一、前言
自上世纪九十年代中期,我国农业网站如雨后春笋,日益发展起来,据不完全统计,目前,涉农网站约在1000家左右。
经过十多年的发展,我国农业网站基本上覆盖了农业领域的各个方面,农业电子商务功能和农村信息服务日益增强,对于促进农民增收、引导农业结构调整、加快农村市场流通等起到了积极的作用,引起政府、农业主管部门和社会各方面的高度关注。
随着是网络的普及率不断的提高,人们对于网络的认识水平也不断的加深,这也使得农业电子商务的应用的前景非常光明。
特别是国家的有关政策对于农业的扶持,让人们越来越相信农业的发展前景。
二、农业电子商务应用概述
农业是典型的传统行业,具有地域性强、季节性强、产品的标准化程度低、生产者分散且素质较低等特点,具有较大的自然风险和市场风险。
电子商务是通过电子数据传输技术开展的商务活动,能够消除传统商务活动中信息传递与交流的时空障碍。
发展农业电子商务,将有效推动农业产业化的步伐,促进农村经济发展,最终实现地球村来降低传统的农业交易方式
三、农业电子商务的发展现状分析
(一)机遇
1、随着农村网络化水平的逐步提高,农业将为中国互联网孕育出巨大的市场机会存在巨大的市场机会。
2、农业从业人员大于7亿。
3、相关企业数目(>100万)
4、涉及领域农牧渔业生产、交换和消费、生产资料、供应、工业化加工、商品的批发、零售和服务、交通储运等。
4、市场潜力有待开发,市场体系发育不全市场分散、信息不畅通配套制

(二)挑战
1、电子商务基础薄弱
电子商务的发展程度,与一个国家的经济实力、技术进步以及政策、法律法规等各方面的因素都息息相关。
我国电子商务起步晚,各方面的条件都不完善。
我国网络基础设施建设比较滞后,已建成的网络的质量尚不能满足电子商务的要求;网上交易安全性还不十分可靠;网上信用体制不健全,支付的手段单一;物流配送系统规模小,效率不高。
2、农产品生产与运销的现代化水平较低
农产品电子商务要求网上交易的农产品品质分级标准化、包装规格化以及产品编码化,要求农产品具有一定的品牌。
然而我国农产品结构性过剩比较严重,优质农产品特别是具有知名品牌的农产品较少。
在目前农业产业化程度较低、我国农产品市场还未完全放开的情况下,人们的“品牌”意识比较淡薄,申请商标注册的农产品比较少。
3、农产品电子商务人才缺乏
农产品电子商务离不开具有现代农产品知识、商务知识和掌握网络技术的人才。
随着传统农产品商务模式向现代商务模式的转变,传统农民也要向现代“电农”(E—farmer)转变。
“电农”是指具备运用现代信息技术,从事农业生产计划、管理与运销的农民。
4、国外进口农产品的竞争
按照WTO协议规定,中国在入世后3—4年内将逐步取消对分销服务业的所有限制,包括批发、直销、零售、租赁及包装等服务。
到时,外资不仅可以控股批发企业,还可以组建独资批发企业。
入世后,国外农产品以及农业企业会大量涌入中国市场,这必然对我国农产品市场形成巨大冲击。
四、农业电子商务存在的问题
(一)认识不到位
对我国农业电子商务运行模式比较模糊,特别是政府和农业行政主管部门建立的网站过分强调信息服务功能,而相对忽视网站的商务功能的拓展,甚至将商务功能和信息服务功能对立起来,认为信息服务功能具有社会效应、公益性质,完全要求国家财政给予支持,对网站的商务功能缺乏应有的认识和重视。
(二)商务模式不完善{农业电商案例分析}.
目前,我国农业电子商务模式主要是信息服务模式。
这种商务模式利润的来源一般由下列几个方面组成一是信息服务收费。
但由于多种原因,如农业信息标准化程度低,信息时效性差,农民支付能力和认识等,这部分收费难以维持公司的正常运营;二是政府项目经费支持。
如在实施农业信息化建设项目、农村信息扶贫项目过程中,通过购买公司开发的手持终端机等方式对公司给予财政上的支持;三是开展农业电子商务公司通过承包政府农业信息化项目建设,如软件开发、为政府提供技术支持等获得财政上的支持。
(三)没有考虑我国农业生产的特点和农民的素质
开展农业电子商务,必须充分考虑我国农业生产的特点和农民的素质。
农业作为特殊的产业类型,其生产受到多种条件影响,比如政策法规、市场需求、气候、地理环境等等。
目前我国农业的生产和经
营方式,导致农业产业化水平低,与市场的对接困难,小生产与大市场的矛盾非常突出。
在物流环节,很多农产品具有季节性、不易储存的特点,在保鲜、运输、后熟处理上较为困难,这使其物流环节相对于工业品更难于实现。
