　　Italsorankedthetop50non-publicsectorsoftheeconomyinLuoyang.TheHuaxiaEco-ParkprojectinLingbaoisanewmarketdevelopedbyitwhichislocatedatFuMoutainandHumountainwithatotalareaof2.5squarekilometerorsoandanaltitudebetween970mand1140m.It’sonly17kmawayfromthecenterofLingbaoequalinganapproximate20min-drive.

　　SituatednearthecommonboundaryofHenan，Shanxi，andShaanxiprovince，Lingbaoisacountry-levelcitywithatotalareaof3011squarekilometercomposedof49.2%mountainousregion，40.1%hillsand10.7%farmland.Moreover，thelegendofthreeemperorsandfivesovereignsandthecultureofsurnameoriginatedfromhere.ItiseasytosummarizethatLingbaoisblessedwithparticularlyfavorablenaturalandculturalconditionsforasurnameculturethemeeco-park.

　　Becauseoftheuniquenessoftheeco-tourismindustryandthestatusandgreatrenownofthecompanyinbothLuoyangandLingbaoalongwiththeconcernforlocalenvironmentandeconomy，specialattentionsarepaidtothecompany’sperformanceofcorporatesocialresponsibilityandpracticalsuggestionsaredesired.Mostimportantly，theprojectisstillunderconstruction（Only25%oftheconstructionhasbeencompleted.）leavingthecompanytimetoapplyadviceintopracticebeforecompletion.

　　ThisarticlemainlyaddressestheperformanceoftheHuaxiaEco-ParkProjectofHaomaiLtdregardingcorporatesocialresponsibility，inordertofilltheblankofCSRresearchoflocalmedium-sizedcompaniesandhelptoenhanceitsperformance.HaomaiLtdisagrandlocalgroupcompanyinLuoyangwithsixsubsidiariesdealinginrealestate，tourism，construction，education，industryandthree-starhotelconcerningforeignaffairsrespectively.AnalyzingthecurrentCSRperformanceandproposingconstructivesuggestionsforagreatlocalcompanylikethiswillsetatypicalexampleforotherlocalcompaniesinsecond-tierandthird-tiercities.

　　First，inordertogetaclearandcomprehensiveunderstandingofcorporatesocialresponsibility，wecreatedadatabankbygatheringinformationthroughbooks，internet，students，teachersandstafffromHaomaiLtd.Second，withthehelpandinstructionsfromourteacher，wegainedeco-park-relevantknowledgerangingfromarchitecture，biology，agriculture，etctofinance，administrationandbusinessmanagementbycrammingbooksinthelibraryandsearchingonline.Then，withtheinformationandknowledgeacquired，athoroughresearchanddatacollectiononthespotandaninterviewofchairmanoftheboard，Mr.Xuwereconducted.Last，usingthepyramidtheoryofArchie.B.CarrollandstakeholdertheoryofR.Edward.Freemanasyardstickstoanalyzethecurrentperformanceoftheproject，weconcludedthemeritsanddemeritsthenproposedsuggestionsandrecommendationsaccordingly.　　Findings&Analysis

　　Traditionally，stakeholdersareviewedasownersofacompanywhoseneedsarealwaysputfirstbecauseofthefirm’sbindingfiduciaryduty.However，R.Edward.FreemanpointedoutinStakeholdertheorythatthereareotherpartyinvolvedincluding：

governmentbodies，politicalassociations，tradeunions，communities，financiers，suppliers，consumersandemployees，etc.

　　AccordingtotheD.Wood’sviewinCorporateSocialPerformancerevised，“corporatesocialresponsibility（CSR）isaformofcorporateself-regulationintegratedintoabusinessmodel.CSRpolicyfunctionsasabuilt-in，self-regulatingmechanismwherebyabusinessmonitorsandensuresitsactivecompliancewithinthespiritofthelaw，ethicalstandards，andinternationalnorms.CSRisaprocesswiththeaimtoembraceresponsibilityforthecompany'sactionsandencourageapositiveimpactthroughitsactivitiesontheenvironment，consumers，employees，communities，stakeholdersandallothermembersofthepublicspherewhomayalsobeconsideredasstakeholders.”
