三、工作步骤

本次夏季消防安全大检查工作共分三个阶段：

（一）自查抽查阶段（7月31日前）

各镇（区）、各部门要按照检查内容，制定具体工作方案，组织安排本地、本部门全面开展消防安全自查工作。

自查要坚持高标准、严要求，做到认真仔细、严格彻底；

对检查的单位、场所，要如实记载检查人员的姓名、检查时间、检查发现的问题等。

要督促每个单位开展“五个一”活动，即：

举办一次全员安全培训，制定一份火灾事故应急预案，开展一次扑救初起火灾的演习，组织一次应急疏散逃生演练，对自动消防设施和电气设施进行一次全面维护保养。

各镇（区）、各部门要在7月31日前将《夏季消防安全大检查情况登记表》及《夏季消防安全大检查情况统计表》报市公安消防大队（电话/传真：

0523—882xxxx）。

在各镇（区）、各部门自查的基础上，市政府将适时组织督察组对各镇（区）、各部门进行抽查。

（二）集中整改阶段（8月1日—8月20日）

自查和抽查结束后，各镇（区）、各部门要集中一个月的时间，对发现的火灾隐患和安全问题进行集中整治。

能当场改正的，要责令隐患单位立即改正；

不能立即整改的，要及时下发法律文书，督促单位限期整改到位。

各有关部门要依法运用临时查封、吊销证照、强制执行等执法手段，加大查处力度，促进隐患尽快整改。

整改工作要坚持“严”字当头，严格执法，严肃查处，严厉处罚，确保做到“三个必须、三个决不”：

对违反消防法律法规的行为，必须坚决依法处罚，决不手软；

对排查出的火灾隐患，必须依法监督整改，决不姑息；

特别是对那些可能造成群死群伤的重大火灾隐患，必须坚决依法铲除，决不放过。

要坚持“标本兼治”的原则，把检查整改活动与落实长效管理措施有机结合起来，针对检查中发现的问题，督促相关单位完善落实各项消防安全规章制度和操作规程。

要结合当前正在开展的“防火墙”工程“百日行动”，制定具体的“防火墙”工程实施意见，全面提升社会单位消防安全“四个能力”水平。

要在8月20日前将《夏季消防安全大检查隐患整改汇总统计表》、检查工作总结上报至市公安消防大队。

（三）总结验收阶段（8月21日—8月31日）

各镇（区）、各部门要在汇总自查抽查情况，落实整改措施的基础上，对夏季消防安全大检查工作进行全面总结和检查验收，8月31日前将夏季消防安全大检查工作总结材料以书面形式报市公安消防大队。

四、工作要求

（一）加强组织领导，严格落实责任。

为保证夏季消防安全大检查工作顺利开展，市政府成立了以分管负责人为组长，消防联席会议成员单位负责人为成员的领导小组。

领导小组下设办公室，设在市消防大队，具体负责检查活动的日常组织，协调以及督查指导工作。

各镇（区）、各部门也要成立相应的领导机构和工作班子，全面负责本地区、本部门夏季消防安全大检查工作。

此次活动，镇（区）分管领导是第一责任人，各部门主要负责人是直接责任人。

各镇（区）、各部门要把检查目标和措施具体细化分解，层层落实到每个单位、每个岗位，保证每一个阶段、每一个环节的工作落到实处。

要通过召开会议、发放消防安全责任告知书、签订消防安全责任状等形式，进一步落实单位消防安全主体责任，督促单位开展隐患自查自改。

对检查中出现的工作不到位、责任不落实、整改不彻底，造成火灾事故的，将按照责任倒查要求，严肃追究相关责任人的责任。

（二）部门紧密协作，形成检查合力。

市公安、安监、教育、卫生、文化、工商、发改委、旅游等部门，一方面要在本部门、本系统、本行业深入开展自查活动，确保自查效果；

另一方面要密切配合，按照各自的职责分工和业务范围，以及“谁审批、谁承担”检查责任的原则，重点抓好易燃易爆单位、化工单位、学校、医院、娱乐场所、商场、市场、宾馆饭店等消防安全大检查，形成整体推进合力。

同时，要与各镇（区）搞好协调配合，确保消防安全检查见边见底。

（三）广泛宣传教育，强化舆论监督。

各镇（区）、各部门要通过新闻媒体，利用各种宣传阵地，结合夏季消防工作特点，广泛开展防火、灭火、逃生、自救知识和消防法制的宣传教育工作，提升广大群众的消防安全素质。

要组织对单位消防安全责任人、消防安全管理人和重点岗位值班人员进行消防培训，提升单位消防安全管理“四个能力”。

同时，要充分发挥媒体监督作用，加大对火灾隐患和严重消防违法行为的曝光力度，借助舆论手段督促隐患单位整改。

要进一步完善举报制度，积极接受群众举报和投诉，并按照“专人受理、迅速调查、严肃查处、及时反馈”的原则，狠抓群众举报的查处工作，切实做到有举报，必查处，保护群众监督的积极性。

市领导小组办公室要定期通报全市消防安全检查工作进展情况。
