Article1ThepresentLawis第一条为了维护道路交通秩序，预防formulatedwithaviewto和减少交通事故，保护人身安全，保maintainingtheroadtraffic护公民、法人和其他组织的财产安全order,preventingandreducing及其他合法权益，提高通行效率，制trafficaccidents,protecting定本法。

ChapterIIVehiclesandDrivers第二章车辆和驾驶人Section1MotorVehiclesand第一节机动车、非机动车Non-MotorVehicles
Article8TheStateappliesa第八条国家对机动车实行登记制度。

Article9Whoeverappliesforthe第九条申请机动车登记，应当提交以

Article10Amotorvehiclewhichis第十条准予登记的机动车应当符合

Article11Whoeverdrivesamotor第十一条驾驶机动车上道路行驶，应

Article13Forthemotorvehicles第十三条对登记后上道路行驶的机runningonroadafter动车，应当依照法律、行政法规的规registration,technical定，根据车辆用途、载客载货数量、inspectionsofsafetyshallbe使用年限等不同情况，定期进行安全carriedoutinaccordancewiththe技术检验。
对提供机动车行驶证和机lawsandadministrative动车第三者责任强制保险单的，机动regulationsandinlightofsuch车安全技术检验机构应当予以检验，differentparticularsasthe任何单位不得附加其他条件。
