Themissionofuniversitieshasnotchangedmuchsinceuniversitieswerefirstestablished.Universitieswere,areandshouldcontinuetobemajorcentersofscientificthoughtandprovidersofwell-roundededucationandprofessionalqualifications.Idonotbelievethatdiscussionson"

areveryrelevant.Providinghigh-qualityeducationshouldalwaysbeatoppriority,andanincreaseinthenumberofstudentsmustnotresultintheloweringofstandards.Withoutchangingtheircoremission,universitiesmustseektoadjusttoachangingenvironment,takeintoaccountsocialrequirementsandstrivenotonlytokeepupwithscientificdevelopments,butwhereverpossibletocontributetothedevelopmentofscienceitself.

However,theterm"

universitymission"

)canbetreatedasasetofchallengesortaskswhichauniversityseekstofaceoverthenearanddistantfuture.

ThechallengesfacingWarsawUniversityarenotdifferentfromthosefacingotherPolishuniversities,butbecauseofitssize,capitallocationandpastachievements,WarsawUniversityshouldsetstandardsforotheruniversities.Themostimportanttaskfacinguniversitiesistoprovideahighlevelofeducationtoanever-largernumberofstudents.ThistaskmustbeaccomplisheddespiteinsufficientfundingforeducationandscienceinPolandandarealthreatofdecreasingrevenuesfromtuitionfees.Suchcircumstancesmakeitnecessarytoimproveinternalorganization,toseekadditionalsourcesofrevenuetocovercurrentexpendituresandinvestmentsandtoreduceoperationalcosts.

TheUniversity'

smissionisnotsimplythesumofmissionsofitsindividualdepartments.Thetaskfacingtheuniversity'

scentralauthoritiesandtheuniversitySenateistoprovideappropriateoperationalconditionsfortheuniversityasawhole,toensurethedevelopmentofinterdisciplinarystudies,andtofacilitatestudentaccesstoalluniversityresources.Theuniversityshouldexpandconsiderablyitsso-called"

continuouseducation"

program,whichisaimedat--butnotlimitedto--trainingteachers.Theuniversityauthoritiesshouldsetstandardsfortheentireuniversityforevaluatingbothfacultyandstudents;

suchstandardsshouldtrackwiththoseusedintheEuropeanUnion.Theauthoritiesshouldpayparticularattentiontodevelopingtheuniversity'

sITinfrastructuretofacilitatethemanagementoftheuniversityitself,toprovideaccesstodatabasesandothersourcesofinformationfortheentireuniversitycommunity,andtoimproveinternalandexternalcommunication.Universityauthoritiesshouldalsoensuretheavailabilityofadequatemodernequipmentandfacilities--suchasthoseneeded,forexample,fordistancelearning.Anothertaskfortheauthoritiesistoestablishandmaintaincooperationwithotherdomesticandforeigninstitutions,mainlytofacilitatetheflowofstudentsbetweenuniversities.

Itisnotthetaskofuniversityauthoritiestodefinedirectionsforscientificresearch.Butgiventhefactthatresearchiscloselytiedtoeducation,itistheirtasktoprovidefundingandtheorganizationalinfrastructuretofacilitateadvancedscientificresearchandtorewardthosefacultymembersthatevidencethebestachievements.

Inadditiontohelpdefiningkeytasksfortheuniversityasawhole,itwouldbehooveeachdepartmenttodefineitsown"

mission."

Thisentailsprimarilydefiningthekeyareasofscientificresearchandtheprojectednumberofundergraduate,MAandPh.D.students.Theratioofundergraduateandgraduatestudentswillvarythroughouttheuniversityfromdepartmenttodepartment,reflectingthevaryingdemandonthelabormarketfordifferentkindsofspecialistswithagivenlevelofeducation.Nonetheless,itseemsdesirabletoincreasethenumberofdoctoralcandidatesinalldepartmentswherethisispossible.

Efficientmanagementenablingtheimplementationoftheseself-assignedtaskswilldependinlargemeasureontheproperorganizationandstructureofindividualdepartmentsandoftheuniversityasawhole.

