2005年3月，EIA/ECCB公佈EIA/ECCB954，作為有害物質管理之系統標準，為IECQ的暫行規格。

2005年10月，IEC/IECQ將這個標準提昇為正式的規格之一，並正式編號及命名為QC080000（HSPM）。

2012證書的轉換於於2012年年6月月1日前日前已已取得取得QC080000:

2005認證認證之組織之組織在2012年6月1日至2014年6月1日（含）之間，所有的現場稽核（包括年審、換證和extension）在驗證單位（CB）和客戶雙方同意的情況下，可以以QC080000:

2005或QC080000:

2012為認證標準進行稽核。

客戶可以選擇在2012年6月1日至2014年6月1日之間（在現有證書的有效期限內）安排進行轉換稽核。

2012證書的轉換證書證書轉換轉換的規定的規定:

新證書必須在現場稽核完成後才能發放（在沒有主要缺失的情況下）如果是在年審或extension稽核進行證書轉換，必須在現有稽核人天數，增加0.5人天的文件審查人天以及1人天的現場稽核人天如果是在換證稽核時同時進行轉換，則依照換證稽核人天安排，不需增加稽核人天數。

除了換證稽核不需要增加其他的稽核次數QC080000:

2012證書的轉換在在2012年年6月月1日以後申請日以後申請QC080000:

2005認證認證之組織之組織在2012年6月1日至2014年6月1日（含）之間，在驗證單位（CB）和客戶雙方同意的情況下，首次驗證稽核可以選擇以QC080000:

2012證書的轉換對於對於HSPCM驗證範圍中驗證範圍中EURoHS之要求之要求:

在2013年1月1日前組織可以將（2002/95/EC）及/或改版的RoHS（2011/65/EU）列入控制範圍。

但自2013年1月1日以後就不可以再將RoHS（2002/95/EC）列入控制範圍，也就是說自2013年1月1日以後只能將新版的RoHS（2011/65/EU）列入管制範圍。
