尊敬的伦敦市副市长巴恩斯先生，

尊敬的西敏寺市市长华纳女士，

尊敬的中国国务院侨务办公室主任李海峰女士，

尊敬的伦敦华埠商会主席邓柱廷先生、会长吴国强先生，

各位来宾，

女士们、先生们：

我谨代表中国驻英国大使馆向各位嘉宾和朋友们拜年！

春节是中国的传统佳节，阖家团圆，举国欢庆，人们祈盼风调雨顺，国泰民安。

TheChineseNewYearisatimeforfamilyreunionsandnationalcelebration.AnditiswhenallChinesepeopleexpresstheirwishforaprosperousyear,bothfortheirfamiliesandtheirmotherland.

春节现在不仅是中国人的节日，也正在成为各国人民共同的节日。

无论是中国，还是亚洲、美洲和欧洲；无论是伦敦，还是爱丁堡、曼彻斯特和利物浦，各地张灯结彩，舞龙戏狮，普天共庆，四海同春。

Today,theChineseNewYeariscelebratednotonlybytheChinesepeople,butalsobythepeopleineverypartoftheworld.FromChinaandacrossAsia,toEuropeandAmerica,whereveryougo,youcanfeelthejoyofcelebrating.HereinLondon,asinEdinburgh,Manchester,Liverpool,andmanyothercities,peoplearedecoratingtheirhomesandstreetswithcolourfullanternsandcelebratingwithdragonandliondances.

春节与伦敦有个一年一度的约会。

在特拉法加广场举行的这场中国文化盛事，今年已经是连续第10年。

它已成为亚洲以外规模最大的春节庆典活动。

中国和英国都有着悠久的历史、灿烂的文化、伟大的发明和勤劳的人民，都为人类文明的发展做出了非凡贡献。

中国和英国都是当今具有重要影响的大国，都致力于促进世界和平、稳定和繁荣。

人类进步和时代潮流告诉我们，相知才能互信，合作才能共赢。

让我们携起手来，为构建一个持久和平、共同繁荣的和谐世界而共同作出努力。

Thisisthe10thyearthatwehavebeencelebratingtheChineseNewYearhereinTrafalgarSquare.IthasbecomethelargesteventofcelebratingtheChineseNewYearoutsideAsia.WefeelitimportanttoshareourhappinesswiththeUK,acountryweinChinahavesomuchincommonwith.Webothhavetime-honouredhistories,splendidculturesandhard-workingpeople.Wearebothproudofthecontributionswehavemadetohumancivilization,andarebothplayingimportantroleininternationalarenaforworldpeace,stabilityandprosperity.Historytellsus:

mutualtrustcomesfrommutualunderstanding,andcooperationleadstoawin-wininourdevelopment.Letusjoinhandstobuildaharmoniousworldoflastingpeaceandcommonprosperity.

我要感谢大伦敦市政府、西敏寺市政府和伦敦华埠商会，感谢你们的不懈努力和辛勤付出，感谢你们为增进中英人民的了解和友谊做出的贡献。

今天，我也要感谢远道而来的中国国务院侨务办公室主任李海峰女士以及文化部外联局舒晓公参，他们分别从中国带来了两个顶尖水平的艺术团体，与我们共庆新春，为伦敦春节庆典增色添彩。

女士们，先生们，朋友们：

DearFriends,

非常高兴同亚太工商界的朋友们相聚在美丽的港口城市横滨，围绕“亚太新兴市场国家”这一主题交换看法。

Iamdelightedtomeetyou,friendsfromtheAsia-Pacificbusinesscommunity,inthebeautifulportcityofYokohamaandexchangeviewswithyouonthetopicof"EmergingMarketsintheAsiaPacific".

