1.Aimsoftheproject

1.1.Whatproblemdidtheprojectaimtoaddress?

ThespecificproblemaddressedinthisprojectwasthepreventionoffemalegenitalmutilationinEurope,aharmfultraditionalpracticepracticedamongAfricancommunitieslivinginEurope.

1.2.Whoarethebeneficiaries?

ThebeneficiariesoftheprojectarethevictimsofFGM(womenandchildren)and/orthoseatrisk,whoarelivinginEurope.Theywerereachedthroughnetworkingbetweenseveralprofessionalswhoareconfrontedwiththepracticeanditsconsequences.Theseprofessionalsareconcentratedat3majorlevels:

Healthcarelevel:

healthcareprofessionalssuchasmedicaldoctors,gynaecologistsandobstetricians,midwives,nurses,schooldoctors.

Academiclevel:

researchersfromuniversitiesthatarecarryingoutresearchonthisissue,

Communitylevel:

socialworkers,communityworkersandoutreachworkerswhoareactiveinnon-governmentalorganisationsandcommunity-basedorganisations.

Alltheseprofessionalsareinclosecontactwiththeaffectedcommunities.VictimsofFGMareveryactiveinorganisationsatcommunitylevel.

Bybringingtheseprofessionalstogetherinaseriesofworkshops,anetworkingprocesshasbeeninitiated.TheworkshopsimprovedtheirknowledgeonFGMandofferedopportunitiesofimprovingtheirskillsindealingwithFGMrelatedissues.Membersoftheaffectedcommunities,whichhavebeenmutilatedorareatriskofbeingmutilated(children,youngchildrenandwomen),willbenefitfromthisincreasedprofessionalism.

1.3.Whatwastheexpectedresult?

AEuropeannetworkofFGMresourcegroups;

Adatabasewitheducationalmaterial;

Updateofthedatabaseonresourcepersons,developedunderthefirstprojectyear;

AframeworkfortrainingofhealthprofessionalsonFGMrelatedissuesandaframeworkfordevelopingguidelinesforcaringofwomenwithFGM;

AresearchagendawithprioritiesinresearchonFGMinEurope.

2.Implementationoftheproject

2.1.Plannedactivities

ThegeneralobjectiveoftheprojectwastosetupaEuropeannetworkforthepreventionoffemalegenitalmutilationonthegirlchild,youngwomenandwomeninEurope.Toimplementthisnetwork,theprojectaimedatworkingat3levels:

thehealthcarelevel,theacademiclevelandthecommunitylevel.Ateachlevel,severalactivitieshavebeenplannedintheprojectproposal:

Unit1:

plannedactivities

TocollectexistingguidelinesinEurope(hospitals,nationalassociationsofhealthprofessionals,etc.)

Tocomposeanexpertgroup

Toorganise2expertgroupmeetings:

Bytheendofthetwomeetings,existingguidelinesshouldhavebeenreviewedandevaluatedandaframeworkfortrainingofhealthcareprofessionalsandfordevelopingguidelinesshouldhavebeendeveloped.

Toreview,evaluateandharmonisetheguidelines

Todeveloponeframeworkadaptableforeachindividualcountry

Unit2:

Non-governmentalorganisations,governmentalbodiesandcommunitybasedorganisations:

2.2.Implementedactivities

Alltheabove-mentionedactivities,withtheexceptionofone,havebeencarriedout.

Oneofthetwoworkshopsscheduledinunit1,wascancelledasthegroupofexpertsconsideredthatthefinalisationoftheframework(objectiveofthesecondworkshop)couldbedonebye-mail.PermissionwasaskedfromtheCommissiontousethemoneybudgetedfortheworkshopinUnit1(Healthcareprofessionals),forinvitingmoreparticipantstotheworkshopsfromUnit2(Communitylevel),asthedemandtoattendtheUnit2workshopswasveryhighandthebudgetforinvitingparticipantslimited.Moreover,becausemostoftheworkshopparticipantsfromUnit2weremembersfromtheaffectedcommunities,anincreasednumberofparticipantswouldincreasethebenefitsforthesecommunities.TheECgrantedthetransferofthebudget.

Theactivity“evaluationofexistingNGOsandotherresourcepersons”hasslightlybeenchanged.ExistingNGOsandotherresourcepersonshavebeencontactedbymail,withtherequestofgivinganupdateoftheircontactdetailsandactivities.Thisupdateistheonlyevaluationthathasbeendone.Hence,weprefertospeakaboutanupdate,insteadofevaluation.AnextensiveevaluationofprojectsandprogrammesinEuropeishighlyrecommendedandwillneedsufficienttimeandfunds.

Participantsfrom10EuropeanMemberStatesattendedtheworkshops.Thesecountrieswere:

Austria,Belgium,Denmark,France,Germany,Italy,Spain,Sweden,theNetherlandsandUK.Furthermore,thepresidentoftheInter-AfricanCommitteeonHarmfulTraditionalPractices(liaisonofficeofGeneva)attendedtheworkshopsforcommunityworkers.Weplannedtohaveparticipantsfrom13MemberStates,butunfortunatelynorepresentativesfromNGOsandCBOsfromGreece,Ireland,Portugal,LuxemburgandFinlandattendedtheworkshops,eitherbecausetheproblemofFGMisnotemerginginthesecountries,or(toourcurrentknowledge)FGMhasnotbeentackledyet.FurthernetworkingisneededtoexpandtheactivitiestoallMemberStates.

TheinitialprojectproposalintendedtotranslateeducationalmaterialintoAfricanlanguages.However,asrecommendedinthereportoftheGothenburgworkshops,theeducationalmaterialusedinEuropeisoftenbeingcopiedwithoutapriorassessmentoftheimpactofthismaterial.Oncethiseducationalmaterialisevaluated,itcouldthenbetranslatedintothelanguagesofthemajorethnicAfricangroupslivinginEurope(e.g.Amharic,Somali).Consequently,wedecidedtotranslatethemainconclusionsandresultsofthe4workshopsfromEnglishintoFrench,fordisseminationamongFrancophoneAfricancommunities.

2.3.Unforeseenactivities

DuringthisDaphneproject,thewordwasspreadingfastthatanetworkonthepreventionofFGMwasbeingimplementedinEurope.Asaresult,theprojectcoordinator(ElsLeye)wasinvitedtopresentitsworkatseveralhigh-levelmeetingsinMemberStates:

“EuropeaneffortstopreventfemalegenitalmutilationinEurope”,WitnessattheAll-PartyParliamentaryGroup’sHearingsonFemaleGenitalMutilationintheHousesofParliamentofUK,May23-24,2000.

InItaly:

Presentation“ResearchasanallyinthefightagainstFGM”atthePublicMeeting“Mutilazionideigenitalifemminili”,HousesofParliamentofItaly,July6,2000.ThisactivitywasorganisedbyAIDOS(NGOinItaly),whocollectedthenecessaryfundstoinviteworkshopparticipantsfromunit2(communitylevel)tothisevent.Atthatmoment,wetooktheopportunitytoorganiseaworkshopwiththeseparticipantsonmediatraining.

NetworkmemberswereinvitedattheInternationalDayAgainstFGM,organisedintheEuropeanParliamentonNovember29,2000.PriortothisInternationalDayAgainstFGM,ameetingwasorganisedandtheNetworkwasformalised.
