RowlandHill,aschoolmasterinEngland,wasthefirsttoputforwardaproposaltousestamps.Hethoughtitwouldbemucheasierforpeopletousestampstocoverpostage.Theycouldgotothenearbypostofficetobuystampsandputthemonenvelopesbeforetheysenttheletters.Thepostofficecouldsimplyputsealsonthestampssothatpeoplecouldnotusethestampsagain.Inthisway,thepostofficedidnotneedtosendpostmentocollectpostage.Itonlyneededtosendfewerpostmentodeliverletters.Thatwasagoodideaandthegovernmentfinallyacceptedit.
