Abstract:
Therapiddevelopmentinthegrowingfieldofprojectmanagementprovidestheopportunityforapplicationintheconstructionoflogisticsenterpriseinformation.Fromthefunctionandcharacteristicsofthelogisticsinformationsystem,thisarticle
introducesthelifecycleofaproject,analysesthelogisticsinformationsystemprojectmanagementprocess,pointsouttheproblemsandcountermeasuresofthelogisticsinformationsystemprojectmanagement.Projectmanagementthoughtintheapplicationoflogisticsinformationsystembringstotheenterpriseinformationsuccessandincomeincrease,whichfullyplaysanimportantroleinenhancingcorecompetitivenessofenterprises.

I.INTRODUCTION
Withthecontinuouseconomicdevelopment,moreandmorelogisticscompaniescontinuetoexpandthebusinessscopeinordertocarryoutmodernlogisticsservices,andgraduallytaketheinitiativetransitiontomodernlogisticsenterprisesfromthesimplelogisticsoperators.Thetransformationofmodernlogisticsenterprise'scorephilosophyistouseinformationsystemstointegratethemanagementofcustomers,
dealers,transporters,manufacturers,logisticscompanies,suppliers,logisticsbestpurposeandeconomy,therebyenhancingtheentiresocialresourcesthelevelofutilization.Therefore,theinformationtechnologyhasbecomeadecisivefactorinlogisticsenterprisesintherapiddevelopment.Strengtheninglogisticsenterpriseinformationtechnologyinfrastructure,buildingenterpriseinformationplatform,makingfulluseoftheInternet,carryingoutbusinesse-commerce,business,salesinformation,theestablishmentofanintegratedlogisticsinformationmanagementsystemisanimportantwaytoenhancethecompetitivenessofthelogisticsenterprises.Theintegratedlogisticsinformationsystemprojectsrelatedtothescopeisverywide,large-scaleprojectintoahugeproject,isacomplexsystemsengineering.Thisrelatestotheprocurement,production,salesandinformationprocessingincomplexsystems,thereisanurgentneedforprofessionalprojectmanagement.
II.FUNCTIONSANDCHARACTERISTICS
LogisticsinformationsystemisamodernlogisticssystemofthoughtbasedontheuseofITwhichfullyutilizetheinformationintheplanning,managementandcontrolandoperationalaspects,fastfeedback,whichprovidethebasisfordecision-makersanddecisionsupport,whichimprovelogisticsefficiencyandoptimizethesupplychainintegrationofinformationsystems[1].Simplyspeaking,logisticsinformationsystemlogisticsactivitiesandtheintegrationprocessislinkedtothisintegrationprocess.Itcanbedividedintofoursubsystems:
subsystemofthetransaction,managementcontrolsubsystem,decisionanalysissubsystem,aswellasstrategicplanningsubsystem.
Specifically,thebasicfunctionsoflogisticsinformationsystemshavethefollowing:

