1.0introduction

ThepurposeofPhaseIIofthestart-upistoensurethatallsystempreparationiscarriedoutpriortoCFD11Field1stOilStart-Up.Themaintasksunderthisphaseofthestart-upareasfollows:

PhaseIIofthestart-upinitiallyinvolvesopeningthetreevalvesandtheselfequalisingSCSSVonwellWCP-1001.Theslugofasphaltenedispersantandcorrosioninhibitorwillminimisethepotentialofconcretionformationonstart-upaswellasminimisingthepressuredropacrosstheproductionchokewhenthewellisbroughtintoservice.Afterthisphaseiscompletethewellwillbelinedoutreadyforproductionwithpressurebeingheldagainsttheproductionchokevalves.

Thestartingbasisforthisphaseisthatallsafetysystemstogetherwiththoseutility/chemicalsystemsrequiredforpreparationoftheWGPAsystemareoperational.ThesearedefinedinSection4.0.

Thefirstwellintoproductionisahighwatercutwellandwillbeusedtostarttheplatformproductionandassistinequipmentwarmup.

ThetimingofPhaseIIcanbecompletedasaparallelactivitywiththeinitialPhaseIII-WHPAsystemspreparationandPhaseIV-FPSOsystemspreparationcheckspriortostart-up.Additionally,theprimingofasphaltenedispersant,waxinhibitorandcorrosioninhibitorlinesinthisprocedurecanbecarriedoutinparallel.Thesethreephasesshouldbeplannedsuchthatoncetheasphaltenedispersantinjectionlineshavebeenprimedandpressurized,WP-1001productioncancommence.Corrosioninhibitorisnotcriticalatthispoint,duringinitialproductionofWCP-1001,thecorrosioninhibitorlinescanstillbeprimedreadyforcorrosioninhibitorinjection.

Shutdownsignalsthatrequiretobeoverriddenaspartofthestart-upwillbeimplementedthroughtheFoxboroSoftwareusingtheStart-UpTimerOverridefacility.Signalsoverriddenthiswaywillautomaticallybecomeoperationalwhena‘healthy’signal（i.e.abovethetripset-point）isreceived.Thismethodautomaticallyoverridestheoutputfromthetransmittertopreventthetripactionsfrombeingexecuted.ThereforewhereatransmitterhasaHiHiandLoLotripassociatedwithit,theHiHitripwillremainoperational.

PhaseIIofthestart-upprepareWGPA’ssafety&environmentsystemsforstart-Upandensuresthestatusofprocesssystemsandutilitysystemspreparationpriortofirstoil.

Firstoilsystemswillhavebeenhandovertooperations,operationswillleadthesystempreparation.

Allutilitiesandancillaries（includingflare,drains,andheatingmedium,powerandinstrumentcontrol/safetysystems）whicharerequiredbytheaboveprocessingfacilitieswillbefullycommissionedandavailable.

OncompletionofPhaseII,WGPAwillbereadytocommencefirstoilstart-Up.

2.0safety&environmental

ManagingSafetyandcarefortheEnvironmentisthefirstpriorityfortheprojectteam.Allofthestartupactivitieswillberequiredtofullyconsider;thesafetyandhealthhazards,plusanypotentialforunwanteddischargestothesea.Allworkwillbesubjecttoriskassessmentandpersonnelwillbemadeawareofanypotentialhazards.ThroughfullyunderstandingtheworkscopeandcarefullymanagingtheHazardstheprojectteamexpecttocarryouttheprogramefficientlyandsafely.

PriortoStartup,alloftheLifesaving,CommunicationsandEmergencyResponsesystemswillhavebeenfullycommissionedandhandedovertotheoperationsteam.Thiswillhavebeendocumentedinthecommissioninghandoverreports.Personnelinvolvedinthestartupwillberequiredtofullyunderstandtheescapeplantheymayberequiredtoundertake.

FurthertotheLifesavingandEmergencyResponsesystemsthefollowingcontrol,safetyandfirefightingsystemswillbeoperational:

–EmergencyShutdownSystem（ESD）

–ProcessControlSystem（PCS）

–FireandGasDetection（F&G）

–Firewaterprotectionsystems,monitors,deluge,foam,CO2systems&fireextinguishers.

–Flare&VentSystems,PSVs

–Localsafetyshowers,EyeWashStations.

Alloftherelevanthandoveracceptancedocumentationwillbecompleteandavailable.

TocommencethisphaseoftheCFD11FieldStart-Up,approvalisrequiredbytheFieldOIMandWellheadSupervisors.

AllactivitiesduringthisphaseshallbesubjecttotheappropriateriskassessmentandtheworkwillbecarriedoutinaccordancewiththePermittoWorkSystem.

