EmergencyProcedure工作应急程序
Purpose
ThisEmergencyActionPlan(EAP)isinplacetoensureemployeesafetyfromfire,severeweatherandotheremergenciesinvolvingKadantemployees.TheEAPdetailstheactionsandprocedurestobefollowedincaseofemergency.TheseemergenciesmaybeintheformofFire,BombThreats,SevereWeather,ortoxicChemicalRelease.Thisplaniskeepavailabletoemployeesforreview.
Attheminimum,theemergencyactionplanmustincludethefollowing:
∙Apreferredmethodforreportingfiresandotheremergencies;
∙Anevacuationpolicyandprocedure;
∙Emergencyescapeproceduresandrouteassignments,suchasfloorplans,workplacemaps,andsafeorrefugeareas;
Definitions
RefugeZones:
Anoutsideassemblyareawhereemployeesaretomeetafterevacuatingtheirworkplaceintheeventoffire,bombthreatorbombthreat.Itisherethataheadcountwillbetaken.Thesesitesallprovidesufficientspacetoaccommodatetheemployees.Employeesshouldmoveawayfromtheexitdoorsofthebuilding(s)andtoavoidcongregatingclosetothebuildingwheretheymayhamperemergencyoperations.ThesezonesarelistedinAttachmentOne.
Shelter:
AdesignedareainsideabuildingasaprotectionagainstsevereweathersuchasTornados.ThesesheltersarelistedinAttachmentTwo.
EmergencyResponseLeader:
Inanemergencysituationtheremustbeonepersonresponsibleformakingdecisionsanddirectingthenecessaryactionstobetaken.ThispersonisdesignatedastheEmergencyResponseLeader.
DependingonthetypeofEmergency,thispositionmaychangeduringtheevent.Asarule,therankingsupervisor/employeeassumesthispositionunitsomeonewithmoretrainingorexperiencearrivedtoassumetheposition.Asanexample:
Intheeventofasignificantfire,thepositionofEmergencyResponseLeadermaybefilledbytheSafetyorHumanResourcesManageruntiltheCityFireDepartmentarrives.AtthattimetheFireChiefatthescenewouldassumethisposition.
TrainedEvacuationPersonnel:
conductheadcountsonceevacuationhasbeencompleted.ThereisatleastoneTrainedEvacuationPersonforeachdepartmentintheworkplacetoprovideadequateguidanceandinstructionatthetimeofafireemergency.
Responsibilities
Receptionist/OfficeManager
∙TornadoWatchNotification-MonitorthepossibilityofsevereweatherbyutilizingtheweathermonitoringradiotunedtothenationalWeatherAlertSystem.
∙TornadoWarningNotification–NotifytheEmergencyResponseLeaderand/orShiftSuperintendents
∙FireAlarmNotification–NotifytheMaintenanceDepartmentandSecurityGuardPost2ofthealarmandplantarea.
∙ChemicalSpillNotification–NotifytheEmergencyResponseLeaderandmakeanyothercallsontheemergencylisttheEmergencyResponseLeaderauthorizes.
HealthandSafetyManager
∙Developawrittenemergencyplanforregularandafterhoursworkconditions
∙Immediatelynotifythelocalfireorpolicedepartmentsintheeventofanemergencyatthefacility(dayshift)orhavesecuritynotifyonothershifts.(SeeAttachmentThree)
∙Integratetheemergencyplanwiththeexistinggeneralemergencyplancoveringtheoccupiedfacility.
∙Distributeproceduresforreportingafire,bombthreatorotheremergencies,thelocationoffireexits,andevacuationroutestoeachemployee.
∙Conductfiredrillstoacquainttheemployeeswithemergencyprocedures,andtojudgetheeffectivenessoftheplan.Onedocumentedfireandshelterinplacedrillarerequiredperyear.
∙Satisfyalllocalfirecodesandregulationsasspecified.
∙Traindesignatedemployeesintheuseoffireextinguishersandtheapplicationofmedicalfirstaidtechniques.
∙Keepkeymanagementpersonnelhometelephonenumbersinasecureplaceintheofficeforimmediateuseintheeventofanemergency.Distributeacopyofthelisttokeypersonstoberetainedintheirhomesforuseincommunicatinganemergencyoccurringduringnon-workhours.(SeeAttachmentFour)
TrainedEvacuationPersonnel(ordesignees)
∙Willmakethedecisiontoremaininorevacuatetheworkplace.(Basedonthenatureandtheextentoftheemergency)
∙Notifyallemployeeswithinthedepartment
∙Notifyallemployeeswithinthedepartmentthatmayneedtoevacuateusinginhousephoneortwo-wayradiosystem.
∙Makearrangements,asnecessaryforsecuritymeasurestoprotectemployeerecordsandproperty.
∙TakeaheadcounttoconfirmtotalevacuationofallemployeesandreportthecounttotheEmergencyResponseLeaderortheCityFireChief.
