Introduction
ThisBusinessPlanwasapprovedbytheUmatillaCountySWCDBoardofDirectoranddevelopedtodirecttheprograms,activitiesandoperationsoftheBoardofDirectorsandemployeesasa“roadmap”fortheiractivitiesfromtheperiodJuly1,2006throughJune30,2007.ThisPlanguidesthedevelopmentoftheDistrictannualbudgetandworkplan(copiesareavailableintheUmatillaCountySWCDofficeandonlineat).Itisorganizedintoeightmajorsectionsandsevenappendices.ItwillbereviewedannuallyforpossibleupdatestoreflectchangingcircumstancesaccordingtotheDistrict’sadoptedplanningcycle.

TheseDirectorsareelectedbytheelectorateofUmatillaCountyattheNovemberGeneralElection,whichisheldduringevennumberedyears.Directorpositionsareelectedinstaggeredtermstoprovidecontinuityontheboardandmaintainoperationalconsistency.TheUmatillaCountySWCDBoardmayappointapersontofillaboardvacancybetweenelections.FiveofthesevenpositionsareclassifiedaszonepositionsandmustmeetthezonerequirementsandtermsofofficeasspecifiedinORS568.560asfollows:
“Zonedirectorsmustownormanage10ormoreacresoflandintheDistrict,beinvolvedintheactivemanagementofthatproperty,residewithintheboundariesoftheDistrict,andbearegisteredvoter.”
Anindividualmayserveasazonedirectorinlieuofthelandownershipormanagementrequirementsiftheindividualresideswithinthezonethatisrepresented,hasservedatleastoneyearasaUmatillaCountySWCDDirectororAssociateDirectorandhasaconservationplanapprovedbytheUmatillaCountySWCDBoard.Theothertwopositionsareat-largepositions.Toqualifyforanat-largeposition,apersonmustresideinUmatillaCountyandbearegisteredvoter.Nolandownershipormanagementrequirementsareneededforanat-largeposition,whichisalsogovernedbyORS568.560.
IfaUmatillaCountySWCDDirectorceasestomeettheeligibilityrequirementswhileservinginhis/hercurrentposition,thedirectorshipmustbesurrendere
