Tonightthetopicwillbedomesticaffairs,buttheformatwillbethesameasthatfirstdebate.I'llmoderateourdiscussionunderdetailedrulesagreedtobythecandidates,butthequestionsandtheareastobecoveredwerechosenbyme.Ihavenottoldthecandidatesoranyoneelsewhattheyare.

Senator,IwanttosetthestageforthisdiscussionbyaskingthequestionthatIthinkhangsoverallofourpoliticstodayandisprobablyonthemindsofmanypeoplewatchingthisdebatetonight.
Andthatis,willourchildrenandgrandchildreneverliveinaworldassafeandsecureastheworldinwhichwegrewup?

Mr.President,I'mgladtobeherewithyouagaintosharesimilaritiesanddifferenceswiththeAmericanpeople.

Yes.Weabsolutelymustbe.That'sthegoal.
Now,howdoweachieveitisthemostcriticalcomponentofit.
Ibelievethatthispresident,regrettably,rushedusintoawar,madedecisionsaboutforeignpolicy,
pushedalliancesaway.And,asaresult,Americaisnowbearingthisextraordinaryburdenwherewearenotassafeasweoughttobe.

Andthereareahostofoptionsthatthispresidenthadavailabletohim,likemakingsurethatatallourportsinAmericacontainersareinspected.Only95percentofthem--95percentcomeintodayuninspected.That'snotgoodenough.
Peoplewhoflyonairplanestoday,thecargoholdisnotX-rayed,butthebaggageis.That'snotgoodenough.Firehousesdon'thaveenoughfirefightersinthem.PoliceofficersarebeingcutfromthestreetsofAmericabecausethepresidentdecidedtocuttheCOPSprogram.
Sowecandoabetterjobofhomelandsecurity.Icandoabetterjobofwagingasmarter,moreeffectivewaronterrorandguaranteethatwewillgoaftertheterrorists.

IwilldoitinthewaythatFranklinRooseveltandRonaldReaganandJohnKennedyandothersdid,wherewebuildthestrongestalliances,wheretheworldjoinstogether,wherewehavethebestintelligenceandwhereweareable,ultimately,tobemoresafeandsecure.

IwanttothankArizonaStateaswell.
Yes,wecanbesafeandsecure,ifwestayontheoffenseagainsttheterroristsandifwespreadfreedomandlibertyaroundtheworld.
IhavegotacomprehensivestrategytonotonlychasedowntheAlQaida,whereveritexists--andwe'remakingprogress;three-quartersofAlQaidaleadershavebeenbroughttojustice--buttomakesurethatcountriesthatharborterroristsareheldtoaccount.
AsaresultofsecuringourselvesandriddingtheTalibanoutofAfghanistan,theAfghanpeoplehadelectionsthisweekend.Andthefirstvoterwasa19-year-oldwoman.Thinkaboutthat.Freedomisonthemarch.
WeheldtoaccountaterroristregimeinSaddamHussein.
Inotherwords,inordertomakesurewe'resecure,theremustbeacomprehensiveplan.Myopponentjustthisweekendtalkedabouthowterrorismcouldbereducedtoanuisance,comparingittoprostitution,illegalgambling.Ithinkthatattitudeandthatpointofviewisdangerous.Idon'tthinkyoucansecureAmericaforthelongrunifyoudon'thaveacomprehensiveviewastohowtodefeatthesepeople.
Athome,we'lldoeverythingwecantoprotectthehomeland.Isignedthehomelandsecuritybilltobetteralignourassetsandresources.Myopponentvotedagainstit.

Suddenlywefindourselveswithasevereshortageoffluvaccine.Howdidthathappen?

Bob,werelieduponacompanyoutofEnglandtoprovideabouthalfofthefluvaccinesfortheUnitedStatescitizen,anditturnedoutthatthevaccinetheywereproducingwascontaminated.Andsowetooktherightactionanddidn'tallowcontaminatedmedicineintoourcountry.We'reworkingwithCanadatohopefully--thatthey'llproducea--helpusrealizethevaccinenecessarytomakesureourcitizenshavegotfluvaccinationsduringthisupcomingseason.
MycalltoourfellowAmericansisifyou'rehealthy,ifyou'reyounger,don'tgetaflushotthisyear.Helpusprioritizethosewhoneedtogettheflushot,theelderlyandtheyoung.
TheCDC,responsibleforhealthintheUnitedStates,issettingthoseprioritiesandisallocatingthefluvaccineaccordingly.
Ihaven'tgottenaflushot,andIdon'tintendtobecauseIwanttomakesurethosewhoaremostvulnerablegettreated.
WehaveaproblemwithlitigationintheUnitedStatesofAmerica.Vaccinemanufacturersareworriedaboutgettingsued,andthereforetheyhavebackedofffromprovidingthiskindofvaccine.
OneofthereasonsI'msuchastrongbelieverinlegalreformissothatpeoplearen'tafraidofproducingaproductthatisnecessaryforthehealthofourcitizensandthenendupgettingsuedinacourtoflaw.
Butthebestthingwecandonow,Bob,giventhecircumstanceswiththecompanyinEnglandisforthoseofuswhoareyoungerandhealthy,don'tgetaflushot.

ThisreallyunderscorestheproblemwiththeAmericanhealth-caresystem.It'snotworkingfortheAmericanfamily.Andit'sgottenworseunderPresidentBushoverthecourseofthelastyears.
FivemillionAmericanshavelosttheirhealthinsuranceinthiscountry.You'vegotaboutamillionrighthereinArizona,justshy,950,000,whohavenohealthinsuranceatall.82,000ArizonianslosttheirhealthinsuranceunderPresidentBush'swatch.223,000kidsinArizonahavenohealthinsuranceatall.
Allacrossourcountry--gotoOhio,1.4millionOhioanshavenohealthinsurance,114,000ofthemlostitunderPresidentBush;Wisconsin,82,000WisconsiniteslostitunderPresidentBush.
ThispresidenthasturnedhisbackonthewellnessofAmerica.Andthereisnosystem.Infact,it'sstartingtofallapartnotbecauseoflawsuits--thoughtheyareaproblem,andJohnEdwardsandIarecommittedtofixingthem--butbecauseofthelargerissuethatwedon'tcoverAmericans.
Childrenacrossourcountrydon'thavehealthcare.We'retherichestcountryonthefaceoftheplanet,theonlyindustrializednationintheworldnottodoit.
IhaveaplantocoverallAmericans.We'regoingtomakeitaffordableandaccessible.We'regoingtoleteverybodybuyintothesamehealth-careplansenatorsandcongressmengivethemselves.