越来越多新兴市场国家快速发展，是21世纪国际政治经济发展中的突出现象。

新兴市场国家顺应经济全球化深入发展和国际产业分工转移的趋势，根据本国国情，调整和完善经济发展战略，形成了各具特色的经济发展道路和发展模式。

新兴市场国家发展动力强劲、发展可持续性强，逐渐成为世界经济增长的重要引擎。

特别是在应对国际金融危机的过程中，新兴市场国家率先实现经济复苏并保持较快增长，为促进世界经济复苏发挥了重要作用，在国际舞台上的作用日益受到各方关注。

Therapiddevelopmentofmoreandmoreemergingmarketsisasalientfeatureoftheinternationalpoliticalandeconomiclandscapeinthe21stcentury.Inkeepingwiththetrendtowardeconomicglobalizationandindustrialrelocation,emergingmarketshaveadjustedandimprovedeconomicdevelopmentstrategiesinthelightoftheirnationalcircumstancesandembracedeconomicdevelopmentpathsandmodelswithdistinctivefeatures.Withrobustandsustaineddevelopment,theyhavebecomeanimportantenginedrivingworldeconomicgrowth.Inthefightagainsttheinternationalfinancialcrisis,emergingmarketswerethefirsttoachieveaneconomicreboundandfairlyrapidgrowthandplayedanimportantpartinpromotingworldeconomicrecovery.Countriesacrosstheworldarenowpayinggreaterattentiontotheroleoftheemergingmarketsontheinternationalstage.

亚太地区聚集了诸多新兴市场国家，其发展和未来走向对亚太地区乃至世界具有重要影响。

这次亚太经合组织工商领导人峰会以“亚太新兴市场国家”为主题展开讨论，具有重要现实意义。

我愿借此机会谈几点看法。

TherearemanyemergingmarketsintheAsia-Pacificregion.TheirdevelopmentandtheirfuturewillhaveamajorimpactnotonlyontheAsiaPacific,butalsothewholeworld.ItisthereforehighlyrelevantforthisCEOsummittochoose"EmergingMarketsintheAsiaPacific"asthethemeofdiscussion.Iwishtotakethisopportunitytosharewithyouthefollowingobservations.

第一，亚太新兴市场国家为世界发展作出重要贡献，将继续提供巨大发展机遇。

亚太新兴市场国家快速发展，直接改变了许多国家和地区的落后面貌，改善了亿万人民生活，为缩小发展差距、减少贫困人口、实现联合国千年发展目标作出重要贡献。

亚太新兴市场国家积极参与国际经贸合作，供应大量能源和原材料，为其他国家发展提供了充足资源；出口物美价廉的工业制成品，为各国提供了丰富多样的商品；进口大量商品和服务，为世界经济增长提供了市场和动力；吸纳巨额外资，为国际资本流动提供了重要目的地。

亚太新兴市场国家将在资源、产品、市场、资本等方面为世界经济发展创造更多机遇。

国际社会应该同亚太新兴市场国家一道努力，抓住机遇，挖掘潜力，促进各国共同发展繁荣。

First,Asia-Pacificemergingmarketshavemadeimportantcontributiontoworlddevelopmentandwillcontinuetoofferenormousdevelopmentopportunities.Therapiddevelopmentofemergingmarketsinourregionhaschangedthestateofbackwardnessinmanycountriesandregionsandimprovedthelivesofhundredsofmillionsofpeople.Ithascontributedsignificantlytotheendeavortonarrowdevelopmentgaps,reducepovertyandattaintheUNMillenniumDevelopmentGoals（MDGs）.TheAsia-Pacificemergingmarketshaveactivelyengagedininternationalbusinesscooperation.Bysupplyingahugeamountofenergyandrawmaterials,theyhaveprovidedsufficientresourcesforthedevelopmentofothercountries.Byexportingqualityyetinexpensivemanufacturedproducts,theyhaveofferedarichvarietyofgoodstoothermarkets.Byimportinggoodsandservicesonalargescale,theyhaveprovidedmarketanddynamismforworldeconomicgrowth.Andbyattractingvastforeigndirectinvestment,theyhavemadethemselvesmajordestinationsforinternationalcapitalflow.Lookingahead,emergingmarketsintheAsiaPacificwillofferevenmoreopportunitiesforworldeconomicdevelopmentintermsofresources,goods,marketandcapital.Theinternationalcommunityshouldworkwiththemtoseizeopportunities,tapthepotentialandpromotethecommondevelopmentandprosperityofallcountries.