EmergencyResponseLeader
∙Determinetheseverityandscopeofemergencies
∙Makedecisionastoactionstobetakentoabateorcontroltheevent
∙Callforoutsidehelpifneeded.(SeeEmergencyTelephoneListfoundinAttachmentThree)
∙Consolidateheadcountandcallforrescueteam(s)ifnecessary
∙Aftersituationhasbeenbroughttoconclusion,writeacomprehensivereporttotheappropriatemanagementpersonnelwithacopytotheHealthandSafetyManager.
RescueandMedicalPersonnel
∙Performrescuedutiesincaseofanemergencyrequiringarescue
∙Providemedicalassistancewithintheircapabilities
∙Directallrescueandmedicaldutyassignmentsupontheirarrivalonsite.
AllFacilityPersonnel
∙BefamiliarwiththeRefugeAreaandShelterinPlaceforhis/herdepartment
∙Befamiliarwithalloftheemergencyproceduresandresponsibilitiestohis/herjob
∙Evacuate,asnecessary,inatimelymannerinanemergency
∙Makecertainthathis/hernamegetsincludedinaheadcountwhenoneisnecessary
EmployeeTraining
Alldesignatedemployeeswillbetrainedtoassistinasafeandorderlyevacuationofotheremployees.
Kadantwillreviewtheemergencyactionplanwitheachemployeecoveredbytheplan:
∙Whentheplanisdevelopedortheemployeeisassignedinitiallytoajob;
∙Whentheemployee'sresponsibilitiesundertheplanchange;and
∙Whentheplanischanged.
Procedures
EmployeeHeadCountProcedure
TherewillbealeastoneTrainedEvacuationPersonforeachdepartmentintheworkplacetoprovideadequateguidanceandinstructionatthetimeofafire,bombthreatorchemicalspill.
Theemployeesselectedaretrainedinthecompleteworkplacelayoutandthevariousalternativeescaperoutesformtheworkplace.Alltrainedpersonnelaremadeawareofemployeeswithdisabilitiesthatmyneedextraassistance,suchasusingthebuddysystem,andofhazardousareastobeavoidedduringemergencies.
Beforeleavingtheseemployeescheckroomsandotherenclosedspacesintheworkplaceforemployeeswhomaybetrappedorotherwiseunabletoevacuatethearea.
Designatedlocalfireand/orpoliceEmergencyResponseTeam(ERT)membersareresponsibleforperformingrescuedutiesincaseofanemergencysituation.Onsitemedicalstaffwillberesponsibleforprovidingfirstaid.

∙Responseteamtransportstheemployeetothenearestmedicaltreatmentfacility

1.KadantutilizesPortableFireExtinguishers
2.EmployeesaretoevacuatetheimmediateareaandmovetotheirassignedRefugeArea.(SeeAttachmentOne)
3.Anyoneoperatingmotorizedmaterialhandlingequipmentorvehiclesshouldparkitofftothesideimmediately
4.ManagementwilldetermineifthisisanactualfireemergencyorafalsealarmandreporttheexactlocationandnatureoftheemergencytotheEmergencyResponseLeader.
5.Supervisorsorforemenareresponsibleforshutdownofallcriticaloperationsontheirwaytotheirassignedrefugearea.
6.TrainedEvacuationPersonnelaretoperformaheadcountoftheiremployees.HeadcountsshouldbegiventotheEmergencyResponseLeaderbywayofradioorcellphone.
7.Accesstothebuildingisdeniedtoallpersonnelexceptfirefighters
8.NoemployeesaretoreturntothebuildingsuntiltheEmergencyResponseLeadergivesthe“allclear”.
SevereWeather
TornadoWatch
On1stShift,whentheNationalWeatherServicehasissuedatornadowatchthereceptionistwillmonitorthepossibilityofsevereweatherbyutilizingtheweathermonitoringradiotunedtotheNationalWeatherAlertSystems.
IncaseofaTornadoWatchforourarea,thereceptionistandoradesignatedemployeewillinformemployeesviathein-housetelephone,two-wayradioorcellphonesystemthattheareaiscurrentlyunderatornadowatch.
TornadoWarning
IfaTornadohasbeenseenordetectedbyradarinourareathereceptionistordesignatedemployeewillberesponsiblefornotifyingtheEmergencyResponseLeaderand/ortheSuperintendents.
1.TheEmergencyResponseLeaderand/ortSuperintendentwillberesponsiblefornotifyingTrainedEvacuationPersonnel.
2.TheTrainedEvacuationPersonnelwillberesponsibleforinstructingfacilityemployeestoreporttotheirassignedweathershelterimmediately.
3.Allvisitorswillreporttothemostconvenientweathershelterareaaswell.TrainedEvacuationPersonnelwillreporttotheEmergencyResponseLeaderviain-houseorcellphonethatalloftheirpersonnelhasbeenaccountedfor.
4.Noonecanreturntotheirworkareauntilan“allclear”isannouncedtheEmergencyResponseLeader.
BombThreat
Intheunlikeeventthata
