniversitiesthathavebrokenofficialrulesfordealingwithstudentcomplaintsarenamedtodayintheindependentadjudicator’s(仲裁人)annualreport.Thetwo,SouthamptonandWestminster,arethefirsttobeexposedinthisway—yetanothersignofthenewerainwhichuniversitiesareexpectedtobemoreaccountable(负责)tostudentswhoexpecttobetreatedascustomers.

TheOfficeoftheIndependentAdjudicator(OIA),whichreviewscomplaintswhenstudentshaveexhaustedtheiruniversity’sprocedures,alsoreportsarecordriseinthenumberofcases.Lastyeartheofficereceived1,341complaintsagainstuniversitiesinEnglandandWales,thehighestnumbereverandanunprecedented(空前的)riseofone-thirdontheyearbefore.

Astheadjudicatorhimself,RobBehrens,pointsout,1,341complaintsrepresentsjust0.05%ofhighereducationstudents,and53%ofthosewerenotjustified.But,healsoobserves,theproportionofjustifiedandpartlyjustifiedcomplaintshasgrownforthefirsttimeinseveralyears.Hepredictstheincreaseincomplaintswillcontinue.“It’stobeexpectedwhereyouhaverisingtuitionfees,wherestudentsarebeinginvitedtobehavelikeconsumersandwherethelabourmarketisdifficultsostudentswilldowhattheycantoensuretheyqualify.”

HesayshisdecisiontoexposetheuniversitiesofSouthamptonandWestminsterisnot“namingandshaming,withalltheassociationsofmoralcensurethattermimplies”.Hewas,heexplains,simplyfollowingOIArules—somethingthosetwoinstitutionsfailedtodo.

Westminsterfellshortinitshandlingoftwocomplaints.Onewasfromastudentwhoarguedadisabilityhadn’tbeenproperlytakenintoaccount.Theadjudicatoragreed.Theotherstudentclaimedthatanexamquestionanditsmarkingschemehadbeenunreasonable.Inbothcasestheuniversitybroketherulesbyfailingtoresolvethecases,asrecommended,promptlyandinfull.

AtSouthamptonUniversity,fourmonthsaftertheOIAconcludedthatanundergraduatehadajustifiedcomplaintabouttheirexperienceonaplacement,theuniversitycontinuedtoopposethedecisionandwasrefusingcompensation.

Inasecondcase,theuniversityalsofailedtocomplywiththeadjudicator’sdecision.Andinathirdone,althoughthecomplaintturnedouttobeunjustified,for10monthstheuniversitydelayedtheinvestigationbyfailingtoprovideevidencedespitetheadjudicator’srepeatedreminders.

Atbothuniversities,itwasonlyaftertheadjudicatorinvolvedthevice-chancellors(校长)thatthecomplaintsbegantoberesolved.

Behrensispleasedtherelationshipsbetweenhisofficeandbothuniversitiesarenowmuchmorepositive.“Asthegovernmentplacesmoreemphasisonthestudentexperience,complaintshaveanimportantroleinsafeguarding(保护)that,”hesays.“Universitiesmustseecomplaintsasfeedbacktobecomemoreprofessional.”

BothSouthamptonandWestminsteruniversitieswanttochargeundergraduatesannualfeesof£9,000.Thereisanexpectation,notonlyfromministers,butimportantlyfromstudentsandtheirfamilies,too,thatalluniversitieswishingtoincreasechargeswillmovetoincreasestudentsatisfactionaswell.

Beforemakinganinvestmentof£27,000,forexample,eachstudentwillask,“Isthisgoodvalue?

Istheteachinggood?

Isthisthebestroutetoasuccessfulcareer?

Universitiesarebeingencouraged,somemaysaypressurised,tobecomemoretransparentandaccountableinanumberofways.

Thegovernmentisurgingalluniversitiestopublishastudentcharter,asortofstatementoftermsandconditionstoremindstudentsoftheirresponsibilitiesandtheirrights.Universitiesarealsoexpectedtopublish“keyinformationsets”bySeptember2012.Thesewillenablestudentstoshoparoundbyprovidingthesame17piecesofinformationabouteachinstitution,including,forexample,theproportionof“contact”timeandgroupwork,andthecareersandstartingsalariesofpreviousgraduates.

TheOIAisalreadylookingatcreativewaystocopewithbothlimitedresourcesandlikelyfurtherrisesinstudentcomplaints.Settlingmoredisputesbyphoneisoneoption;helpinguniversitiestoinstallanindependentombudsman(巡视员)oneachcampus—anideaborrowedfromtheNetherlandsandtheUS—isanother.

Thequestionis,areUKuniversitieswellpreparedforthenewconsumerculturewherethedealisifyoupaymore,youexpectmore,andifyoufeelyou’renotgettingit,you’llcomplain?

ThequestionisparticularlypertinentfortheuniversitiesofSouthamptonandWestminsteronthedaytheyareexposedfordraggingtheirfeetwithalegallyestablishedadjudicator.Bothvice-chancellorswereunavailableforinterview.

Inastatement,ProfessorDebraHumphris,Southampton’spro-vice-chancellor,education,saidthevastmajorityofthesmallnumberofstudentcomplaintsaredealtwithswiftly,describedthedialoguewiththeOIAas“constructiveandsupportive”andsaidthatanimprovedcomplaintsprocedurewillbeinplacethisautumn.

Inamoredefiantstatement,ProfessorGeoffreyPetts,vice-chancelloratWestminster,pointsoutthattheuniversityisworkingwiththeOIAtowardscompliancewithitsrecommendations:

“TheUniversityofWestminsterwasdisappointedtohavebeencitedintheOIAreport.Theuniversityhasrobustproceduresforhandlingtheverysmallnumberofformalcomplaintswhichitreceivesfromstudents.”

AaronPorter,thepresidentoftheNationalUnionofStudents,haswelcomedthenewstepofnaminguniversitiesthatdon’tfullyco-operatewiththeadjudicator.“Inanenvironmentwherestudentsarepayinghigherfeesandwillthereforeraiseexpectations,theyneedtoknowwhichinstitutionssticktotherules.”

Healsomakesthiswarning:

“Facedwithincreasingcompetitiontorecruitstudents,manyuniversitiesarebeingtemptedtomakegranderandgranderclaims.Theyneedtoimprovetheiroffer,buttheyneedtobehonestinwhattheypromise.”

TheadviceisechoedbySteveSmith,presidentofUniversitiesUKandvice-chancelloroftheUniversityofExeter.Hesees,intheadjudicator’sannualreport,asectorgettingtogripswithanewworldwherestudentsaremoredemandingandwillmakesureuniversitiescorrectlyfollowprocedures.“Itisvitalthatinstitutionsarehonestandtransparentaboutwhatstudentscanexpectfromtheircourses.Inanageofmarketing,don’toversell.Anyinstitutionwillhavetomakesuretheydowhattheysay.”