Thecurrentorganizationalstructureoftheuniversityistheresultofvariousprocessesandactions,notallofwhichwerealwaysrational.Theresultantstructuredevelopedasaresultoftradition,availablefacilitiesandevenpersonalrelationships,oftenleadingtomanyinconsistenciesintheorganizationalstructure.Althoughtherearemanyexamplesofsuccessfulinter-departmentalcooperationandthreeinterdisciplinaryprogramshavebecomewell-established,inter-departmentalbarrierscontinuetolimitstudentaccesstoalltheavailableuniversityresources,contributetohighercostsofeducation,andinmanycaseslimittheoptimalutilizationoffaculty.

Changesinthecurrentorganizationalstructureshouldfacilitatethecreationoflargeandstrongunits(departments)locatedinoneplace.Suchintegrationwouldnotonlyhaveapositiveimpactonthequalityofundergraduateeducation,butalsowould-asaresultofagreaterconcentrationofbothteachingandresearchstaff-enhancegraduatestudiesandpromoteresearch.

Theprojectedchangesinthenumberofstudentsandtheresultingexpansionoftasksmustbetakenintoconsiderationwhenplanningchangesintheorganizationandlocationofdepartments.Itshouldbenotedthatuntil2005thepopulationof19to24-year-oldsinPolandwillremainconstantorincreaseslightly(from3,830,000in1999,to3,858,000in2000,and3,948,000in2005).By2010,thispopulationwilldropto3,368,000,andafurtherdropisexpectedtosome2,300,000after2015.However,thedecreaseinthenumberofpotentialapplicantswillprobablybeoffsetbyincreaseddemandforschooling;

thus,adropindemandforeducationinWarsawUniversityshouldnotbeexpected,assumingitwillmaintainitscompetitiveadvantageoverotherpublicandprivateuniversities.Theuniversity'

sleadingpositionwilldependonhowwellitcankeepupwiththeknowledgerevolution,howeffectivelyitprovidesalearning-friendlyenvironment,andhowsuccessfullyitdevelopsitsinterdisciplinaryeducationprogram.IbelievethatWarsawUniversitywillhavemanymorestudentscomingfromWesternandCentral-EastEuropeancountries.

Onecanexpectthatinthisdecadethetrendsobservedrecentlywillcontinue,anditshouldnotbedifficulttoidentifythedisciplineswhichwillenjoywell-earnedpopularity.Ithinkthatthisgroupwillincludeallthesocialsciencesandeconomics,somelanguagestudies,computerscienceandbiotechnology.Departmentsorinstitutesofferingsuchstudiesshouldhaveespeciallygoodconditionsfordevelopmentandbegivenspecialconsiderationinuniversityfinancialandinvestmentplans.Indrawingupdevelopmentplans,wecannotignoretheexistingsituationinordertoavoidthecollapseofsomestrongandleadingdisciplinesinouruniversitywhicharenotnecessarilyincludedonthelistofmost-sought-afterdisciplines.However,Iwouldliketostressthattheabsenceofacertaindisciplineorthepoorleveloffacultyteachingacertaincourseshouldnotbeusedasanargumentagainstdevelopingsuchadisciplineorcourseifitisconsideredimportantbyappropriateuniversityauthorities.

Whileconsideringorganizationalchanges,weshouldnotforgetthatsometimesitisbesttoleavewell-enoughalone.Inthecaseofunitswithanefficientorganizationrepresentingahighlevelofscienceandeducation,wehavetoconsidercarefullywhetherexpectedbenefitsofapossiblemergerorsplitwilljustifythecostofre-organization.

WarsawUniversityhasthreelocations(KrakowskiePrzedmieście,OchotaandSluzewiec)andsomedozenbuildingsindifferentpartsofthecity.Inmyopinion,planstobuildasingleuniversitycampus--forinstanceinNowyDwor--whichwouldencompassalldepartmentsareunrealistic.Weshouldratherstriveforconcentrationaroundthethreeexistingcampuses,usingtheirowndirectionsofexpansion.Suchdirectionsareasfollows:

PowisleinthecaseofKrakowskiePrzedmieście,PoleMokotowskieforOchotaandplotslocatedalongPulawska,RzymowskiegoandModzelewskiegoStreetsforSluzewiec.SuchinstitutionsastheAstronomicalObservatoryortheBotanicalGardenshouldremainuniversityproperty,butbuildingsscatteredaroundthecityshouldgraduallybereplacedwithbuildingslocatednearoneofthethreecampuses.Socialandrecreationfacilities(dormitories,canteens,clubs,sportsfieldsandhalls)shouldalsobelocatedonornearthethreecampuses.
