Abstract:
GreeninfrastructureisanewurbanplanninganddesignconceptthatrepresentsanunprecedentedopportunityforChineselandscapearchitectswhereissuesconcerningplanninganddesignforthesustainabilityareofurgentimportance.ThestakesarehighasChinadevelopsnewinfrastructureatahistoricallyunprecedentedpace.Chinahasthespecialopportunityto“leadthewaytosustainability”bybuildinga21stcenturymodelofsustainableinfrastructure.
ThemainargumentpresentedisthatlandscapearchitectshavethepotentialtotakeleadershipinthetheoryandpracticeofgreeninfrastructureinChinabecauseoftheirknowledgeof;ecologicalsystemsandecosystemservices,human/culturalneeds,andthetechnicalmeansandpracticesbywhichurbanenvironmentsarebuiltandmanaged.Characteristicsofgreeninfrastructureareofferedandkeychallengesdiscussed.Examplesofgreeninfrastructureininternationalpracticearepresentedtoillustrategreeninfrastructureconceptsatarangeofscales,andincontextsfromurbancenterstoperi-urbanareas.

绿色基础设施是一种全新的城市规划与设计的概念,对中国景观设计师来说,当可持续性的规划与设计处于十分重要的地位时,它意味着前所未有的机会。
当前中国正以历史上前所未有的速度建设其基础设施,风险是巨大的,但通过建设21世纪的可持续基础设施,中国将拥有独特的机会去“引领可持续设计”。
景观设计师对生态系统、生态系统服务、人文需求、城市环境建设和管理方面的理论技术方法和实践都有深厚的了解,因此他们有潜力在中国的绿色基础设施的理论与实践中成为领军人物。
此文将会讨论绿色基础设施的主要特征和关键问题,所涉及国际案例将阐述不同尺度、不同城市背景下的绿色基础设施概念。

Infrastructureiscommonlyusedtodescribeanadministrative,ormanagementsystemthatsupportsaspecificfunctionorservice.Infrastructurealsoreferstothephysicalsystemsthatsupportlargescalepublicfunctions,suchastransportation,communicationorenergygenerationanddistribution.Commontothesetwodefinitionsisthegeneralunderstandingofinfrastructureasanunderlyingfoundation,orstructuralsystem,whichsupportsspecificsocialorphysicalfunctionsandservices.Infrastructureiswidelyunderstoodasthefundamentalandessentialsupportorganizedandmanagedtomakethemodernworldfunction–andifthe21stCenturyworldistofunctioninamoresustainablemanner,infrastructurewillplayacentralrole.
基础设施通常用来描述具有具体支持功能或服务功能的行政管理系统,也指支持大尺度公共功能的物质系统,如运输、通讯、能源生产及分配等。
与上述定义相类似的通常理解是把基础设施作为一种根本基础,或称为结构系统,这一系统支持具体的社会物质功能和服务。
基础设施被广泛认为是使得现代社会得以正常管理和运转的最基础和最重要的角色,因此,其在21世纪的可持续发展中将扮演重要角色。

Recently,theconceptofgreeninfrastructurehasbeenusedinrelationtolandscapesandphysicalsystemsthatsupporttheprovision,orsupportofecologicalandenvironmentalprocessesandservicesinsupportofsustainability.Thisusageaddsanothermeaningtotheadministrativeandfunctionalmeaningsofinfrastructuredescribedabove.BenedictandMcMahon(2006,p.1)definegreeninfrastructureas"aninterconnectednetworkofnaturalareasandotheropenspacesthatconservesnaturalecosystemvaluesandfunctions,sustainscleanairandwater,andprovidesawidearrayofbenefitstopeopleandwildlife."Thiscommonly-referenceddefinitionemphasizestheideaofinfrastructureasanetworkedsystemthatprovidesmultiplefunctionsandservices.
最近,绿色基础设施的概念被用于与景观或物质系统相关的内容中,其中景观或物质系统是指为实现可持续目标,支持生态过程和环境过程的服务系统。

