PREPARINGTHEGRANTAPPLICATION

PLANNINGTHEPROPOSAL

1.Reviewthemission,goalsandyearlyworkplanforyourorganization.Woulditbeinthepublicinterestforstatefundstosupportyourwork?

2.ReviewtheintentoftheDecentralizedArtsFundingProgram.Isthisalogicalfundingsourceforyourorganization?

3.Thinkabouttheneedsofyourcommunity.Howisyourprojectmeetingaparticularneed?

Doestheprojectinvolveyourcommunity?

FOLLOWINGINSTRUCTIONS

1.Reviewtheevaluationcriteriaforthetypeofgrantyouhaveselected(projectassistance,organizationalsupport).Keepitinfrontofyouwhenyouarewritingthenarrative.

2.Observelengthrestrictions,typefontandsize,rulesaboutattachments,etc.

3.Includeallrequireddocumentation(boardofdirectorslist,IRSletter,etc.)

4.Formulatearealisticbudgetthatincludesallrevenueandexpensesforyourproject.Callwithquestions.

 

WRITING

1.Bespecific.Assumethatthereaderknowsnothingaboutyourorganizationorprojectexceptwhatispresentedintheapplication.Usefactsandnotnecessarilyopinions.Presentconcreteplans,specificgoalsandevidenceofadequateresearchandplanning.

2.Avoidusingtoomuchjargon.Writeinsimple,clearlanguage.

3.Beconsistent.Thebudget,narrative,andproviderofserviceformsshouldallrelate.

4.Havepeoplewhoknownothingaboutyourprojectreadyourdraft.Doesitmakesensetothem?

Thenhavepeoplewhowereinvolvedintheplanningreadit.Doesthedescriptionreflecttheintentofyourorganization?

Doesitaddresstheevaluationcriteria?

5.Rewrite.Proofread,proofread,proofread.

DecentralizedArtsFundingProgram

 

TheLouisianaDecentralizedArtsFundingProgramprovidesasystemforfundingartsandculturalprojectsineveryparishofthestate.Fundsareprovidedtoeachparishonapercapitabasisutilizingthemostrecentcensusfigures.Asapplicantscompeteonlywithotherorganizationsintheirparish,decisionsaboutculturalprioritiesaremadelocally.

TheLouisianaDivisionoftheArtsdisbursesthefundstoeightRegionalDevelopmentAgencies,whichinturnregrantthosedollarstoparishesintheirregion.ACommunityDevelopmentCoordinatoradministerseachregion.TheCoordinatoridentifiesarts-sponsoringorganizationsandprovidesthemwithadviceandassistanceindevelopingartsprogramming.Inaddition,twoLocalRegrantingAgenciesserviceindividualparisheswithintwooftheregions.

 

Mission

TheLouisianaDecentralizedArtsFundingProgram(DAF),initiatedin1995,makestheartsavailableinallareasofthestatebygivingartists,nonprofitorganizations,communitygroups,andlocalgovernmentagenciesineachparishtheopportunitytodevelopartsprogramsthatmeettheirlocalneeds.

 

Policies

TheDecentralizedArtsFundingProgramisdesignedto:

▪ExpandeffortstomaketheartsaccessibletoallparishesinLouisiana.

▪Awardgrantstoorganizationslocatedwithintheparishforwhichfundsaredesignated.

 

Goals

ThegoalsoftheDecentralizedArtsFundingProgramareto:

▪Strengthenartsorganizations.

▪Encourageprofessionalartiststoundertakeprojectsthathavemeaningfulcommunityinvolvementandbuildaudiencesforthearts.

▪Encouragethedevelopmentofnewandinnovativecommunity-orientedprogramming.

▪Encourageavarietyofnonprofitorganizationstosponsorcommunity-orientedartsandculturalactivitiesincludingclassical,contemporaryandtraditionalartsineightartisticdisciplineswithintheparishfunded.

▪Leverageadditionallocalsupportforthearts.

