Abstract:

Theso-called‘honorparty’system,isaparticularobjectoldpartymembersintheimplementationofaspecialeducationmanagementsystemarrangement.Create‘honorarymember’systemistoimplementthescientificconceptofdevelopmentanimportantmanifestation,butalsopushforwardPartybuildingscientificobjectiverequirements.CPCCentralCommitteeshouldbefullyinvestigatedandpilotstudiesonthebasisoftheparty’sNationalCongressamendthepartyconstitution,theestablishmentofChineseCommunistPartyregimehonors.Throughtheestablishmentofhonorpartysystem,themainbodyofthepartyeliteteam,graduallyreducethenumberofeffectivecontrolofscale,speedadjustmentforageandculturalstructure,effectivelyoptimizethesocialdistribution;improvetheparty’sexternalimage,toimprovetheintrinsicqualityofpartymembers,reducingnotplayorplayroleofsmallnumberofpartymembers,butdidnotresignasexpulsionorfacepoliticaloppositiontoestablish,retaintheirparty’sgoodfeelings.

First,thestatusofretiredpartymembers

Retirementsystemistheproductofhistoricaldevelopmentofhumancivilization;humansocietycareforhumanbeings.Ourretirementsystemhasitsowncharacteristics,exceptinspecialcircumstances（acertainlevelleadershippositions）,whereinenterprises,institutions,administrativeunitsworkingagefullofmenandwomenages50-60yearscomradeshereinarehandledretiredprocedures.Withthedevelopmentofourcountrygraduallyenteredtheagingsociety,thedegreeofagingofpartymembersinevitablyincreased.Accordingtothe2002SixteenthPartyCongressconvenedtostatistics,thenumberofpartymembersto6794.1million,includingretiredmembers1,133.7million,accountingfor18.8%ofthetotalnumberofpartymembers;to2007SeventeenthPartyCongressoftimestatistics,therewere73,363,000members,includingretiredmembersof1377.6million,upfrom243.9millionincreaseinstatistics,accountingfor21.5%inthetotalnumberofpartymembers.Inrecentyears,accordingtotheorganizationdepartmentsaroundtheyear-endreportstatistics,thenumberofpartymembersandretireesareincreasingyearbyyear.Asagroup,retiredmembersinthetotalnumberofmembersinthecountryplaysanincreasinglylargeproportion.

Two,retiredpartymembersProblems

Retiredaftervanguardandexemplaryroleplaywhat?

Partymembersarealsoactivelyfulfilltheirobligations?

Whetheritcanstrictlyabidebytheparty’sorganizationanddiscipline?

Theauthor,afterinvestigation,foundsomeproblems.

First,theconceptoforganizationgraduallyindifferent,isnotbinding.Retiredago,mostpartyactivistsareworkingunits,thebackboneofbusiness,somestillleadingcadres.Reigntheycanactivelyparticipateintheparty’sleadershipandorganizationalactivities,organizationallife.Butaftersomepartymembersretired,overtime,ideologicallyrelaxed.Althoughretiredmembersarebuiltaroundthebranch,butsomedonotoftenbranchactivities,withoutthelaw,useless.Evenifthebranchorganizationtheorytostudyorcarryoutactivitiestolessonrateisnothigh.Somecomradeslateandleaveearly,butsomelong-termorganizationallife,randomnessisrelativelylarge.Somecomradesdonotconsciouslypaymembershipdues,noremindersdonotpay,orreminderswithoutpay,someevenafewyearsordecadesdonotpaydues.

Second,theprincipleofpartyspiritisgraduallyfading,beliefisnotloyal.Partyfromthedateofoath,itshouldbethoroughlymaterialist;shouldestablishasoundscientificworldview;shouldfirmlybelieveinMarxism,MaoZedongThought.However,someofourpartymembersandretiredafterthefightinghadnotpursuetheircommunistidealsandbeliefs,butadvocatingfeudalsuperstition,thefamilyofGodshi,promotionwealthentrustedall‘gods’,the1stthreeprayerrequestBless.Somecomradeswhothenappearedwearingaprayerbeads,Buddhistmouthisread,thehomeissetupshrines;mouthshoutingtheCommunistParty,wasunabletocontrolhislegsoftenrantowardthetemple.Somecomradesregardlessofsickandelderlyretirees,everybirthdayorBuddhatemple,Gordon‘Emei’on‘Mountain,’climbing‘Songshan’Ben‘Putuo’incenseworshiptheBuddha,‘Buddha’verydevout.

