11Certainsituationsareperceivedasdangerousonlywhentheybecomecriticalenoughtocausenumerousdeaths.Smogisanexample.InLondonin1952itcausedsome4000deaths.Thisincidentprovokedanawakeningofconscienceandresultedindecisionswhichhaveproveneffective.Butsmogpresentsstillotherdangers:

5Replantingtreesinthetropicscouldeventuallyofferasolutiontothegreenhouseeffect.Atreeabsorbscarbondioxidethroughphotosynthesis.Plantenoughtrees(asmanyas250billion)andwecouldremovemuchoftheadditionalCO2buildingupintheatmosphere.Nowhereintheworldareconditionsbetterforgrowingtreesthaninthetropics,whereyear-roundwarmthandmoistureencouragerapidgrowth.Tostartagrand-scaletree-growingprojectinthetropics,however,wouldrequireasmanyas20governmentsinLatinAmerica,Africa,andAsiatostoptherapiddestructionofrainforests.