▪Provideartsactivitiestogroupswhichhavehadlimitedartsexperiences.

▪Providefundingforartsandculturalactivitiesthatareopentothepublic.

▪Introducethegrantsprocessanddevelopgrant-writingskills.

WHATTYPEOFGRANTISAVAILABLE?

Thereisone

(1)grantcategoriesintheRegion8DecentralizedArtsFundingProgram:

ProjectAssistance

■Providesfundingforaspecificartsproject.Upto100%ofeligibleexpenses.

Theminimumgrantsrequestpercategoryis$500andthemaximumgrantrequestpercategoryis$10,000.Note:

Amountrequestedmaynotexceedparishallocation.

YoumaysubmituptotwoProjectAssistanceGrantapplications.

Nocashorin-kindmatchisrequiredintheDecentralizedArtsFundingProgram;however,amatchdemonstratescommunityinvolvementin—andcommitmentto—theprojectandisconsideredbythecommunityreviewpanels.Note:

Giventhecompetitivenatureofthegrantsprocessandthenumberofapplicantsperparish,itislikelyapplicantswillnotbefullyfunded;therefore,itisimportanttoconsideradditionalsourcesoffunding.

Allapplicantsmustapplyintheparishinwhichtheorganizationisdomiciledandincorporated.Theofficialdomicileistheorganization’sofficialaddressregisteredwiththeLouisianaSecretaryofStateandlocatedintheparishindicatedontheCertificateofIncorporation.AllnonprofitorganizationsmustbeingoodstandingwiththeLouisianaSecretaryofStatetoreceiveagrant.

Thefollowingtypesoforganizationsmayapply:

▪Louisiananon-profittax-exemptorganizations

▪Organizationswithoutnonprofittax-exemptstatusfromtheIRSmustberegisteredasanonprofitcorporationwiththeLouisianaSecretaryofState

▪Local,parish,orstategovernmentalagenciessuchaslibrariesormunicipalities

▪Publicorprivateschoolsandschoolboards.

▪Collegesoruniversitiessponsoringactivities(eachuniversitydepartmentisconsideredaseparateentity)intendedforcommunityparticipation(notacademic,credit-producing,orcurriculum-orientedprojects).Suchactivitiesmustprovidesignificantaccessandtheprobabilityofsignificantattendancebythegeneralpublic.

▪Organizationslackingthelegalstatustobeanapplicantmayapplyusinganeligiblenonprofitorganizationtobeafiscalagent.Thefiscalagentassumeslegalandfinancialresponsibility.NonprofitArtsOrganizationsreceivingStabilizationfundinginFY10fromtheDivisionoftheArtsmayserveasafiscalagentinProjectAssistance.(SeeFiscalAgentRequirementsbelow.)

▪Individualsmayapplybyusinganeligiblenonprofitorganizationasafiscalagentforprojectsdevelopedbyanindividualbutdirectlybenefitingthecommunityandincludingcommunityparticipation.Thisisnotafellowshiporawardofmerit.Thefiscalagentassumeslegalandfinancialresponsibilityfortheproject.(SeeFiscalAgentRequirementsbelow.)

FiscalAgentRequirements

▪Organizationsmayserveasafiscalagentforuptotwootherapplicants-termedsub-applicant-inadditiontotheirownapplications.

▪Fiscalagentsmustbedomiciledinthesameparishasthesub-applicant.

▪Fiscalagentsmaynotserveasaproviderofservicewithinthesameproject.

ChapterOrganizations/FederalGroupTaxExemptionRequirements

Chapterorganizationsusingfederalgrouptax-exemptstatusofcentralorganization,ifcentralorganizationisdomiciledinLouisiana,areeligibletoapplyforprojectassistancegrantfunds.

▪OrganizationsmustattachIRSnonprofittax-exemptdesignationletterforthecentralorganizationanddocumentationfromtheIRSindicatingchapterisunderthecentralorganization.

▪Chapterorganizationsmustapplyintheparishinwhichitisdomicil