Thirdpartyimagegraduallyfadeout,gamblingismoreprevalent.Theso-calledgambling,istoinjectcompetitionforwinningorlosingmoneybelongingsperverseentertainment.Gamblingparaphernaliaaroundthemultifariousandusefulpoker‘Landlords’in;hashit‘runbeard’,‘PaiGow’and‘domino’in;alsoplaymahjong,dicethrowing.Theauthor,afterinvestigation,theresultisthat85percentofgay,basicallyeverydayinthechessroom,usingtoolssuchasmahjonggamblingsurvive.Neverbeforegamblingsomepartymembersretired,andretiredafterthedayleisure,relaxedrequirementsontheirown,fromthelookgambling,gamblinglearntobegambling,lovegambling.Toplaymahjongandotherformsofgamblingastheindispensableelementoflife,onedayeventsdown,winorlosetensofdollarstoseveralhundredthousanddollars.Inthestudyconversation,someoldcomradesdisagree,sayingthathewasjustasmallplay,inordertopassthetime.Infact,thesameeffectasplayingasmallplayinsocietyaregeneratednegativeeffects.

Fourth,theblindpursuitofthepartyvote,affectinggrassrootswork.Problemoccursmainlyinruralareas.Noretirementsysteminruralareas,partymembershiphasbecomeasymbolofpowerforlife.Onthesurface,someoldcomradespartyconceptstrong,‘politics’highlypositive,butactuallyincreasedwithageandismoreduestopaylessnormalorganizationallife,theoreticallearningtoparticipatelessandlesstalkaboutdedicationGutheoverallconceptoflessandless.Someoldcomradestwodim,confusion,articulatedisadvantage,thelackofnon-boundary,regardlessofthesizeoftheeventbutthenthevillage‘he’controleverything,toexercisetherighttovoteatthemeetingconvenedbranch.

Three,retiredpartymembersCausesProblems

Therearemanycausesoftheproblem,therearefourpoints:

Oneisnolongerdedicated.Somecomradesreign,ableto‘constitution’strictdemandsandfulfilldutiesofpartymembers,theheartandsoulcompletelyintoworkandlearningamong.Becauserolesretiredaftertheconversionofmanycomradesthatmissiontaskhasbeencompleted,‘Hero’noavail,forgottenwhenthepartyoath,forwhomhehadfoughthardinpursuitoftheidealsandbeliefsarenolongerdedicated.Thenloosenthestudyofpoliticaltheoryandideologicaltransformation,unwillingtoacceptre-education,thelackofmotivationtocontinuetherevolutionofideas.

Second,energydistraction.Somecomradesworking,canwholeheartedlybusywork,theircareers;Butafterretirees,mostlybusywithhousework,grandchildren,pets,plantingflowersandgrassandsimplyenjoythe‘grandchildren’;alsoputthefocusonotherhobbies,suchasplayingcards,mahjong,fishingandotherrecreationactivities,arenolongerwillingornolongeractivelyparticipateintheparty’sorganizationalactivities.

Threeispowerless.Somecomradesretiredafterpartyconceptever,butbecauseofageandhealthreasons,ifany,gravelyill,bedridden;somelong-termhospitalization,toparticipateinorganizedactivitiesandorganizationallifemobility.Inparticulartherearesomeoldcomrades,invitedbytheirchildren’sfilialpiety,awayfromhomeandworklocation,tothefieldortosettleabroad,Yaogethousandsofmiles,evenifhewantedtoparticipateinorganizedactivitiesorpaymembershipdues,onlythoughtthingstoohard.

Fourmainheartisgone.Oldpeoplemuddledthinking,themindisthenaturallawofdevelopmentretardation.Anyoneirresistible,partymembersequally.Energeticyoungpartymembers,loveoflearning,ideals;emphasizingthededication,theoverallsituation;non-structured,motivatedandvibrant.Withage,theagingofoldcomrades,allaspectsoftheadvantageisgraduallyfading.Plustheusuallackofpoliticallearning,theparty’sline,principlesandpolicieslackofunderstandingofthesituationcannotkeepup.

Fourth,theestablishmentof‘honorarymember’TheNecessity

First,theestablishmentof‘honorarymember’systemistoimplementthescientificconceptofdevelopmentanimportantmanifestation.Thecorescientificconceptofdevelopmentispeople-oriented.Adheretothescientificdevelopmentconcepttoguidethepartybuilding,itmustberunthroughpartybuildinganewpeople-orientedphilosophy.Oneveryimportantaspectisdifferentfromthepartyandthepartygroup,theactualcharacteristics,andactivelyexploreatargeted,reflectingthepartymembershumaneeducationmanagement.

Onolderpartymembersconcerned,manyofthemstruggleforthecauseofhumanpartyofalifetime,andnowfrail,powerless,andsomeevenmobility,atthistimeifrequiredastheyparticipateinorganizationalactivitiesofyoungpartymembers,partytopaythesamefinishtotasks,clearlyunrealistic.Inrecentyears,in