1)Orderprocessing,inquiriesandinformationstoragecapabilities.
2)Scientificmanagementcontrolplanningandimplementationfunctions.
3)Accurateandtimelyfeedbackfunction.
4)Timelystatisticalanalysisofdataandscientificdecision-makingfunctions.
Logisticsinformationsystemhasfivecharacteristics:
1)Spanlarge.Modernlogisticsisalargespanofthesystem.Itcanbedecomposedintoseveralsub-systems.Spanperformanceonthegeographicalspanandthetimespan,logisticsmanagementisdifficult,ahighdegreeofrelianceonthenetwork.
2)Dynamic.Logisticsinformationsystemconnectsmultipleenterpriseusers,withthedemand,supply,channel,pricechanges,thesystemelementsandoperationofthesystemoftenchange,sothestabilityofthesystemdynamic.
3)Previewpoor.Systempriortotheimplementationofaclearsystemdescriptionofthestructure,function,performance,etc.butconstantlyintheprocessofsystemimplementationandstereotypes,whichmakesitpreview.
4)Complexity.Elementsofthelogisticssystemisverycomplex,itsrunningobjectsacrossvarioussocialmaterialresourceswhichbringthecomplexityofthelogisticsinformationsystem.
5)Systematic.Systematizelogisticsbusinessdecisions,makingtheoveralloptimizationofthepursuitofcorporatelogisticsactivities.
III.PROJECTLIFECYCLE
Logisticsinformationsystemprojectlifecycleisfromtheinitialplanningofthesystembytheconstruction,operation,expansionorupgrade,untilthesystemend-of-lifeexperienceatallstagesoftheorderofcombination.Through2012SecondInternationalConferenceonBusinessComputingandGlobalInformatizationthefulllifecyclemanagementsystemproject,theprojectmanagementfullygivesfullplaytotheinvestmentoftheprojectmanagementintheconstructionprocessofthelogisticsinformationsystem,schedule,qualitycontrolrole,andenhancestheperformanceandmanagementlevelofthelogisticsmanagement.
Accordingtothefunctionsandfeaturesofthelogisticsinformationsystem,thelogisticsinformationsystemprojectisdividedintotheconception,development,execute,finishofthefourstagesoftheproject[2].TheconceptionphaseoftheprojectisproposedtheFeasibledemonstrate.
Accordingtotheinitialstudyandthepreparationofthelogisticsenterprisesinthedevelopmentofinformationtechnologyplanning,projectplanning,projectproposal,andthenafterthefeasibilitystudyuntiltheprojectreportapprovedprojectsuptotheearlystage.
Thedevelopmentphaseoftheprojectreferstothehuman,financial,materialandallhardwareandsoftwaretoprepareviableprojectstodothepre-construction,istheproject'soverallplanning,whosemaintaskistoprojecttasksandresourcestocarryoutdetailplanningandconfiguration.
Theexecutephaseoftheprojectisthatimplementofthelogisticsinformationsystemprojectswiththeprojectplan.Theimplementationphaseisthelongestintheprojectlifecycle,thelargestamountofworkcompleteduptothestageoftheresourceconsumption.Thisstage,accordingtotheprojectworkbreakdownstructure(WBS)andnetworkplanningorganizationandcoordinationtoensurethattheshelflifeofthetaskscompletedonschedule.
Thefinishstageoftheprojectistheendofthelifecycleoftheproject.Itistocompletetheproject,formingthefinalproduct.Projectorganizerswanttoprojectthefinancialliquidation,thedocumentsummarizes,theevaluationandacceptance.
Duetotheparticularityofthelogisticsindustry,logisticsinformationsystemprojectlifecycleisbasedontheactualsituationandspecificneedstomodifyanddeterminethelifecycle.Then,theprojectisexpectedisensured.
Logisticsinformationsystemsprojectmanagementisatypicalprocessmanagement,modeloflifecycletheory,emphasizingtheimportanceoftheprojectmanagementprocess,projectlifecyclemodelforustosuccessfullycarryouttheactivitiesintheactualprojectmanagementprovidesvariousthetheoreticalbasisandsupport[3].Logisticsinformationsystemsprojectlifecyclestages,thesizeoftheirworkloadandpropertyinvestmentingreatuncertaintyandthesuccessrateisaffectedbymanyfactors.Generallytheconceptionphaseisquiteshort,aslongastheprojectmanagerandkeyactorsintheprojectapprovalwouldbesufficient.thedevelopmentphaserequiresintensivework,andusuallyhasalargeamountofwork.theexecutephaseis
theperiodofthespecificimplementationofprojecttasks,alotofworkdoneatthisstage.whentheworkloadissignificantlyreducedattheendstage.UncertaintyandthesuccessratecurveofthelogisticsinformationsystemprojectphaseasshowninFigure1.Onlywell-plannedprojectlifecycleforeachphaseofthemission,andstrengtheningthecontrolofkeyprocesses,carryingconscientiouslyouttheprojectmanagement,thelogisticscompaniesarepossibletoachievethelogisticsinformationsystemdata,theimplementationoftheintegratedmanagementoftheprocess,resourceintegration.Sothelogisticscompaniesmustreducetheprojectmanagementprocessrandomnessandtheinterferenceofhumanfactorsinordertoachievethestandardizationofthemanagementofinformationtechnologyprojects[4].

IV.PROJECTMANAGEMENTPROCESS
Thenatureofthelogisticsinformationsystemsprojectmanagementisproductofthecombinationoftheprojectprocessandmanagementprocess,showninFigure
2.Therealizationoftheprojectconsistsofaseriesofprojectphase,anyprojectcanbedivided
intofourdifferentprojectphases
.Similarly,forthemanagementofthewholeprocessofaprojectcarriedoutbyanindependentprocess,thisprojectmanagementprocesscanbefurtherdividedintodifferentphasesoractivities.Throughouttheentirelifecycleoftheproject,thelogisticsinformationsystemsprojectmanage-menthasfivemanagementprocess-initiating,planning,executing,controlling,closing[5].Logisticsinformationsystemprojectmanagementprocess,eachstagehasitsownstartandendrange,thephaseoftheinputfileandatthisstagetoproduceanoutputfile.Thesametime,eachstagehasastagecontrolbarrier,namelythecompletionofthisstagewillproduceimportantdocumentsintothenextphaseoftheinputfile.Completionofeachstagemustcontrolmarkthisstageintothenextphaseofwork[6].
Theinitiatingprocess:
