CROWLEY:

GoodeveningfromHofstraUniversityinHempstead,New York.I'mCandyCrowleyfromCNN's"StateoftheUnion."Wearehere forthesecondpresidentialdebate,atownhall,sponsoredbythe CommissiononPresidentialDebates.

CROWLEY:

TheGalluporganizationchose82uncommittedvoters fromtheNewYorkarea.Theirquestionswilldrivethenight.My goalistogivetheconversationdirectionandtoensurequestionsget answered.

Thequestionsareknowntomeandmyteamonly.Neitherthe commission,northecandidateshaveseenthem.Ihopetogettoas manyquestionsaspossible.

CROWLEY:

AndbecauseIamtheoptimisticsort,I'msurethe candidateswillobligebykeepingtheiranswersconciseandonpoint.

Eachcandidatehasasmuchastwominutestorespondtoacommon question,andtherewillbeatwo-minutefollow-up.Theaudiencehere inthehallhasagreedtobepoliteandattentive-nocheeringor booingoroutburstsofanysort.

Wewillsetasidethatagreementjustthisoncetowelcome PresidentBarackObamaandGovernorMittRomney.

Gentlemen,thankyoubothforjoiningusheretonight.Wehavea lotoffolkswho'vebeenwaitingalldaytotalktoyou,soIwantto getrighttoit.

GovernorRomney,asyouknow,youwonthecointoss,sothefirst questionwillgotoyou.AndIwanttoturntoafirst-timevoter, JeremyEpstein,whohasaquestionforyou.

QUESTION:

Mr.President,GovernorRomney,asa20-year-old collegestudent,allIhearfromprofessors,neighborsandothersis thatwhenIgraduate,Iwillhavelittlechancetogetemployment. Whatcanyousaytoreassureme,butmoreimportantlymyparents,that IwillbeabletosufficientlysupportmyselfafterIgraduate?

ROMNEY:

Thankyou,Jeremy.Iappreciateyour-yourquestion, andthankyouforbeingherethiseveningandtoallofthosefrom NassauCountythathavecome,thankyouforyourtime.Thankyouto HofstraUniversityandtoCandyCrowleyfororganizingandleading this-thisevent.

Thankyou,Mr.President,alsoforbeingpartofthis-this debate.

Collegekidsalloverthiscountry.IwasinPennsylvaniawith someonewhohadjustgraduated-thiswasinPhiladelphia-andshe said,"I'vegotmydegree.Ican'tfindajob.I'vegotthreepart-

timejobs.They'rejustbarelyenoughtopayformyfoodandpayfor anapartment.Ican'tbegintopaybackmystudentloans."

Sowhatwehavetodoistwothings.Wehavetomakesurethat wemakeiteasierforkidstoaffordcollege.

ROMNEY:

Andalsomakesurethatwhentheygetoutofcollege, there'sajob.WhenIwasgovernorofMassachusetts,togetahigh schooldegree,youhadtopassanexam.Ifyougraduatedinthetop quarterofyourairlines,wegaveyouaJohnandAbigailAdams scholarship,fouryearstuitionfreeinthecollegeofyourchoicein Massachusetts,it'sapublicinstitution.

IwanttomakesurewekeepourPellgrantprogramgrowing.We're alsogoingtohaveourloanprogram,sothatpeopleareabletoafford school.Butthekeythingistomakesureyoucangetajobwhenyou getoutofschool.Andwhat'shappenedoverthelastfouryearshas beenvery,veryhardforAmerica'syoungpeople.Iwantyoutobe abletogetajob.

Iknowwhatittakestogetthiseconomygoing.Withhalfof collegekidsgraduatingthisyearwithoutacollege-excuseme, withoutajob.Andwithoutacollegeleveljob,that'sjust unacceptable.

Andlikewiseyou'vegotmoreandmoredebtonyourback.Somore debtandlessjobs.I'mgoingtochangethat.Iknowwhatittakesto creategoodjobsagain.Iknowwhatittakestomakesurethatyou havethekindofopportunityyoudeserve.Andkidsacrossthis countryaregoingtorecognize,we'rebringingbackaneconomy. It'snotgoingtobelikethelastfouryears.Themiddle-class hasbeencrushedoverthelastfouryears,andjobshavebeentoo scarce.Iknowwhatittakestobringthemback,andI'mgoingtodo that,andmakesurethatwhenyougraduate-whendoyougraduate?

2014.Whenyoucomeoutin2014,IpresumeI'mgoingto bepresident.I'mgoingtomakesureyougetajob.ThanksJeremy. Yeah,youbet.

Mr.President?

OBAMA:

Jeremy,firstofall,yourfutureisbright.Andthefact thatyou'remakinganinvestmentinhighereducationiscritical.Not justtoyou,buttotheentirenation.Now,themostimportantthing wecandoistomakesurethatwearecreatingjobsinthiscountry. Butnotjustjobs,goodpayingjobs.Onesthatcansupportafamily.

OBAMA:

AndwhatIwanttodo,isbuildonthefivemillionjobs thatwe'vecreatedoverthelast30monthsintheprivatesector alone.Andthereareabunchofthingswecandotomakesureyour

futureisbright.

Numberone,Iwanttobuildmanufacturingjobsinthiscountry again.NowwhenGovernorRomneysaidweshouldletDetroitgo bankrupt.Isaidwe'regoingtobetonAmericanworkersandthe

Americanautoindustryandit'scomesurgingback.

Iwanttodothatinindustries,notjustinDetroit,butall acrossthecountryandthatmeanswechangeourtaxcodesowe're givingincentivestocompaniesthatareinvestinghereintheUnited Statesandcreatingjobshere.

Italsomeanswe'rehelpingthemandsmallbusinessestoexport allaroundtheworldtonewmarkets.

Numbertwo,we'vegottomakesurethatwehavethebest educationsystemintheworld.Andthefactthatyou'regoingto collegeisgreat,butIwanteverybodytogetagreateducationand

we'veworkedhardtomakesurethatstudentloansareavailablefor folkslikeyou,butIalsowanttomakesurethatcommunitycolleges areofferingslotsforworkerstogetretrainedforthejobsthatare outthererightnowandthejobsofthefuture.

Numberthree,we'vegottocontrolourownenergy.Now,notonly oilandnaturalgas,whichwe'vebeeninvestingin;butalso,we've gottomakesurewe'rebuildingtheenergysourceofthefuture,not justthinkingaboutnextyear,buttenyearsfromnow,20yearsfrom now.That'swhywe'veinvestedinsolarandwindandbiofuels,energy efficientcars.

We'vegottoreduceourdeficit,butwe'vegottodoitina balancedway.Askingthewealthytopayalittlebitmorealongwith cutssothatwecaninvestineducationlikeyours. Andlet'stakethemoneythatwe'vebeenspendingonwaroverthe lastdecadetorebuildAmerica,roads,bridgesschools.Wedothose things,notonlyisyourfuturegoingtobebrightbutAmerica's futureisgoingtobrightaswell. CROWLEY:

Letmeaskyouformoreimmediateanswerandbeginwith Mr.Romneyjustquicklywhat-whatcanyoudo?

We'relookingata situationwhere40percentoftheunemployedhavebeenunemployedhave beenunemployedforsixmonthsormore.Theydon'thavethetwoyears thatJeremyhas.

Whataboutthoselongtermunemployedwhoneedajobrightnow?

ROMNEY:

Wellwhatyou'reseeinginthiscountryis23million peoplestrugglingtofindajob.Andalotofthem,asyousay, Candy,havebeenoutofworkforalong,long,longtime.The president'spolicieshavebeenexercisedoverthelastfouryearsand theyhaven'tputAmericansbacktowork.

Wehavefewerpeopleworkingtodaythanwehadwhenthepresident tookoffice.Ifthe-theunemploymentratewas7.8percentwhenhe tookoffice,it's7.8percentnow.Butifyoucalculatedthat

unemploymentrate,takingbackthepeoplewhodroppedoutofthe workforce,itwouldbe10.7percent.

Wehavenotmadetheprogressweneedtomaketoputpeopleback towork.That'swhyIputoutafive-pointplanthatgetsAmerica12 millionnewjobsinfouryearsandrisingtake-homepay.It'sgoing tohelpJeremygetajobwhenhecomesoutofschool.It'sgoingto helppeopleacrossthecountrythatareunemployedrightnow.

Andonethingthatthepresidentsaid,whichIwanttomakesure thatweunderstand,hesaidthatIsaidweshouldtakeDetroit bankrupt.Andthat'sright.Myplanwastohavethecompanygo

throughbankruptcylike7-ElevendidandMacy'sandCondell(ph) Airlinesandcomeoutstronger.

AndIknowhekeepssaying,youwanttotakeDetroitbankrupt. Well,thepresidenttookDetroitbankrupt.YoutookGeneralMotors bankrupt.YoutookChryslerbankrupt.SowhenyousaythatIwanted totaketheautoindustrybankrupt,youactuallydid.

AndIthinkit'simportanttoknowthatthatwasaprocessthat wasnecessarytogetthosecompaniesbackontheirfeet,sotheycould starthiringmorepeople.ThatwaspreciselywhatIrecommendedand ultimatelywhathappened.

OBAMA:

Candy,whatGovernorRomneysaidjustisn'ttrue.He wantedtotakethemintobankruptcywithoutprovidingthemanywayto stayopen.Andwewouldhavelostamillionjobs.Andthat-don't takemywordforit,taketheexecutivesatGMandChrysler,someof whomareRepublicans,mayevensupportGovernorRomney.Butthey'll tellyouhisprescriptionwasn'tgoingtowork.

AndGovernorRomney'ssayshe'sgotafive-pointplan?

Governor Romneydoesn'thaveafive-pointplan.Hehasaone-pointplan.And thatplanistomakesurethatfolksatthetopplaybyadifferent setofrules.That'sbeenhisphilosophyintheprivatesector, that'sbeenhisphilosophyasgovernor,that'sbeenhisphilosophyas apresidentialcandidate.

Youcanmakealotofmoneyandpaylowertaxratesthansomebody whomakesalotless.Youcanshipjobsoverseasandgettaxbreaks forit.Youcaninvestinacompany,bankruptit,layoffthe workers,stripawaytheirpensions,andyoustillmakemoney. That'sexactly
