General总则

TheintentionofthisscriptistodefinethetransitionfromConstructionPhasetoProductionPhaseinaproject.本文件旨在界定项目从施工阶段向生产阶段的转变。

Itcomprisesthesummaryofprocedures,whichhavetobecompletedaswellastheallocationofresponsibilitiesfortheseproceduresbetweenOwnerandContractor.Allocationofresponsibilitieshastobedefinedforeachindividualprojectdependingontypeofprojectandcontract.本文件包括必须完成之程序文件的汇总以及业主和承包商在此类程序文件方面的责任划分。

责任划分应根据每个项目和合同的类型予以界定。

AcceptanceOfThePlantmayoccuratanymilestonesasdescribedhereafter.InthisprocedureitisassumedthattheAcceptanceOfThePlantwillbeafterthePerformanceTest.Ifthisisnotthecase,thisworkprocedureshouldbeadaptedaccordingly.装置验收可在如下所界定的任何里程碑点发生。

在本程序中，暂定装置验收于性能考核之后发生。

若非如此，则应对本工作程序进行修订。

TheContractorshallprepareadetailedtestplanandschedule.承包商应编制详细的试验计划及其进度计划。

2DefinitionandProcedure术语定义与程序

InthisdocumentthefollowingtermsareusedtodefinethetransitionfromConstructionPhasetoProductionPhaseinaproject.在本文件中，采用以下术语界定项目从施工阶段向生产阶段的转变。

2.1CompletionofConstruction（Milestone）施工完工（里程碑）

Constructionofaplantorapartofaplantisthealignmentandassemblingofallitemsofequipmentandmaterialsneededtobuildafunctioningandreliableplant.装置或部分装置的施工系指建设可正常运转且可靠的装置所必需的所有设备和材料的找正及组装。

Theplant,orpartthereof,hasreached„CompletionofConstruction’’whenallitemofequipmentandmaterialsfortheplant,oranypartthereof,havebeenphysicalassembledinaccordancewithdrawings,specifications,instructions,andapplicablecodesandregulations.装置或部分装置在其所有设备和材料根据图纸、规范、说明书以及适用法规得以正确组装时即达到施工完工。

AtthistimeallE&

IEquipmentandmaterialsarewiredandSoftware（SW）isinstalledonProcessControlSystem（PCS）.此时，所有电仪设备和材料应完成接线，且软件（SW）已安装在工艺控制系统（PCS）中。

2.1.1MechanicalChecksandTests机械检查与实验

UponCompletionofErectionofeachpieceofequipment,facilityordiscretepartofthePlant,mechanicalchecksandtestsshallbecarriedoutaccordingtotheOWNER’SorApprovedContractor’schecklist.在完成单台设备、设施或单独装置部分安装后，应根据业主或经业主批准的承包商的检查清单执行机械检查与试验。

Themechanicalchecksandtestsshallbetoestablishthat:

应通过机械检查与试验确定：

ThePlantiserectedinaccordancewiththeOWNER’SorApprovedContractor’spipingandinstrumentdiagram,constructiondrawingsandtheVendor’sdrawingsissuedforthePlant;

装置安装符合业主或经业主批准的承包商管道仪表流程图、施工图以及供货商图纸的要求。

TheMaterialsareinstalledandmechanicallyfunctioninaccordancewiththeOWNER’sorApprovedContractor’sprojectspecifications;

and材料安装及机械性能符合业主或经业主批准的承包商项目规范的要求；

且

ApplicablecodesaslistedintheOWNER’sorApprovedContractor’sprojectspecificationsarefollowedformaterialsandworkmanship;

材料和工艺符合业主或经业主批准的承包商项目规范所列适用规范的要求；

areallinaccordancewiththerequirementsspecifiedintheContractanditsAnnexes.全部符合合同及其附录的要求。

