农村三资管理制度

财务收入管理制度

1、村级一切收入必须全额及时缴入会计服务中心开设的账户，统一管理。

具体包括:

包括财政转移支付收入;发包及上交收入;集体统一经营收入;一事一议筹资筹劳;土地补偿费;救济、扶贫款;罚没款物等其他收入情况。

2、收入行为一经发生，必须在5日内缴入账户，坚持先收后支,严禁以收抵支。

所有收入在规定时间内未入帐的，由经手人承担相应的纪律和法律责任.。

3、收入票据必须使用各县农经局统一要求的票据。

其中“一事一议”要附有村民代表会议记录复印件，任何村和个人不得自制、自购其他收款收据。

4、坚持“量入为出”的原则，严禁村级负债发生，确因特殊情况需要负债的，须经村民代表会议表决通过并报乡政府批准。

财务开支审批制度

1、村级经济活动中，村民委员会负责按年度支出计划，提前作出用款预算，经村两委审核，报会计服务中心审批后支出。

2、村财务支出实行“双核双签”制。

财务事项发生时，经手人必须取得有效的原始凭证，注明用途并签字，交民主理财小组审核同意并签字，经村委会主任审批同意、总支书记审核并签字，报会计服务中心审核后方可入账（或报账）。

3、涉及财务收支的事项应当每月按时结算。

未按时记结的，由直接责任人向民主理财小组报告，审议通过的，填写未结算事项报告单，按程序记结。

对审议未通过的支出事项，不予登记并由责任人自行处理。

4、村“两委”主要干部在离任或年度财务结账（决算）前，要认真清理任期内发生的经济收支事项，按程序及时入账。

财务公开管理制度

1、财务公开的形式:

各村要坚持实际、实用、实效的原则，在便于群众观看的地方设立固定的财务公开栏，同时还可以通过广播、“明白卡”、民主听证会等其他有效形式公开。

2、财务公开的内容:

财务计划:

包括财务收支计划;固定资产购建计划;农田基本建设计划;兴办企业及资源开发投资计划;收益分配计划等。

各项收入:

包括财政转移支付收入;发包及上交收入;集体统一经营收入;一事一议筹资筹劳;土地补偿费;救济、扶贫款;罚没款物等其他收入情况。

各项支出:

包括生产性建设支出（包括购建生产性固定资产支出）;公益福利事业支出（包括购建公益性固定资产支出）;村干部补助及奖励;集体统一经营支出;救济、扶贫专项支出;村办公经费等明细项目支出;五保户供养支出;罚没款物等其他支出情况。

各项财产:

包括现金及银行存款收支情况;库存物资;固定资产;对外投资;资源及项目发包、租赁情况;其他财产。

债权债务:

包括内部往来;外部单位和个人往来;银行（信用社）贷款;其他债权债务。

收益分配及其他事项:

包括公积公益金的提取和使用收支情况;年终收益分配。

3、财务公开的程序:

村集体经济组织公布的财务账目必须真实可靠，公开前必须经过民主理财小组的审核，公开榜必须由村委主

任、乡会计服务中心总会计、民主理财小组组长签字、加盖民主理财审核印章后，以村集体经济组织的名义公布，公布的材料必须存档。

村纪检监督小组负责对公开的内容、公开的时限进行监督。

4、财务公开时间:

全面详细的财务情况每年固定公开两次，一次是本年的7月15日，另一次是次年的3月25日。

一般的财务事项至少每季度公布一次，涉及农民利益的重大问题以及群众关心的事项要及时公开。

集体财务往来事项较多的村和实行了会计电算化的村，财务收支情况应每月公布一次，接受村民监督。

5、财务公开要求:

（1）村级财务公开表，要统一格式，必须有电脑生成打印的公开榜;

（2）重要事项，事前、事后双公开;

（3）常规事项，按月或按季定期公开;

（4）特殊事项，随时发生随时公开;

（5）跨年度事项，当年按进展情况公开，结束时一次性公开;

（6）张榜公布的财务资料要求保留15天以上。

财务预决算制度

1、各村应编制村级财务预算，并经村民会议审议通过后，报乡会计服务中心备案，作为其当年资金开支的依据。

2、年度终了时，乡会计服务中心根据该年各村资金实际使用情况，编制决算报告，送各村村民会议审议。

3、预算编制要贯彻“实事求是、量入为出和收支平衡”的原则，村集体经济组织将各项收入、支出全部纳入预算。

4、预算编制的支出预算主要是进行生产经营和管理活动所发生的各种支出。

预算支出要分四部分，即:

“一事一议”项目专项支出，干部工资、办公经费和“五保户”支出，其它生产公益事业项目支出，其它支出。

5、预决算编制程序是:

村集体经济组织年初编制财务预算方案，经村民主理财小组审核同意，村民代表大会讨论通过后，报乡镇会计服务中心审批。

年终编制决算报表，需经村民主理财小组审核通过。

预算编制的收入预算要根据历年收入情况和下一年度收入增减变动因素，测算年度取得的各项收入。

预算收入要分四部分做出，即:

6、预算一经批准，村集体经济组织要分解落实预算，保证预算顺利实施。