Priortostartup,allotherworkactivities,suchastopsidesconstruction,drilling,wellcompletion,marine,loading,liftingandcommissioningshallbereviewedtoestablishiftheareanyconflicts.Wherenecessaryotherworkwillceaseuntilitisconsideredsafetodoso.Allhotworkactivitywillberequiredtoceaseinhighriskareas

Alloutstandingactionsfromtheprojectorstart-upprocedureHAZOPs/HAZIDsshouldbereviewedandallcriticalissuesclosedandsignedoff.

AnyblindsorspadesusedtoprovidephysicalisolationmustbeidentifiableaccordingtoCFD11-1/2oilfieldisolationphilosophy.

Safetyreviews/talkswillhavebeencompletedwithallrelevantpersonnelpriortocommencingthisphaseofpreparationforfirstoil.ThisshallbedocumentedusingaToolBoxRecordsheet.

Thecorrectandmarkedupdocumentationwillbemadeavailabletotheappropriatepersonnelinvolvedinthestartupactivity.

Platformandpersonalcommunicationsystemswillbetestedpriortostartup.Regularannouncements/communicationswillbemaintainedtoadvisepersonnelofthestartupprogressandanysafetyissues.

Asystemwillbeinplacetomanagechangestothestartupplan.Thiswillincludethenecessaryconsideration/riskassessmentbyallrelevantparties.Changestotheprogramwillincludenecessarychangestodocumentationandfurthertoolboxtalksforallpersonnelinvolved.

3.0material&Consumables

Thefollowingmaterials/consumableswillbeutilisedduringStart-Up.

1）Theasphaltenedispersantandwaxinhibitorinjectionlineswillrequirebeingprimedwithasphaltenedispersantandwaxinhibitorpriortofirstoilstart-up.

2）Thecorrosioninhibitorinjectionlineswillrequirebeingprimedwithcorrosioninhibitorpriortofirstoilstart-up.

3）Diesel.Thedieselequalizationlineswillrequirebeingprimedwithdieselpriortofirstoilstartup.AdequatedieselsuppliesshouldbeonboardforwellequalizationPhaseVI-WGPAProductionStart-Up.

4.0systempreparation

AllsystemsaredetailedinSection3.0ofPhaseI–HandovertoOperations（DocumentNo.CFD-OP-PR-001）arerequiredandshouldalreadybeoperationalaspartofthepre-requisitetotheCFD11-1/2oilfieldstart-upphase.

CFD11-1/2oilfieldsystemshavebeenhandedovertooperations.Theworkforwellcompletionandinducedproductionhasbeenfinished.Theutilitysystemandprocesssystemsstatusshouldbeconfirmed.Butalltheutilitiessystemhasbeenstarteduporinservice.Theutilitiessystemdetailscanbeshownasfollowings:

1）Firewater,delugeandfoamsystemsfunctioningandlive.

2）AllSCSSV’sandSSV’sfunctiontestedandoperationalfromtheWellheadLocalControlPanelfortheproductionwellstobecommissioned.

3）Allancillaries（e.g.airandpower）requiredforthewellheadlocalControlPanelfortheproductionwellstobecommissioned.

4）ESDsystemliveandfunctioningwithrequiredlinkstothewellheadlocalControlPanel.

5）Fire&Gassystemliveandfunctioning.

6）AsphaltenedispersantinjectionsystemcommissionedandavailabletoinjectviaXmastreeforthoselinestobestartedup.Anadequatevolumeofasphaltenedispersantmustalsobeavailableinthestoragetank（championtoadvise）.

7）CorrosioninhibitorsystemcommissionedandavailabletoinjectviaXmastreeforthoselinestobestartedup.

8）Waxinhibitorinjectionsystemcommissionedandavailabletoinjectviaproductionlinedownstreamlinestobestartedup.Anadequatevolumeofwaxinhibitormustalsobeavailableinthestoragetank.

9）Closeddrain/ventscrubbervesselnormaloperationlevelestablishedandcloseddrainpumpscommissioned.

10）TheClosedDrainssystemavailable.

11）OpenDrainssystemavailable.

12）Seawatersystemoperational.

13）Dieselsystemoperationalandlinedouttotheusers.

14）Potablewatersystemoperationalandlinedouttotheusers.

15）PowersystemisbeingsuppliedfromFPSO.

16）Emergencygeneratoravailable.

17）UPSavailableandfunctioning.

ObtainclearancefromtheOIMandProductionSupervisortocommencePhaseII-WGPAPreparationforFirstOil.EnsurepermitsareavailableforPhaseIIwork.EnsurethatradiocommunicationsexistbetweentechniciansinthefieldandthecentralControlRoom（CCR）.