Itemssuchaspainting,thermalinsulationandfinalclean-upwhichdonotmateriallyaffecttheoperationorsafetyofthePlantwillbeexcludedafterOWNERapproved.AlltheseitemsshallbelistedandcompletedbyContractorafterPrecommissioningorCommissioningatthediscretionoftheOWNER,butbeforetheAcceptanceoftheplant.经业主批准对装置操作或安全无实质影响的项目，如油漆、保温及最终清洗等，应排除在外。

此类项目应单独列出，并根据业主的指令承包商应在预试车或试车之后但在装置验收之前完成。

2.1.2Procedure程序

TheContractorshallprepareandmaintainatSitetestformsandrecordswhichshallinclude:

承包商应编制并在现场保有试验表格与记录，其中包括：

-Descriptionoftypeoftestorcheck,有关试验或检查类型的说明，

-Dateandtimesoftestorcheck,试验或检查的日期及时间，

-Identificationofequipmentandfacilities,设备及设施的指定；

-Testpressureifapplicable,testdataandresults,includingremarks,ifany,试验压力（如适用），试验数据与结果，包括备注（如果有），

-SignatureoftheOwner’spersonnelattestingtodatarecorded,ifrequired.业主人员对所记录数据的签字确认（如需要）。

Check,testandrecordsthereofshallbecarriedoutbytheContractor’spersonnel.承包商人员负责进行检查、试验及记录。

WherevertheOwner’switnessorattestingforthecheckortestisrequired,theOwner’spersonnelshallattendsuchcheckandtest.Forthispurpose,theContractorshallkeeptheOwnerinformedofaday-to-daytestplanschedule.Thetestplanscheduleshouldbeconstantlyrevisedtoreflecttheactualprogressoftheworkandtest.如果需要业主对检查或试验进行见证，业主人员应在此类检查及试验时到场。

有鉴于此，承包商应向业主通报日试验计划进度。

试验计划进度计划应持续进行修订，以反映工程和试验的实际进度。

AnyitemsfoundincompleteorrequiringrepairoradjustmentshallbemarkedassuchonthetestrecordsandthenreportedbytheContractortotheOwner’sandContractor’spersonnelinchargeoftherelevantconstructionarea.如果承包商发现任何项不完整或需要修补或调整，则应在试验记录上加以注明，并通报给业主及承包商在相关施工区的负责人。

TheContractorshallexpediteandfollowupthecompletionofincomplete,repairedoradjustedworkandshallkeeptheseexpeditingrecordsuptodate.承包商应催交并跟踪不完整工程、修补工程或调整工程的完成情况，并随时更新催交记录。

Checkingproceduresshallberepeateduntilalltheitemsonthechecklistarecleared.重复检查程序，直至检查清单上列出的所有项均得到检查。

Atthecompletionofeachtest,theOwnershallcertifyonthetestrecordsthatsaidtestissatisfactory,otherwisetheContractorshallrepeatthetests.Uponthesatisfactorycompletionofthere-test,re-certificationbytheOwnershallbemadeaccordingly.在每次试验完成之后，业主应在试验记录上确认所作试验圆满完成。

否则承包商应重复试验。

在重新试验圆满完成之后，业主应相应地再次予以确认。

AcompletesetoftestrecordsshallbehandedovertotheOwneroncompletion.整套试验记录应在完工时移交给业主。

2.2Pre-Commissioning（Phase）预试车（阶段）

Pre-commissioningproceduresarethenon-operatingadjustmentsandcoldalignmentchecksdetailedinchapter3thatarenecessarytoreachthestatusof“MechanicalCompletion”.预试车程序系指达到机械完工状态所必要的非操作性调试以及冷对中检查，详见第三章。

Typicalpre-commissioningproceduresare:

典型预试车程序包括：

∙Hydro-andwhereapplicablepressure-tests水压试验及压力试验（如适用）

∙Loopchecks回路检查

∙Leakagetest.泄漏试验。

2.2.1Procedure程序

ThesameContractor’spersonnelwhoundertookthecheck,testsandrecordingofresultsatCompletionofErectionshallcontinuetoberesponsibleforthecompletionofanyremainingwork,adjustmentsandrepairsoftheequipmentmarkedonthetestrecordsduringPrecommissioningandforthemaintenanceofappropriaterecords.在预试车阶段，执行完工检查、试验和记录的相同人员应继续负责试验记录所注明剩余工程或设备调整或修补的完成，同时负责保持适当的记录。

PartoftheContractor’spersonnelappointedforCommissioningshallalsoparticipateinPrecommissioningworktocheckthesatisfactoryperformanceofthePlant.部分承包商指定试车人员也应参与预试车工作，对装置性能满意状况进行检查。

FamiliarizationbytheOwner’soperationpersonnelonthePlantshallbeagreeduponandmaybecarriedoutduringthechecksandtestsbytheContractor’sconstructionpersonnel.承包商应与业主就业主操作人员对装置进行了解这一事宜达成一致，并同意业主人员可在承包商施工人员进行检查和试验时了解装置情况。

TheOwnershallfurnishoperatingandmaintenancepersonnel,toperformthosepartsofPrecommissioningworkwhichareagreedtobetheOwner’sresponsibilityinaccordancewithANNEXB5.1.业主应提供操作和维修人员参与双方协定且附录B5.1明确规定需由业主负责的部分预试车工作。

TheContractorshallensurethathispersonnelworkincloseconjunctionwiththeOwner’spersonnelbyprovidingsupervisionandadvicewherenecessary.承包商应确保其工作人员与业主人员密切合作，在必要时提供监督和建议。

TheContractorshallprepareanInstallationandTestManualwhichshalldetailtheproceduresforeachPrecommissioningactivitylistedinANNEXB5.1.SuchproceduresshallbesupplementedorupdatedbytheContractorasadditionalworkproceduresasandwhenrequired.承包商应编制安装及检查手册，对附录B5.1所列各项预试车活动予以详细说明。

如要求，承包商应对此类程序进行补充和更新，以作为附加工作程序。

MechanicalCompletionshallbeconfirmedoneachpartofthePlantindividually.装置各部分的机械完工应单独分开确认。

AdetailedscheduleforPrecommissioningofeachpartshallbesubmittedbytheContractortotheOwnerbeforecompletionoferection.在安装完成之前，承包商应向业主递交装置各部分的详细预试车进度计划。

UponcompletionofPrecommissioningactivitiesofeachpartofthePlant,theContractorshallsubmittotheOwnerawrittenNoticeofMechanicalCompletionwhichshallinclude:

在装置各部分的预试车活动完成之后，承包商应向业主递交书面机械完工通知。

通知中应包括：

-IdentityofapartofthePlantconsideredmechanicallycomplete,视为机械完工的装置部分的名称，

-Acopyofallrelevantcompletedtestreports,所有已完成相关试验报告的副本，

-Thedateonwhichthecompletionofthetestswasachieved,试验完成日期，

-Checklist,and检查清单，以及

-ArequestforissuanceofaMechanicalCompletionCertificateinrespectofthatpart.就该装置部分发放机械完工证书的申请。

2.3MechanicalCompletionMC（Milestone）机械完工MC（里程碑）

Mechanicalcompletionisthemilestonemarkingtheendofpre-commissioningphase.机械完工系指标志预试车阶段结束的里程碑。

Theplant,orpartthereof,hasreached„MechanicalCompletion’’whentheplant,oranypartthereof,hasbeenconstructedinaccordancewithdrawings,specifications,instructions,andapplicablecodesandregulationstotheextentnecessarytopermitcoldcommissioningandwhenallpre-commissioningproceduresmarkedinAnnexB5.1includingdocumentationhavebeencompleted.装置或装置部分达到机械完工状态是在该装置或装置部分根据图纸、规范、说明书及适用法规要求得以建造并允许进行冷试车，且附录B5.1所指明所有预试车程序和相关文件均已完成之时。
