Plausible,butwrong.Forastart,thelowishestimatesoftheeconomicbenefitsoftheroundmissouttwothings.Oneisthevalueoftheunpredictabledynamicbenefitsofmoreopenmarkets.Accesstomorecustomersallowsexporterstoexploiteconomiesofscale.Competitionencouragesnotonlyspecialization,theclassicresultofmoreopentrade,butalsoincreasedproductivity.Theotheriswhatyoumightcallthe"optionvalue"oftheDoharound.TheWTOinhabitsasortofparalleluniverseinwhichcountriesnegotiatenotonwhattariffsandsubsidieswillactuallybe,butonmaximum(or"bound")ratesandamounts.Althoughmanycountrieshavecuttariffsandfarm.subsidies--ifonly,inthelattercase,becauseofrisingfoodprices--toofewhaveturnedthesecutsintocommitments.Tighterbindingwouldcramptheirabilitytoturnbacktoprotection.ItwouldhavemadeupthebulkofaDohadeal.

Doyoucareaboutthebeansorthebeings?

Alsoonofferwerebenefitsthatareeasiertovisualize.Somecutsinboundtariffswouldhavebittenintoactualrates.Therewouldhavebeenmuchless"tariffescalation(增加)"--anastypractice,bywhichhighertariffsareleviedonsuccessivestagesofproduction.Rawcoffeebeansmaybetariff-free,butroastedbeansincurahigherlevy,andsoonastheyareground,gettingridofcaffeineandsoforth.Moveupthevaluechain,andyoupay.Somedevelopingcountries--inLatinAmerica,especiallyBrazil,andinAfricatoo--areseethingthatadealslippedaway.

Givenallthis,theinabilityofministerstoagree,havingcomesoclose,seemsunfathomable(难解).Beliefisallthemorebeggaredwhenyoulookatthewiderworld.Theglobaleconomyisslowing,possiblyhorribly:

undersuchconditions,protectionismthrives.Itwouldbesillytosaythattheskyisabouttofallin:

toomuchhasbeenagreedinthepast,andtoomanycountriesandbusinessesvalueanopentradingsystem,tosupposethatthe2010swillbearerunofthe1930s.Buttradehastoofewfriendsthesedays--notablyinAmerica'sCongressandtheElys6ePalace.Ministerspickedapoortimetofail.

Theultimatecauseoffailureonlydeepensthesenseofpuzzlement.Whentalksstarted,thelikeliestdeal-breakerseemedtobetheceilingonAmericanfarmsubsidies,whichisfarhigherthanAmericaactuallyspends.Intheend,thedealfelloverprotectionnotforAmerica'sfarmersbutforthoseofthedevelopingworld:

a"specialsafeguardmechanism",tokickinwhenimportssurged.Americawantedthetriggersethigh;India,joinedbyChina,wanteditlow.Bothdevelopingcountries,itissaid,alsowantedtobeabletojacktariffsupaboveexistingceilings,notmerelythosesetinaDohadeal.After60hoursoftalkbyMr.Lamy'scount,therewasdeadlock;andthatwasthat.Meanwhile,believeitornot,foodispricierthanever.

India'smountain,America'smolehill

Youcouldcallthis"acollectivefailure",assomeministersdid.Youcouldalsobemorespecific.India'swillingnesstoopenitseconomyinrealityisinlamentablecontrasttoitsinabilitytocommititselfattheWTO.ItsstubbornnessisexplainedbytheferocityofIndia'spoliticsonthissubjectandthedesperate,evensuicidal,povertyofmanyofitsfarmers.ButitandChinamusthaveknownthattheywereaskingtoomuch.

Americahassomeansweringtodo,too.Itseemstohavemisreadthebigstory:

intheWTO,richcountriesnolongercalltheshots,astheydidinitspredecessor,theGeneralAgreementonTariffsandTrade.ChinaandIndia,infuriatingthoughtheymaybe,areaspowerfulasAmericaandtheEU.TheUnitedStatesalsofumbledwiththedetails.Itmighthavetiedupadealoncotton,andlefttheChineseandIndiansisolatedonsafeguards.Andtheultimatestumbling-block,thoughamountaintoIndia,wassurelyamolehilltoacountryofAmerica'swealth.Americahas1millionfarmers,Indiaover200million.

IntheWTO,thereisasaying:

nothingisagreeduntileverythingisagreed.Butalltheeffortofninedays--orsevenyears--shouldnotbelost.Mr.Lamyshouldpublishwhathasbeenagreedsofar.Ideally,theministerswouldthenmeditateoverthesummeronwhattheyhavelost--andhecouldthenaskforafinalpush.That,alas,seemsavainhope.WithAmericanelectionslooming,IndiaheadingforthepollsbynextMayandanewEuropeanCommissionduelatenextyear,itmaybe2010beforemuchcanbedone.Thereisariskthatbythen,asPeterMandelson,theEU'stradecommissioner,onceputit,"thecaravanshavemovedonindifferentdirections".TheworldwillhavetowaitforaDohadeal,ifitevergetsone.Aftercomingsoclose,itshouldnothavehadto.