第二，亚太新兴市场国家发展迅速，但仍面临诸多艰巨挑战。

我们应该看到，虽然亚太新兴市场国家发展取得显著成就，但生产力总体水平不高，自主创新能力有待加强，长期形成的结构性矛盾和粗放型增长方式尚未根本改变。

亚太新兴市场国家普遍面临着发展经济、改善民生的艰巨任务，面临着工业化、城镇化、现代化的崭新课题，面临着促进城乡、区域、经济社会协调发展的重大挑战，面临着健全制度体系、提升创新能力等紧迫问题。

亚太新兴市场国家在实现全面发展方面仍有很长的路要走，还需要长期艰苦努力。

国际社会应该用全面、客观、历史的眼光看待亚太新兴市场国家发展，在认可其发展成就的同时，全面看待和充分理解其面临的困难和挑战。

Second,Asia-Pacificemergingmarketsstillfacemanydauntingchallengesdespitetheirrapiddevelopment.Wemustrecognizethatalthoughemergingmarketsinourregionhavescoredremarkableachievementsindevelopment,theoverallleveloftheirproductivityisnothighandtheirabilityforinnovationisnotstrong.Theyareconfrontedwithstructuralproblemsaccumulatedovertheyearsandtheirextensivegrowthmodelisyettobechangedinafundamentalway.Forthem,developingtheeconomyandimprovingpeople'slivelihoodremainsanarduoustaskandachievingindustrialization,urbanizationandmodernizationisanunprecedentedendeavor.Theymustmeetthemajorchallengeofensuringcoordinateddevelopmentbetweenurbanandruralareas,amongdifferentregionsandbetweentheeconomicsectorandthesocialsector.Andtheyhaveapressingneedtoimprovetheirinstitutionsandenhancetheirinnovationcapabilities.Inshort,theystillhavealongwaytogobeforetheycanachievecomprehensivedevelopmentandtheymustmakesustainedandstrenuousefforts.TheinternationalcommunityshouldviewthedevelopmentofAsia-Pacificemergingmarketsinaholisticandobjectivewayandputitinahistoricalperspective.Whileacknowledgingtheirdevelopmentachievements,theinternationalcommunitymustfullyappreciatetheirdifficultiesandchallenges.

第三，亚太新兴市场国家积极应对全球性挑战，承担的国际责任应该与其发展阶段相适应。

亚太新兴市场国家作为国际社会重要成员，积极和建设性参与国际合作，同各方一道应对国际金融危机、气候变化、能源资源安全、公共卫生安全、重大自然灾害等全球性挑战。

亚太新兴市场国家积极参与南南合作，帮助其他发展中国家加快发展，为国际发展事业、促进各国共同发展作出贡献。

同时，我们也应该看到，亚太新兴市场国家自身仍处于发展的初级阶段，其能力和资源等有限，要求他们承担超出能力和发展阶段的责任和义务，不但无助于国际合作和世界经济发展，反而将损害亚太新兴市场国家发展。

国际社会应该鼓励亚太新兴市场国家立足自身国情、发展阶段和水平，承担力所能及的国际责任。

Third,Asia-Pacificemergingmarketshaveactivelyrespondedtoglobalchallengesandtheinternationalresponsibilitiestheyundertakeshouldbecommensuratewiththeirdevelopmentstage.Asimportantmembersoftheinternationalcommunity,theAsia-Pacificemergingmarketshavetakenanactiveandconstructivepartininternationalcooperationandworkedwithvariouspartiestocountersuchglobalchallengesastheinternationalfinancialcrisis,climatechange,energyandresourcessecurity,publichealthsecurityandseriousnaturaldisasters.TheyhavebeenenergeticallyengagedinSouth-Southcooperation,helpingotherdevelopingcountriesspeedupdevelopmentandcontributingtothecauseof