Theconceptofecosystemservicesprovidesapowerfulnewlogicalargumentfortheprotectionandresponsibledevelopmentoflandscapes-justifiedbythespecificfunctionsthatlandscapesprovide,oftenwithdirectandmeasurableeconomicbenefits.TheUnitedNations’MillenniumEcosystemAssessment(2005)advancestheecosystemservicesconceptinthecontextofsustainability,arguingthattheprotectionoflandscapesthatprovideecosystemservicescanbejustifiedoneconomicterms–andconversely,thattheirabsenceordegradationcanhavenegativeeconomic,aswellasecologicaleffects.ExamplesofecosystemservicesfromtheMillenniumEcosystemAssessmentinclude:
floodprotection,climateregulationandtheproductionoffood.HurricaneKatrinaintheUSAin2005hasrecentlybeendiscussedinthecontextofecosystemservices.BecauseamajorityofthecoastalwetlandsofLouisianaweredestroyedfornavigationalpurposes,thestormsurgeandfloodprotectionfunctionstheyformerlyprovidedwerelostandtheresultwasfargreaterfloodingdamagefromhurricaneKatrinatothecityofNewOrleans.ProgressiveplannersarenowarguingfortherestorationofcoastalwetlandsspecificallyforthefuturefloodprotectionecosystemservicestheycanprovideforthecityofNewOrleans.Importantly,ifcoastalwetlandsarerestoredforfloodprotection,theywillprovideadditionalfunctionsandservicesincludingwildlifehabitatandwaterqualityimprovement.Restoredcoastalwetlandsasthesewouldfittheconceptofgreeninfrastructure.
生态系统服务的内涵为保护与合理发展景观提供了新颖强大的逻辑论据,它被景观所提供的具体功能所证明,通常具有可直接衡量的经济效益。
美国的《千年生态系统评估》(2005)在可持续背景下进一步发展了生态系统服务的概念,报告认为可以在经济层面上证实保护具有生态系统服务功能的景观所产生的价值,相反,景观的缺失或退化则会带来负面的经济和生态效应。
《千年生态系统评估》中的生态系统服务案例包括了防洪防汛,气候调节和粮食生产等内容。
2005年美国的卡特里娜飓风最近也在生态系统服务的背景下进行了探讨。
因为路易斯安娜州大部分的沿海湿地都因通航要求而遭到破坏,它们之前所提供的防洪和缓解风暴潮的功能也都相应丧失,导致卡特里娜飓风给新奥尔良市带来了巨大的洪水灾害。
现在思想进步的规划师们考虑到湿地将来所能提供给新奥尔良市的防洪功能,主张恢复沿海湿地。

Theconceptofecosystemservices,asgenerallyunderstood,primarilyaddressesbio-physicalresourcesandprocesses,likecoastalfloodprotectionasdiscussedabove.Landscapearchitects,landscapeecologists,andotherinterdisciplinarythinkersexpandthisconcepttomoreexplicitlyincluderesourcesandservicesthatdirectlybenefithumansaswellasbioticandabioticresourcesandprocesses.Theseareknownascultural,orlandscapeservices,andcomplementandexpandbio-physicalecosystemservicestoinclude:
recreation,aestheticinspirationandopportunitiesforsocialinteraction,andenvironmentaleducation,amongothers(Ahern2007).Meyerarguesthatsustainablelandscapesmustdomorethanfunctionorperformecologically,theycanandmustperformsociallyandculturally-intersectingwithsocialroutinesandspatialpractices(2008,117).Iarguethatthisexpandedandholisticconceptionofecosystem/landscapeservicesismorecloselyalignedwithabroad,multidimensionalandbalancedconceptionofsustainabilityingeneral,andappliesdirectlytogreeninfrastructureinChinaandelsewhere.
生态系统服务被普遍认为主要是指生物物理资源及其过程,像上面谈到的沿海洪水防御。

Ifgreeninfrastructureclaimstoprovideecosystemandlandscapeservices,particularlyinurbanandbuiltenvironments,advocatesandplannersshouldspecifyexplicitlywhatthosefunctionsandservicesare.Landscapearchitectsaretrainedtodesigngreeninfrastructurethatisbeautiful,economicalandthatprovidesspecificfunctionsandservices.However,landscapearchitectsrarelydocumentormeasurethespecificservicesandfunctionsthatweprovidethroughourwork.Wearemissingabigopportunitytoshowhowourworkdirectlyrelatestoandsupportssustainability.Figure1givesexamplesofthesefunctionsandservices,classifiedaccordingtotheAbiotic,BioticandCultural(ABC)resourcemodel(Ndubisi2002,Ahern1995,Yu2006).TheABCmodelrelatesdirectlytoacomprehensiveviewofsustainabilitybecauseitincludesboth“ecosystem”and“landscape”services–broadlydefined.Thisbroad,holisticABCviewisalignedwithtraditionallandscapearchitecturemethodsandvalues,itrelatesdirectlytosustainabilityanditstrengthenstheprofessionalroleoflandscapearchitects.
如果绿色基础设施声称可以在城市和已建成环境中提供生态系统和景观服务,,那么它的拥护者和规划师们则应明确而详细地说明它具有什么样的功能和服务。
通常受过系统训练的景观设计师会设计优美、经济并且能提供明确功能和服务的绿色基础设施,然而景观设计师却很少记录和测量通过我们的工作所提供的功能和服务。
这使得我们错失良机而未展示出我们的工作是如何与可持续性直接相关并为其提供支持。
